In the so-called “lpr,” they are attempting to legalize the nationalization of real estate. On March 12, the “lpr people’s council” adopted a corresponding “draft law.” The occupation deputies tried to consolidate separate articles from previously adopted laws and decided that all previous legislative initiatives on this matter would lose their validity upon the introduction of the new nationalization procedure. In doing so, they personally admitted that for over three years they have been declaring property “ownerless” outside of any legislative framework. Now, they plan to operate under a new “Procedure for identifying, registering, and establishing municipal ownership” of such housing, including the creation of a property register—essentially documenting their own crimes.

In Sievierodonetsk, occupiers plan to demolish another 79 high-rise buildings. These buildings were severely damaged by the russians during the storming of the city in 2022. For nearly four years, there were no intentions to restore them, despite constant claims that repairs were “about to begin.” However, the “showcase reconstruction” plan only included buildings requiring minor work, such as roof repairs or window replacements. All others are slated for demolition.
