In most areas of temporarily occupied Lysychansk, water and heating have not yet been restored. In some places, electricity and gas are also missing. The occupation administration is in no hurry to restore the infrastructure, but is actively demanding payment of debts for utility services, even from owners of housing that currently remains empty. In particular, in the event of untimely submission of meter readings or failure to pay for gas, a penalty is charged, regardless of whether gas was used. A similar problem arises in cases where meters are missing.
In the temporarily occupied territory of Luhansk oblast, it is not the local community that takes part in the festive events, but representatives of the so-called “regional heads” from the russian federation. Instead of the traditional Saint Nicholas or even Santa Claus, children in various communities are greeted by characters typical of other regions of the russian federation. For example, previously Kysh Babay from Tatarstan greeted children, and this year Tol Babay from Udmurtia will arrive in Lutuhine again. Due to such “traditions” of the occupation authorities, local children are gradually losing their understanding of their customs and national traditions.
Roman Vlasenko reports that in Siverskodonetsk region, the occupation administration has not been able to fully restore the heating system. In Severskodonetsk and Lysychansk, most residential buildings still remain without heating due to numerous bursts in the heating mains.
In Siverskodonetsk, the number of local residents is currently significantly smaller than the russian displaced persons who are being brought into the city.
All large-scale industry in Siverskodonetsk was destroyed by the occupiers.
The number of children in Siverskodonetsk has decreased by 3-4 times compared to the pre-war period. Because of this, educational institutions are only partially functioning. In Lysychansk and Rubizhne, the situation is even worse – the educational infrastructure is actually non-functional.
