A significant amount of civilian infrastructure was damaged:

The transit evacuation point in Lozova received 221 people over the past 24 hours, bringing the total to 29,630 individuals since the start of operations.

Kharkiv has leased 16 trolleybuses from Kramatorsk, which were successfully evacuated just before a Russian strike on the local depot. The shelling significantly damaged infrastructure and equipment, so the transport was effectively rescued. The trolleybuses are scheduled to be put into service in May; the lease will cost 468,000 UAH per month. Meanwhile, the city is experiencing a shortage of drivers, which limits the expansion of routes.

Luhansk oblast

Russian Army Commander Valery Gerasimov has claimed the “complete occupation” of Luhansk oblast for the second time (his fourth such statement overall). The Joint Forces Group has officially debunked this claim, noting that it does not correspond to reality.

Towards Lyman, the enemy launched 10 attacks across six settlements. Luhansk oblast was shelled using various weaponry: mortars were used eight times, automatic grenade launchers twice, and tube artillery was also deployed. Fifteen drones were involved in the combat operations.

Despite significant losses, the economy of the Luhansk region partially persists through business relocation: As of 1 January 2026, 4,724 enterprises have been moved. The war has caused massive destruction, including 146 industrial and 41 agricultural sites, and 826 retail facilities. Restoration costs are estimated at $5.3 billion. While many enterprises—which previously provided over 1.2 billion UAH in taxes—have been lost, businesses are adapting; for instance, 147 agricultural firms have changed their profiles of activity.
