Attacks on Border Areas

Russian forces continue striking border villages of the Sumy region (Bila Bereza, Kucheriivka, Bobylivka, Starykove, Buniakyne, Brusky, Buvalyne, Nova Sloboda) and the Chernihiv region (Sen’kivka, Kliusy, Mykhalchyna Sloboda, Zarichchia).

Northern-Slobozhansky and Kursk Directions

Defense Forces repelled 4 attacks.
The enemy launched 3 airstrikes using 5 glide bombs (KABs) and carried out 107 shelling attacks, including 6 from MLRS.

Recent war events in the east of Ukraine

Kharkiv oblast

There were 247 combat clashes in the oblast.

Towards Southern Sloboda, the enemy tried six times to break through the defensive lines of our defenders near Vovchansk, Ambarne and Dvorichanske.

Towards Kupiansk,there were six enemy attacks. Ukrainian defenders repelled the enemy’s assault actions in the vicnity of the settlements of Petropavlivka, Mala Shapkivka, Pishchane, and Novoplatonivka.

As a result of enemy shelling in Saltivskyi district of Kharkiv, the windows of an apartment building were damaged.

According to preliminary information, a GAB strike was carried out in Nemyshlyanskyi district.

The russian army attacked the civilian population of Starosaltivska community. Previously, the enemy struck a GAB strike on the village of Shestakove. As a result of the shelling, one man died, his data is being clarified. Two women – 61 and 52 years old – were injured. They are hospitalized. At least two private houses and two outbuildings were destroyed. Another 6 houses and 3 outbuildings were damaged, and a fire broke out.

2 settlements in Kharkiv oblast were hit by enemy strikes.

As a result of shelling in the village of Motuzivka, Sakhnovshchyna community, a 52-year-old woman and a 12-year-old boy were injured.

The enemy used 7 UAVs in the oblast.

In Berestyn region, 4 private houses and an outbuilding were damaged (the village of Motuzivka).

The transit evacuation point in Lozova received 113 people. 19 people remained. A total of 13,660 people have been registered at the Point since it began operating.

Donetsk oblast

The General Staff of the Armed Forces of Ukraine reports that for the second day in a row, russian troops have been conducting 31 assaults near Kostiantynivka. There were attacks near Pleshchiivka and Rusyn Yar, as well as towards Kostiantynivka, Ivanopillia, and Stepanivka.

Towards Lyman and Oleksandrivka, there were 29 enemy assaults, 59 battles -towards Pokrovsk.

Serhiy Okishev, Spokesman for the 7th Corps of the Ukrainian Armed Forces, says that in Pokrovsk, russian occupiers are concentrated mostly in the southern part of the city. However, their individual small groups are recorded almost throughout Pokrovsk. Work is constantly being carried out on them, intelligence is tracking the movements of these groups around the clock, in order to strike at them.

Commander-in-Chief Oleksandr Syrskyy reported during his visit to the oblast that towards Pokrovsk and Myrnohrad, russian troops have brought in their operational reserve, as they suffered significant losses and encountered significant resistance from the Armed Forces of Ukraine.

The regional prosecutor’s office reported that russian troops allegedly shot an Armed Forces of Ukraine soldier near Hnativka. According to the investigation, in November 2025, the occupiers captured a Ukrainian soldier during an assault on Pokrovsk. They tied his hands, beat him with the butt of a machine gun, and when he stopped moving, they shot him. The murder of the Armed Forces of Ukraine soldier is being investigated as a war crime.

Mariupol City Council reported that in the dpr, a 46-year-old Azov fighter who defended Mariupol was sentenced to more than 27 years in a colony for allegedly “attempted murder of civilians” and “damaging” property. With such sentences, the occupation courts are trying to accuse the Ukrainian military of shelling the city. In September 2023, a 46-year-old Azov soldier was already sentenced to 22 years in a strict regime colony for allegedly “damaging a school.”

Kramatorsk City Council reported that at 12:15, russian troops struck Kramatorsk community using a Geran-2 UAV. Two private houses were damaged, with no casualties.

Lyakh, Head of the RMA, says that in the afternoon, russian troops attacked the village of Bylbasivka in Slaviansk community with Shakheds. One person was injured, more than 20 private houses were damaged.

On November 27, there were 1,752 enemy strikes on the front line and residential sector.

Five settlements were under fire: the cities of Dobropillia, Druzhkivka, Kostiantynivka, Sloviansk, and the village of Bylbasivka.

33 civilian objects were destroyed, including 24 residential buildings.

In Kostiantynivka, a person was injured as a result of being hit by an enemy FPV drone.

In Dobropillia, a Geran-2 UAV damaged a private home.

Bylbasivka was shelled by the enemy with a Geran-2 UAV – a private house and 4 civilian cars were damaged.

Evacuation workers from Sloviansk took 86-year-old Halina Herasimov to Dnipro Social Adaptation Center. This is her second evacuation in a year. In 2024, the woman had to leave her native Lyman because a russian shell hit her home. For three days, Halina lived in the basement.

Mariupol City Council reports that russian occupiers tried to find underground sources of drinking water to supply Donetsk oblast, but it turned out that there are almost no underground reserves. The occupiers recognize the critical situation, the daily deficit of the region is about 460 thousand cubic meters per day.

Animal Rescue Kharkiv reported that in the frontline village of Oleksiivo-Druzhkivka, a dog spent a month locked in an apartment in a high-rise building after russian shelling destroyed all the stairs. The operation to rescue the Shar Pei lasted two days, he was rescued and evacuated

Luhansk oblast

SBS Commander Robert Brovdi, call sign Magyar, reports that on the night of November 28, the Defense Forces attacked high-voltage substations with a capacity of 500 kilowatts, in particular, in the temporarily occupied Luhansk oblast.

 

Oleksii Kharchenko, Head of Luhansk Oblast Autonomous Administration, says that the russian federation has refused investors in mines in the temporarily occupied Luhansk oblast a loan of 40 billion rubles. Due to lack of funding, coal enterprises may be closed.

What is happening now in the north of Ukraine

Kyiv oblast

Since the beginning of the year, Russia has launched more than 1,000 enemy drones at Kyiv. This year alone, 866 city residents have been injured and 166 killed, according to the Kyiv City Military Administration. One of the drones shot down by Ukrainian forces has been placed on display at Mykhailivska Square, next to Ukraine’s Ministry of Foreign Affairs. By scanning the code on the stand, visitors can donate to the “Dronopad” initiative by the Come Back Alive foundation.

In Irpin, three young volunteers who were tortured, killed, and burned by Russian soldiers at the Hostomel airport in the early days of the invasion in March 2022 have been buried. This was reported by the suspended mayor of Irpin, Oleksandr Markushyn. All three joined as volunteers in the first days of the full-scale invasion. They evacuated families under shelling, worked at checkpoints, and delivered humanitarian aid. The young men went missing on March 2, 2022. DNA testing has now confirmed that they had been buried all this time together with civilians in Hostomel as unidentified persons.

Kyiv region has delivered equipment needed to strengthen the combat readiness of the 33rd Separate Mechanized Brigade, which is currently defending one of the hottest sectors of the frontline, the Regional Military Administration reported.

This year, 5 full-scale shelters have been completed in the Kyiv region, 15 major renovations have been finished, and 56 current repairs carried out. Meanwhile, construction of shelters is ongoing at 18 educational institutions, and major repairs of civil protection facilities are underway in 23 schools, according to the administration. In total, 1,297 shelters have been arranged in educational institutions of all forms of ownership across the region.

The region’s network of general secondary education institutions includes 629 schools of municipal and private ownership. 490 schools are operating offline — giving 170,000 students the opportunity to attend classes in person every day. 139 institutions are forced to work in a mixed format due to insufficient shelter capacity.

At the Kaharlyk Lyceum, a shelter has been renovated with the support of the Olena Zelenska Foundation. The lyceum is a key institution where 879 students study. The shelter has been fully modernized, featuring comfortable learning and rest areas and new furniture.

Zhytomyr oblast

In Zhytomyr, authorities plan to install autonomous power supply systems for ten more traffic lights. The Zhytomyr City Council has approved additional funding for this purpose. Currently, 20 out of 119 traffic lights are equipped with backup power. Priority will be given to installing backup systems at high-risk intersections and key transport hubs.

A charitable evening titled “Touch” was held at Polissia University in Zhytomyr, where 231,000 hryvnias were raised to support the 45th Separate Artillery Brigade, according to the Plast Youth Center. The event featured an auction, a lottery, an Argentine tango master class, and live music.

Sumy oblast

On the morning of 28 November the General Staff reported that towards Northern Sloboda and Kursk, eight combat engagements took place over the past day. The russian army carried out five airstrikes using 11 guided aerial bombs and conducted 140 attacks, including one by a multiple-launch rocket system.

The State Border Guard Service informed that border guard aerial reconnaissance units of the “Hart” brigade destroyed two russian guns and an Akatsiya self-propelled artillery system towards Southern Sloboda.

Viktor Lekhman, Head of Krolevets community, said that at around 4:30pm on 28 November, the russian army struck one of the settlements of Krolevets community by a guided aerial bomb. According to preliminary information, no civilians were injured, and windows in nearby houses were blown out.

Oleh Hryhorov, Head of the Regional Military Administration, reported that in the morning of 28 November, russian forces hit a critical infrastructure facility in Zarichnyi district of Sumy twice. A fire broke out at the site and emergency response work is under way. According to Sumyoblenergo, during the attack on Sumy, an energy worker was wounded and is now in hospital.

According to Oleh Hryhorov, Head of the Regional Military Administration, on 27 November, the russian army shelled Seredyna-Buda community by mortars, injuring two sisters aged 44 and 49. One of their houses was damaged. The women received necessary medical care in hospital.

Between the morning of 27 November and the morning of 28 November, russian forces carried out nearly 40 attacks on 23 settlements in 11 territorial communities of the oblast. The highest number of strikes was recorded in Sumy and Shostka regions. The enemy used guided aerial bombs, multiple-launch rocket systems and FPV drone strikes. Over the day, the air-raid alert in the oblast lasted 7 hours 59 minutes.

Civilian infrastructure was damaged or destroyed:

  • in Krasnopillia community, a civilian infrastructure facility was damaged;

  • in Seredyna-Buda community, private households were damaged;

  • in Shalyhyne community, a residential house was destroyed;

  • in Esman community, residential houses were destroyed.

The Regional Military Administration informed that earlier, according to updated information, a two-storey residential building in Hlukhiv community was destroyed and a civilian infrastructure facility damaged.

Over the past day, local authorities, together with units of the State Emergency Service, the National Police and NGOs, evacuated 14 people from border communities.

Police special forces of “Bilyi Yanhol” unit carried out an emergency evacuation of a family living 5 km from the border, in an area subjected to daily shelling and drone attacks. A 60-year-old local resident contacted the police. She was evacuated together with her son with a disability. The family gathered essential belongings, while police officers assisted with their items and cared for their pets — the cat Timoshyk and the dog Baksyk.

 

Chernihiv oblast

Slavutych town has been completely cut off from power following an enemy strike. Chernihivoblenergo reported that an energy facility was damaged. Energy workers will begin emergency repair works as soon as the security situation allows.

Oleksandr Seliverstov, Head of Novhorod-Siverskyi Regional Military Administration, said that throughout 28 November, the russian army attacked the border town of Semenivka by Molniia-type strike UAVs and FPV drones. A russian drone hit a civilian vehicle, injuring a 48-year-old man and a 55-year-old woman. Six private houses and two cars in the town were damaged.

Andrii Holovach, Head of Kyiinka community, informed that in Kyiinka near Chernihiv, on 28 November a russian Shahed drone struck a two-storey residential building, causing a fire.

According to the City Council, in Chernihiv on 28 November, a russian drone crashed on the premises of an industrial facility. No injuries were reported.

Chernihiv Border Guard Detachment reported that throughout 27 November, russian forces attacked three border communities of Chernihiv oblast: Horodnia, Semenivka and Snovsk. The enemy used mortars (26 explosions), automatic grenade launchers (20 explosions), and dropped explosive devices from UAVs (2 explosions). Three villages came under fire.

Viacheslav Chaus, Head of the Regional Military Administration, said that more than 500 enterprises in Chernihiv oblast have been damaged by russian shelling.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Nikopol region: Mykola Lukashuk, Head of Dnipro Regional Council, reported that the occupiers continued drone attacks on Nikopol until late in the evening.
Synelnykove region: The enemy struck Petropavlivka and Slovianske communities by UAVs. Two private houses, two cars and a gas pipeline were damaged. Updated information confirms that a 61-year-old man was killed in yesterday’s guided aerial bomb strike on Pokrovske community. A 52-year-old woman was also injured. russian forces carried out guided aerial bomb strikes on Pokrovske community, killing two people — a 37-year-old man and a 56-year-old woman. Two more people aged 56 and 57 were injured. A private house was destroyed and five more homes damaged. Vasylkivka community was hit by a UAV strike that caused a fire in a school gym.
Nikopol region: The enemy attacked the district centre, as well as Myrove, Pokrovske and Marhanets communities by drones and artillery. A private house and an enterprise were damaged. Updated information shows that a 75-year-old woman was injured in yesterday’s attack on Nikopol. A private house and two outbuildings were also damaged.

Poltava oblast

A soldier from Kremenchuk, Yevhenii Vashchuk, was killed while performing a combat mission. He was 50 years old and held the rank of Chief Sergeant. He died near Tyche village in Dnipropetrovsk oblast.

Cherkasy oblast

Five soldiers of the 156th Separate Battalion of the 118th Separate Territorial Defence Brigade of Cherkasy have received state awards — Orders for Courage.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

On 28 November, the russian army shelled a Zaporizhzhiaoblenergo crew while they were performing emergency repair work. As a result of the shelling, a vehicle was damaged, but the energy workers were not injured.

Zaporizhzhia Regional Military Administration reported that yesterday, the occupiers carried out 460 strikes on 20 settlements in Zaporizhzhia oblast. russian forces conducted 9 airstrikes on Veselianka, Hryhorivka, Nove Pole, Huliaipole, Zaliznychne, Ternuvate, and Vozdvyzhivka. 227 drones of various types (mostly FPV) attacked Kushuhum, Chervonodniprovka, Stepnohirsk, Prymorske, Stepove, Huliaipole, Novoandriivka, Novodanylivka, Mala Tokmachka, Charivne, Solodke, Zatyshshia, Varvarivka, and Dobropillia. Six MLRS attacks targeted Stepove, Huliaipole, Novoandriivka, Varvarivka, and Dobropillia. There were 218 artillery strikes on Stepnohirsk, Prymorske, Stepove, Huliaipole, Novoandriivka, Novodanylivka, Mala Tokmachka, Charivne, Zatyshshia, Solodke, Varvarivka, and Dobropillia. Authorities received 44 reports of damage to homes, outbuildings, equipment, and infrastructure.

According to the General Staff, on 28 November, Ukrainian defenders repelled ten enemy attempts to advance toward Varvarivka, Dobropillia, Zatyshshia, and the areas of Huliaipole and Zelene. The invaders tried six times to advance near Stepove, Shcherbaky, Novoandriivka, and Kamianske towards Orikhiv. Four combat engagements are still ongoing. Over the past day, 27 November, Ukraine’s Defence Forces repelled 20 russian attacks towards Huliaipole and ten towards Orikhiv.

Experts from the International Atomic Energy Agency (IAEA), who are stationed at the temporarily occupied Zaporizhzhia Nuclear Power Plant, hear explosions every day. On some days, the team hears explosions and gunfire about 20 times, and sometimes much more often. The agency also noted that the IAEA team continues to conduct rounds of the plant to monitor and assess nuclear safety.

Mykolaiv oblast

Mykolaiv Regional Military Administration reported that during the night, one Shahed-type UAV was shot down or suppressed in the region. Yesterday, the enemy attacked Ochakiv community 11 times with FPV drones. There were no casualties.

Odesa oblast

The press service of the South Air Command reported that on the evening of 27 November, the russians carried out a missile strike on Odesa oblast. A ballistic Iskander-M missile was launched from the territory of temporarily occupied Crimea. The military did not provide information about the consequences of the attack.

The South Air Command also stated that on 27 November, one Herbera UAV, nine attack drones, and one reconnaissance drone were destroyed in southern Ukraine. At night, three attack Shahed, Herbera, and other UAV models were shot down or suppressed.

Kherson oblast

Around 15:50, russian occupiers attacked a civilian car in Bilozirka with a drone. Two people sustained severe blast injuries.

It became known that a resident of Honcharne in Bilozerka community was killed in a russian drone attack. In November, a 52-year-old man was attacked by an enemy UAV. He received fatal injuries.

On 28 November, russian forces again struck critical infrastructure facilities in Kherson. According to the head of the Military Administration, Yaroslav Shanko, the shelling may disrupt electricity and water supplies in the city.

Medical assistance was required for another resident of Chornobaivka who came under russian fire on the evening of 26 November. A 60-year-old woman sustained a concussion, blast injuries, and closed head trauma.

Three residents of Chornobaivka who were injured in the russian shelling the evening of 26 November also sought medical help. The victims were diagnosed with blast injuries and concussions.

At approximately 14:10, russian occupiers shelled Kherson’s Dniprovskyi district. A 63-year-old woman suffered a blast injury and shrapnel wounds to her torso, head, and legs.

A resident of Bilozirka who was injured the previous evening in a russian MLRS attack also sought medical assistance. He sustained a blast injury and a concussion.

According to Kherson Regional Administration, yesterday, 27 November, the russian forces attacked Antonivka, Sadove, Komyshany, Prydniprovske, Blahovishchenske, Pryozerne, Bilozirka, Stanislav, Sofiivka, Kizomys, Dniprovske, Tyomina Balka, Ivanivka, Mykilske, Novotiahynka, Poniativka, Tokarivka, Beryslav, Charivne, Novoraisk, Urozhaine, Novovorontsovka, Nova Kamianka, Osokorivka, Mylove, Burhunka, Dudchany, Zolota Balka, Mykhailivka, Novooleksandrivka, Odradokamianka, Olhivka, Sablukivka, Tiahynka, Chervonyi Maiak, Vesele, Kozatske, and the city of Kherson. Fifteen private houses, a cell tower, a store, a planetarium, private garages, and vehicles were damaged. Thirteen people were wounded as a result of russian aggression.

During the night drone attack, air defence forces destroyed two Shahed-131/136 drones over the region.

According to the General Staff, on 28 November, the enemy made two unsuccessful attempts to advance toward the Antonivskyi Bridge in Kherson.

Volyn oblast

Kolkiv Village Council reported that Yurii Pivtorak was solemnly awarded with the For Wounding Order of the Minister of Defense of Ukraine.

Zakarpattia oblast

This week, the Owl’s Nest Humanitarian Aid Center provided IDPs registered in Uzhgorod with 150 packages with food kits; 45 packages of children’s and adult diapers; 550 loaves of bread. During the week, volunteers gave out clothes, shoes, bed linen and dishes (8,000 items) from the PDUM Partnerschaft Deutschland-Ukraine/Moldova e. V., Luftfahrt ohne Grenzen / Wings of Help e. V., Spletinnia Kosice, Valentyn Stefano and other benefactors.

Ivano-Frankivsk oblast

Ivano-Frankivsk community sent FPV drones and Mavics to the Unmanned Systems Battalion of the 128th Separate Heavy Mechanized Brigade Dyke Pole.

Lviv oblast

The 4th floor of the dormitory at Medenytsia Agrarian and Technological Vocational College was renovated. 69 places for internally displaced people were arranged there.

Rivne oblast

The RMA reported that over 300 residents of Rivne oblast have already undergone training for national resistance.

Ternopil oblast

Report on assistance to victims:

  • 10 families are living in temporary housing provided
  • The commission inspected 303 apartments to obtain state compensation for the affected Ternopil residents.
  • 85 more windows were installed, for a total of 345. In total, over a thousand windows need to be installed, which will be purchased with city funds.
  • 59 families received financial assistance of UAH 15,000 each for renting housing. Another 8 apartment owners have applied for such assistance. These are monthly payments that families will receive until they receive funds from the state for housing compensation or until appropriate repairs are made to the entrances and apartments.

Khmelnytskyi oblast

Khmelnytskyi City Council reported that financial assistance for 332 Khmelnytskyi residents totaling almost UAH 3.5m was allocated. Among them: military personnel for treatment and rehabilitation, active military personnel for their own needs, and households affected by russian attacks.

Chernivtsi oblast

Chernivtsi City Council reported that UAH 13m has been allocated to support security and defense forces.
