Mostly, residents are accused of working for the Ukrainian special services, participating in terrorist organisations or financing them, and cooperating with other states. In addition, Luhansk residents are accused of inciting hatred or failing to inform the occupiers about people who have allegedly committed a crime under russian law. Almost everyone who remained in the occupation without access to the Internet can fall under the latter, which makes it impossible to quickly follow changes in the laws of the russian Federation. In the last two months alone, the invaders have opened 68 criminal proceedings in the occupied Luhansk oblast on these grounds. Also russian security forces who come to the oblast on business trips are trying to show off in every way possible and improve the statistics of the authorities.

In Luhansk, the russian military is teaching young men to commit war crimes and is engaged in militarisation on a regular basis. For instance, students of Luhansk Economic and Legal Boarding Lyceum named after the heroes of the “Young Guard” were recently promoted to the rank of vice sergeant.
