The local occupation administrations have restricted the categories of citizens eligible to receive humanitarian aid, although no industrial enterprises have resumed operations in Sievierodonetsk region. People are forced to donate blood for money, they pay rub 792 for one donation. Mobilisation is ongoing, resulting in a large shortage of labour, particularly male miners. Forest fires continue around Kreminna and Rubizhne.  There is a lack of equipment and people to fight the fires.
