The occupiers continue to use aviation, in particular, drones, and carry out attacks in all directions of the east and south of our country. The defence forces are holding the line and taking the necessary measures to prevent a breakthrough.
The occupiers used artillery and aircraft near Bachivsk, Velyka Pysarivka, Luhivka and Oleksandrivka in Sumy oblast.
According to available information, the russians fired 237 times at the territory of Kursk oblast of the russian Federation, including 24 times from multiple launch rocket systems.
Towards Kharkiv, there were three combat engagements. Our troops repelled one russian attack in the area of Vovchansk, two more combat engagements are still ongoing.
Our troops repelled five invaders’ attacks near Kindrashivka, Petropavlivka, Kolisnykivka, Lozova and Bohuslavka towards Kupiansk, and seven more combat engagements are still ongoing.

Towards Kramatorsk, the enemy attacked Ukrainian positions seven times today near Stupochky, Chasiv Yar and Predtechyne, and two more engagements are still ongoing.
Towards Toretsk, the enemy attacked Ukrainian troops’ positions 13 times near Dyliivka, Dachne, Bila Hora, Shcherbynivka and Toretsk, with six combat engagements still ongoing.
Towards Pokrovsk, near Myroliubivka, Dachanske, Novyi Trud, Novotroitske, Zelene, Novoyelizavetivka, Novooleynivka, Novopustianka and Uspenivka, the enemy has attacked 21 times since the beginning of the day, 11 attacks have been repelled and fierce fighting is ongoing.
Seven enemy attacks have already been repelled by our defenders near Kurakhove, Petropavlivka, Sontsivka, Stari Terny and Andriivka towards Kurakhove, and 11 firefights are still ongoing. At the same time, the enemy conducted air strikes in the area of Andriivka, dropping two guided bombs.
Towards Vremivka, seven of the eighteen attacks launched by the enemy near Novodarivka, Dachne, Kostiantynopilske, Kostiantynopil, Rozlyv, Rozdolne, Novyi Komar and Novosilka are continuing. In addition, the enemy dropped nine guided aerial bombs near Temyrivka and Kostiantynopil.
Our defenders repelled one enemy attack near Bilohiria towards Huliaipole.
Towards Orikhiv, the enemy tried four times without success to drive our defenders from their positions.
Towards Kherson, the enemy did not conduct any active operations.
The Ministry of Defence reported that the Armed Forces of Ukraine have approved the use of the Wolly remote-controlled combat module. It is equipped with a 7.62 or 12.7mm machine gun, an ammunition package with an automatic ammunition feeding system, a thermal imager and a system for automatic target detection, recognition and tracking. The Wolly is lightweight and can be transported to the installation site by 1 soldier. The battery lasts for several days of operation.
Deputy Minister of Defence Serhii Melnyk said that in 2025, the salaries of cadets of military higher education institutions will increase. Starting in March 2025, cadets in the 1st and 2nd year of study will receive payments equal to the minimum wage in Ukraine – UAH 8,000. Such payments will be increased by the appropriate coefficient. At the same time, 3-4 year cadets, whose training is equivalent to contract service, will receive more than UAH 20,000.
Recent war events in the east of Ukraine
Kharkiv oblast
Towards Kharkiv, Ukrainian Armed Forces repelled one russian attack near Vovchansk, two more firefights are ongoing as of 4pm.
Towards Kupiansk, Ukrainian troops repelled five invaders’ attacks near Kindrashivka, Petropavlivka, Kolisnykivka, Lozova and Bohuslavka towards Kupiansk sector and seven more engagements are ongoing.
Towards Lyman, russians attacked 17 times, specifically near Zelenyi Hai, Nova Kruhliakivka and Novoserhiivka, six engagements are still ongoing.
At 10:15am, the police received a report that the enemy had used an FPV drone against civilians in Dvorichna. As a result, a 66-year-old man sustained an explosive wound and an acubarotrauma. The victim was hospitalised.
Yesterday at 11:20am, russians attacked Kupiansk. A 56-year-old man was injured as a result of a drone strike. His condition is critical.
Towards Kharkiv, the enemy has been conducting offensive actions near Hoptivka, Hlyboke, Vysoka Yaruha and Starytsia with five clashes in total and one attack still ongoing.
Towards Kupiansk, the enemy carried out six assault operations near Kucherivka, Stepova Novoselivka, Bohuslavka, Zahryzove and Nova Krystynivka. One firefight is ongoing.
As a result of increased evacuation measures, 2 people were evacuated from Kupiansk and Borova directions.
Acording to the Regional Environmental Inspectorate, UAH 212,440,500 is the amount of damage caused to land and soil by a Russian air strike in downtown Kharkiv on 8 November.
Projects from Australia, Israel, and India won the competition to rebuild Kharkiv Regional Military Administration and reconstruct Freedom Square. The competition was announced in September by the Norman Foster Foundation.
Donetsk oblast
Spokeswoman of Donetsk regional prosecutor’s office said that russian troops shelled Kostiantynivka with artillery, killing one resident.
The police recorded 2,804 russian strikes on the front line and in the residential sector. The enemy shelled the towns of Druzhkivka, Kostiantynivka, Pokrovsk, Toretsk and Novodmytrivka. Forty-three civilian objects were damaged, including 31 residential buildings.

The russian army struck Kostiantynivka with two FAB-250 guided aerial bombs with a UMPK module, destroying a private house, five apartment buildings, administrative buildings and a workshop.
In Druzhkivka, a FAB-250 airstrike damaged workshops and vehicles.
The enemy dropped a FAB-250 bomb on Novodmitrivka, destroying 15 private houses.
Russians shelled Pokrovsk with artillery and a drone strike, damaging 2 private and 8 apartment buildings, a garage, and an outbuilding.
Vladyslav Voloshyn, Spokesman of the Southern Defence Forces, reported that russian troops towards Vremivka are massively receiving night vision devices and night sights to actively attack day and night. In fact, the fighting in this area continues around the clock.
The Khortytsia military unit denied the information about the encirclement of Ukrainian units in Makarivka village.
Luhansk oblast
Russian troops attacked towards Lyman 36 times. There were hostilities near Hrekivka, Novoiehorivka, Makiivka, Nadiia and Dibrova. According to the RMA, the enemy was putting pressure on Bilohorivka towards Siversk. The occupiers fired 12 times at our positions and settlements from cannon and rocket artillery. They sent 101 unmanned aerial vehicles towards Ukrainian defenders.
Soldiers of the 3rd Assault Brigade collected recordings and radio intercepts that provide evidence of alleged war crimes by the russian occupiers in Balka Zhuravka (before renaming it Nevske), a village they occupied. In particular, there is a video from the occupier’s phone, where his commander gives orders to shoot cars in the village, detain, interrogate, torture and send local residents to the basement.
The National Security Centre reported that thanks to the data of the Ukrainian underground in Luhansk oblast, a riot police base near the temporarily occupied Luhansk was exposed and destroyed. They also managed to obtain lists of Russian Guard personnel and evidence of war crimes, including mopping up operations in villages in Luhansk region.
In Sieverskodonetsk, everyone solves the problem of the lack of internet on their own. Some regularly go to places where there is mobile coverage, others know certain places that are not yet controlled by the local occupiers. People also use amplifiers to catch the internet signal of a mobile operator from time to time.
A significant majority of Lysychansk residents are without centralised water supply. The supply of industrial water is also irregular. In some areas, the invaders finally managed to supply water on an hourly basis. However, only at night and in the absence of any schedule or announcement. It was first come, first served.
What is happening now in the north of Ukraine
Kyiv oblast
Ruslan Kravchenko, Head of the RMA, reported that four private houses, a garage, three cars and a power line were damaged by the wreckage of downed russian drones in Kyiv oblast. The enemy keeps launching attacks using UAVs. There were no casualties among the population. The power supply has been restored.
In the capital, the emergency response headquarters in Holosiiv district continued to operate until 23 December. Residents of the buildings damaged by the russian missile attack on 20 December could apply for help there. Serhii Sadovoi, head of Holosiivskyi District Military Administration, informed that in the future, people could apply for help at the locations of the local authorities.
According to DTEK, in Boryspil region, after the enemy shelling on 22 December, power engineers restored electricity to 1,214 families in Kyiv oblast in the evening.
Emergency power cuts were introduced in Kyiv. According to Ukrenerрo, the reason for the restrictions was the need to urgently replace equipment damaged by shelling and the loss of generating capacities.
In Irpin, the RMA reported the restoration of two more houses damaged during artillery shelling by the russian military in March 2022. The houses were restored thanks to the UNITED24 initiative. Almost 300 residents of these apartment blocks can now return to their homes. In total, UNITED24 is restoring 18 apartment buildings in Kyiv oblast, of which six have already been commissioned, as well as 3 educational institutions.
Kyiv Mayor Vitalii Klychko announced that the capital has received another batch of aid from the twin city of Brussels. 100 modern beds for the rehabilitation of military personnel were donated to one of the city’s hospitals by the mayor’s office of Brussels. Recently, with the assistance of Brussels Mayor Philippe Close, this hospital received a mobile X-ray operating unit and an X-ray-transparent multifunctional operating table for surgery of soldiers with complex combat injuries.
Kyiv Regional Military Emergency Service reported that the company held a training exercise to eliminate the consequences of the fall of enemy missile fragments in Fastiv region. This became an important stage in the preparation of rescuers, operational services, Red Cross volunteers and employees of the facility for work in wartime.
A memorial evening was held in Kyiv to commemorate Volodymyr Yezhov, a game designer and developer of the S.T.A.L.K.E.R. game, who died in the war. He joined the army on the first day of russia’s full-scale invasion and died on 22 December 2022 near Bakhmut in Donetsk oblast. Volodymyr was one of the most famous Ukrainian e-sportsmen, a game designer of the game “Cossacks 2”, and one of the developers of the first part of the game “S.T.A.L.K.E.R. Clear Sky”. His face was used to create the character Loki, the leader of the VolIa reconnaissance unit in this universe.
Zhytomyr oblast
The RMA reported that 52 humanitarian aid distribution centres operate in Zhytomyr oblast to meet the needs of the most vulnerable people. Thanks to the efforts and active involvement of religious and charitable organisations, thousands of people receive the necessities that help facilitate their daily lives.
Zhytomyr Regional Military Administration reported the opening of a modern “Safety Class” in the Reysky Lyceum of Hryshkovets territorial community. This is a unique space where schoolchildren will be able to learn the basics of first aid, rules of behaviour during emergencies, algorithms for action in case of air raid and mine safety.
Sumy oblast
Sumy Regional Military Administration reported that in the morning, russian forces carried out two attacks on Esman community. Five mortar explosions were recorded.
On 22 Desember, russians carried out 32 shelling attacks on border areas and settlements in Sumy oblast, resulting in 121 explosions. The attacks targeted Khotin, Yunakivka, Bilopillia, Velyka Pysarivka, Putyvl, Nova Slobidka, Esman, Shalyhyne, Seredyna-Buda, and Khutir-Mykhailivskyi communities.
Seredyna-Buda community: the enemy struck by mortars (34 explosions), FPV-drone (1 explosion). As a result of the shelling, a private residential building was damaged.
Esman community: the russians struck by MLRS (18 explosions), mortars (3 explosions), FPV-drones (3 explosions).
Khutir-Mykhailivskyi community: the enemy dropped 7 mines on the territory of the community. FPV-drone strikes were also carried out (3 explosions).
Velyka Pysarivka community: the russians struck by artillery (17 explosions).
Khotin community: VOG was dropped from a UAV (9 explosions).
Putyvl community: an attack was carried out by a FPV-drone (1 explosion).
Nova Slobidka community: an FPV-drone strike was recorded (1 explosion).
Shalyhyne community: the russians dropped 16 mines on the territory of the community.
Bilopillia community: the enemy struck by mortars (3 explosions).

According to Sumy Regional Council, russian forces conducted 278 attacks on Sumy oblast during the week of 16–22 December,. The recorded incidents included 23 FPV-drone strikes, 49 explosive drops from UAVs, 9 guided aerial bombs, and 1 missile strike.
Chernihiv oblast
On 22 Desember russian army attacked four border communities in Chernihiv oblast.
Novhorod-Siverskyi community:
Hremiach: 1 explosion, likely by UAV drop of ammunition
Krasnyi Khutir: 3 explosions, likely by UAV drop of ammunition; 2 explosions, likely by FPV-drones.
Semenivka community:
Medvedivka: 3 explosions (probably by 120mm mortar), 2 explosions (probably by UAV drop of ammunition), 3 explosions (probably by FPV-drones).
Serhiivske: 1 explosion, likely by FPV-drone.
Karpovychi: 1 explosion, likely by UAV drop of ammunition.
Yanzhulivka: 2 explosions, likely by FPV-drones.
Kostobobriv: 3 explosions (probably by 152mm artillery), 4 explosions (probably by 120mm mortar), 1 explosion (probably by FPV-drone).
Snovsk community:

City’s Department of Administrative Services reported tha several services are unavailable at Chernihiv Administrative Services Centre following a russian cyberattack on Ukrainian state registers.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
During the night and early morning, the enemy shelled Nikopol by artillery. There were no casualties reported.
There were around 10 attacks on Nikopol region. The enemy targeted the area by kamikaze drones and artillery, striking the regional centre and Marhanets community. 2 private houses, 2 utility buildings and a power line were damaged. There were no injuries reported.
Vinnytsia oblast
Mayor Serhii Morhunov informed that the Interregional Coordination Humanitarian Headquarters team delivered 10 off-road vehicles to the military. These vehicles, along with 40 others supplied earlier this year, will be equipped for shooting down Shahed drones.
Kirovohrad oblast
Andrii Raikovych, Head of the RMA, reported that during the night, mobile fire groups engaged Shahed drones in Kirovohrad oblast. There were no casualties or damages reported.
Halyna Mamontova, Acting Head of the Veterans Affairs Department, said that 34 combat veterans received housing certificates in various communities of Kirovohrad oblast. The state budget allocated UAH 66m for this purpose.
Poltava oblast
At 10am, a memorial service for fallen soldier Yurii Leutskyi was held at the Holy Dormition Cathedral of the Orthodox Church of Ukraine in Poltava. Yurii Leutskyi was killed on 14 December 2024, from injuries sustained in Poltava. He was 58 years old.
Another serviceman, Ihor Hlazkov, from Lubny community, was killed on 16 December 2024, near Mykolaivka settlement in Donetsk oblast. He was 35 years old.
Cherkasy oblast
Ihor Taburets, Head of the RMA, stated that for 9 consecutive hours, the oblast was under air raid alerts. Air defence forces destroyed 4 Shahed drones. There were no casualties or damages reported.
Cherkasy oblast delivered 6 all-terrain pickups and vans, all inspected and ready for use. Also, mobile firing groups of the Voluntary Formation of the Territorial Community received warm clothing sets provided by international partners.
Uman Mayor Iryna Pletniova announced that a Soviet T-34 tank and an artillery gun, dismantled as part of decolonisation efforts, will be repurposed for the needs of the Ukrainian Defence Forces. This decision was approved by Uman city council members during a session.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
Yesterday, the occupiers carried out 400 attacks on 8 settlements in Zaporizhzhia oblast. 204 UAVs of various types targeted Kamianske, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, Charivne, and Novodarivka. There were 22 MLRS strikes on Kamianske, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, and Charivne. Additionally, 174 artillery strikes hit the areas of Kamianske, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, Charivne, and Novodarivka. No reports of damage to residential buildings or infrastructure have been received.
It is reported that the enemy launched one attack near Novoandriivka towards Orikhiv. The enemy is conducting reconnaissance, continuing to train future assault groups, and replenishing ammunition supplies towards Huliaipole and Orikhiv.
Mykolaiv oblast
According to Mykolaiv RMA, there were no shellings in the Mykolaiv oblast over the past day.
On 22 December, a weekly peaceful rally titled “Don’t Stay Silent. Captivity Kills!” took place in Mykolaiv, involving relatives of prisoners of war and missing persons. A total of 150 people gathered with posters and flags to remind the public about those currently in captivity.
Odesa oblast
As of 6am on 23 December, eight enemy ships were located in the Mediterranean Sea, three of which are carriers of Kalibr cruise missiles with a total salvo capacity of up to 25 missiles. Over the past day, six vessels passed through the Kerch Strait into the Sea of Azov in russia’s interest.
During the night of 23 December, russian forces attacked Odesa oblast using strike drones. Ukraine’s southern air defense forces successfully neutralized three Shahed drones.
Kherson oblast
Today, around 1:15pm, russian occupation forces attacked Kizomys using drones. A 65-year-old man was injured, sustaining explosive trauma and shrapnel wounds to his back and leg.
At approximately 9am, russians also attacked Kherson with drones. A 59-year-old man suffered explosive trauma and shrapnel wounds to his leg.
Yesterday, enemy shelling and airstrikes targeted numerous locations, including Kachkarivka, Beryslav, Bilozerka, Dudchany, Antonivka, Prydniprovske, Sadove, Novoraisk, Burhunka, Vesele, Zmiivka, Zolota Balka, Kizomys, Respublikanets, Novooleksiivka, Novotiahynka, Novooleksandrivka, Prydniprovske, Lvove, Olhivka, Poniativka, Monastyrske, Mykolaivka, Mykhailivka, Tokarivka, Tiahynka, Ivanivka, and the city of Kherson. Eight private homes, a gas pipeline, a store, and private vehicles were damaged. Three people were killed, and one was injured due to russian aggression.
It is reported that russian forces attempted four assaults in the Dnipro delta. All attempts failed, with the aggressor retreating to their original positions with losses. The Ukrainian Defense Forces of the South continue to repel attacks, targeting enemy locations, supply lines, and positions. Over the past combat day, confirmed enemy losses include 75 personnel, two guns and a mortar, 10 units of vehicles and armored equipment, three Shahed-136 strike drones, one boat, two motorcycles, four quad bikes, six Starlink satellite terminals, one surveillance camera, and four UAV control antennas. Four bunkers/shelters and two firing positions were also hit.
Since the beginning of the year, sappers have discovered and neutralized 219,000 explosive devices in the right-bank part of Kherson oblast. According to Oleksandr Prokudin, head of the regional military administration, over 257,000 hectares of territory have been surveyed this year, including 249,000 hectares of agricultural land now ready for farming.
Kherson Regional Military Administration reviewed preparations for the 2024/2025 autumn-winter period. Over 5,000 households received nearly 15,500 tons of fuel briquettes, more than 800 families were provided with 5,500 cubic meters of firewood, and 27,300 households received financial assistance totaling nearly 573 million UAH, provided by charitable organizations.
As part of a winter project, volunteers from “Morning Revival” are helping residents of Tiahynka community prepare for the cold season. Volunteers distributed sets of warm clothing, including jackets, footwear, hats, scarves, socks, and thermal underwear.
Around 300 residents of Kherson oblast received medical assistance from volunteer doctors. Last week, a team of specialists worked in Novovoznesenske, Vysokopillia, Nezlamne, Topolyne, and Mala Shestirnia.

Lviv oblast
During the weekend in Lviv, relatives of the defenders who were captured by the enemy, those who went missing, and caring citizens held poignant reminder actions. On Saturday, in the center of Lviv, relatives of soldiers from the 24th and 63rd Separate Mechanized Brigades organized the Everyone is a Prisoner of Holidays, They are Missing Prisoners of Holidays rally. And on Sunday, relatives of defenders of Mariupol held the 3rd Christmas in Captivity rally-performance to remind about the Ukrainian soldiers who are in russian torture camps.
Rivne oblast
There are 1,087 service providers in the field of mental health and psychosocial support in the region. Of these, 63% are in educational institutions, 21% are medical, 10% are social, and 5% are provided by public organizations. In particular, more than a thousand medical specialists were trained under the licensed program.
Ternopil oblast
A memorial table was opened in Ternopil where Senior Sergeant Andrii Olekshiy, serviceman of the 24th Separate mechanized brigade named after King Danylo of the Armed Forces of Ukraine, lived. The defender was killed on 1 July 2023 during enemy fire while performing a combat mission in Bakhmut region.
Khmelnytskyi oblast
At night, during an air alarm signal, the Air Defense Forces destroyed 5 enemy UAVs of the Shahed type. As a result of the attack, the equipment at the enterprise was damaged, one person was injured and the state of health is satisfactory. Windows in private houses and a car were also damaged.
155 active military personnel of Khmelnytskyi community will receive funds for their own expenses. The total amount is over UAH 1.2m.
Chernivtsi oblast
In Chernivtsi, it was reported that the Prospekt shopping center was mined. The work of the establishment was stopped, and the visitors were evacuated. Experts checked the area. No explosive objects were found.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Ukraine received $1.1bn from the IMF. This is the 6th tranche under the Extended Fund Facility program. In total, under this program, Ukraine has already received $9.8bn from the IMF.
Ukrainian military instructors will undergo training in Lithuania next year. The 1st group of Ukrainian instructors who will undergo training in Lithuania will consist of 30 people. First of all, non-commissioned officers of the Armed Forces with combat experience will be selected for it. After their return, they will be able not only to implement new approaches in military training, but also to share knowledge with colleagues in training centers.
Volodymyr Zelenskyy, President of Ukraine, had a phone conversation with Keir Starmer, Prime Minister of Great Britain. They discussed support for Ukrainian arms production, training of the Ukrainian military, sanctions against russia’s shadow tanker fleet and the JEF summit in Estonia.
