Three thousand facilities require protection: Dmytro Kuleba presented a €5.4bn plan in Brussels to prepare Ukraine for the coming winter. Ukraine has already moved from reacting to individual attacks to a systematic resilience model, which involves protecting infrastructure, developing distributed generation, and ensuring water and heat supplies at regional and local levels. Physical protection of energy facilities is already proving effective: fortified facilities can withstand up to 40 strikes and continue to operate. At the same time, the scale of the challenges remains significant against the backdrop of constant attacks.
State assistance for defenders returning from Russian captivity. Soldiers released from captivity receive a one-off payment of UAH 100,000, as well as annual financial assistance of UAH 100,000 for each full year spent in captivity. During captivity, military personnel continue to receive their pay, and the accumulated funds are paid out upon their return. Following release, 90 days of paid leave is granted with pay continuing to be received. Servicemen who have been held captive automatically receive combatant status. Wounds, injuries or illnesses sustained in captivity are treated as combat-related, which guarantees a full package of social protection, benefits and free medical treatment.
