On 31 January, there were 135 combat clashes on the frontline.
From the territory of the russian federation, the enemy launched artillery attacks on the settlements of Rohizne, Pavlivka, Starykove, Bachivsk, Tovstodubove, Budky in Sumy oblast.
Towards Northern Sloboda and Kursk, the enemy made one attack attempt, 48 attacks on settlements and positions of Ukrainian units, including two from multiple launch rocket systems.
Towards Southern Sloboda, the enemy attacked 14 times in the vicinity of the settlements of Vovchansk, Starytsia, Prylipka, Hrafske, Vilcha, and Vovchanski Khutory. Four combat clashes are currently ongoing.
Towards Kupiansk, the enemy is trying to advance towards Petropavlivka, Pishchane, Novoosynove, and Novoplatonivka. In total, there were six clashes, three of which are currently ongoing.
Towards Lyman, Ukrainian soldiers repelled 18 attacks by the invaders in the vicinity of the settlements of Drobysheve, Seredne, Zarichne, Stavky, Novoserhiivka, and Shyikivka. Two clashes are ongoing.
Towards Slaviansk, russians tried five times to advance on the positions of Ukrainian troops in the vicinity of the settlements of Yampil, Dronivka and Zakitne. Two clashes are currently ongoing.
Towards Kramatorsk, the enemy did not conduct offensive operations.
Towards Kostiantynivka, the invaders carried out 29 offensive operations near the settlements of Pleshchiivka, Shcherbynivka, Rusyn Yar, Kleban-Byk, Kostyantynivka, Ivanopillia, Illinivka, Mykolaipillia, Stepanivka, Novopavlivka, and Sofiivka. Three attacks are still ongoing.
Towards Pokrovsk, russian occupiers made 51 attempts to push Ukrainian soldiers from the occupied positions in the vicinity of the settlements of Nykanorivka, Rodynske, Myrnohrad, Pokrovsk, Kotlyne, Udachne, Molodetske, Filiia, Kucheriv Yar, Bilytske, Hryshyne, Novopidhorodne, Muravka, Novopavlivka, and Ivanivka. The defense forces repelled 47 attacks.
Towards Oleksandrivka, the aggressor attacked five times in the vicinity of Verbove, Oleksandrivka, Danylivka, and Nove Zaporizhzhia. Malomykhaylivka was hit by an airstrike with guided aerial bombs.
Towards Huliaipole, the Ukrainian defenders repelled 18 attacks by the occupiers in the vicinity of Huliaipole, Myrne, Dobropillia, Varvarivka, Zaliznychne, and Sviatopetrivka. In addition, enemy aircraft struck the settlement of Verkhnia Tersa. Six clashes are still ongoing.
Towards Orikhiv, the enemy twice attacked the positions of Ukrainian defenders near Plavni and Lukianivske.
Towards Kherson, there were no enemy offensive actions.
In other areas, there were no significant changes in the situation.
Ukrainian troops are exhausting the enemy along the entire line of combat contact and in the rear.
First Deputy Prime Minister for Energy Denys Shmyhal informs that power supply has been restored in all regions of Ukraine after a system failure that occurred on the morning of January 31.
Kyiv Mayor Vitalii Klychko reports that currently, 3,419 high-rise buildings in Kyiv are without heating after a system failure – mainly on the right bank.
Recent war events in the east of Ukraine
Kharkiv oblast
There were, 204 combat clashes in the oblast.
Towards Southern Sloboda, the enemy tried 25 times to break through the defensive lines of Ukrainian defenders, in the vicinity of the settlements of Starytsia, Prylipka, Vovchanski Khutory, Vovchansk and towards Kruhle, Ternova, Hryhorivka, Figolivka, Petro-Ivanivka.
Towards Kupiansk, there were six enemy attacks. Our defenders repelled the enemy’s assault actions towards Kurylivka, Petropavlivka and Novoosynove.
One settlement in Kharkiv oblast suffered enemy attacks. Medics provided assistance to a 70-year-old man and a 69-year-old woman who were injured on January 29 as a result of shelling of the village of Osynove, Kupiansk community.
The enemy actively used 3 GABs and 1 Lancet UAV in the Kharkiv region.
There was no information about damage to civilian infrastructure.
The transit evacuation point in Lozova received 78 people during the day. A total of 17,702 people have been registered at the Point since it began operating.
Donetsk oblast
On January 30, there were 1,998 enemy strikes on the front line and residential sector.
7 settlements were under fire: the cities of Druzhkivka, Kramatorsk, Mykolaivka, Sloviansk, the villages of Oleksiivo-Druzhkivka, Raihorodok, and Maiaki.
8 civilian objects were destroyed, including 3 residential buildings.
An enemy FPV drone hit a civilian car on the Raihorodok – Donetsk highway – one person was killed, another was injured. The car was damaged.
In Oleksiivo-Druzhkivka, russian troops killed a civilian and destroyed a private house.
In Druzhkivka, two residents were injured as a result of drone attacks, an apartment building and a private house were destroyed, and a civilian car.
An infrastructure facility was damaged by a Molniya-2 UAV strike in Mykolaivka, and a private home in the village of Maiaki.
Luhansk oblast
Towards Lyman, there were nine attacks, seven more – towards Sloviansk. Fighting took place near eight settlements. The enemy tried to advance from the direction of Tverdokhlibove. The invaders do not stop shelling the front-line villages of the region. Thus, yesterday they launched mortar strikes 12 times and on three occasions they hit with automatic grenade launchers. They directed 11 drones towards the Ukrainian defenders.
In the so-called “lpr” a resource center for the educational subjects “fundamentals of security and defense of the homeland” was opened. The premises are located in Luhansk Institute for the Development of Education, which indicates a consciously chosen new vector of development of the sphere and education of the younger generation. The resource center will train mentors who will pass on their knowledge and experience to children by teaching the specified subject in schools. The practical training program includes, in particular, UAV control and fire training.
russian investors are preparing to liquidate 9 of the 15 coal mining enterprises in the occupied Luhansk oblast, which they leased from the “lpr” in 2024. Last year alone, debts to miners accumulated by 32 billion rubles. About 20 thousand employees were left without a means of livelihood. The invaders are not going to invest in the modernization of the facilities. They are only trying to “squeeze” the maximum out of each more or less profitable industrial facility. We are not talking about the development of the industry – only about the profit of the owners.
What is happening now in the north of Ukraine
Kyiv oblast
According to Kyiv City State Administration, emergency power cuts were introduced in Kyiv and Kyiv oblast on the morning of 31 January. Some areas of the capital experienced water supply disruptions. Metro trains and escalators were stopped due to the loss of electricity from external power supply centres. Underground metro stations continue to operate as shelters on backup power.
Due to the emergency power outage, train service in the capital’s metro system was suspended. Some trains were forced to stop in tunnels between stations. Rescuers evacuated passengers from the metro cars. A total of 481 people were brought to the surface.
According to DTEK, as of 14:00, power supply to critical infrastructure in Kyiv and the oblast had been restored. Power supply to other consumers is being resumed in stages. Later, Kyiv City State Administration reported that the metro service had resumed normal operation.
On Saturday evening, the energy company DTEK reported that energy workers had managed to stabilise the situation. Kyiv oblast is returning to its scheduled power outages after the emergency situation in Ukraine on 31 January.
Kyiv Mayor Vitalii Klychko reported that as of Friday evening, 253 high-rise residential buildings in the capital remained without heating. On 30 January, another 125 buildings were connected to the heating system.
Journalist Marian Kushnir, who rescued a child during the russian attack, received an award from the head of the Kyiv oblast. The award and gift were presented as a sign of respect and gratitude from the entire oblast. According to regional authorities, in the first minutes after the strike, Marian rushed to the apartment where the explosion occurred. In the smoke-filled room, he saw a child and carried her outside. After that, together with other residents of the building, he returned to the building and helped extinguish the fire.

The State Agency for Restoration and Infrastructure Development of Ukraine will soon begin constructing protective facilities at one of Kyiv’s thermal power plants. Procurement of a cogeneration unit for the capital is currently underway. As reported by the Head of the Restoration Agency, Serhii Sukhomlyn, since 2023 the Agency has built protective structures at more than 40 major Ukrenergo substations. As of now, according to him, none of the protected transformers has been damaged—some of them have withstood 10–12 strikes on a single concrete sarcophagus.
Kyiv Regional Military Administration reported that Kyiv oblast received an important shipment of humanitarian aid from the Central Bohemian Region and the Czech organization Team 4 Ukraine. The delivery included generators of various capacities and spare parts for their maintenance, fuel canisters, charging stations, extension cords, as well as more than one thousand thermal blankets. All the aid will be promptly distributed among communities in Kyiv oblast to strengthen Points of Invincibility.
According to Kyiv Mayor Vitalii Klychko reported that the capital received a humanitarian aid shipment from German partners, the charity organization Life Bridge Ukraine. Its head, Janine von Wolfersdorf, handed over 6,000 gas stoves, 30,000 gas cylinders, and 7,040 heating pads to the city. Through the city’s territorial social assistance centers, the aid will be provided to the lonely elderly people whose apartment stoves operate on electricity.
Kyiv Regional Military Administration also reported that 779 children currently raised in family-type children’s homes and foster families in Kyiv oblast received power banks. In total, 1,000 backup power devices were provided by the charitable organization BF Posmishka UA.
Zhytomyr oblast
At around 11:00 a.m. on January 31, Zhytomyroblenergo reported the introduction of emergency power outages. The city council stated that due to low voltage in the grid, trolleybus and tram services were temporarily suspended, while the water utility and district heating company switched to backup power sources. The operation of pumping stations was also halted, leaving the city without water. At 11:44 a.m., Zhytomyrvodokanal reported that power supply had been restored at the pumping stations. Facilities are gradually returning to normal operation.
On January 29, the President of Ukraine awarded the Cross of Combat Merit to servicemen of a Zhytomyr Territorial Defense brigade. Among the awardees were two soldiers of the 138th Separate Battalion of the 115th Separate Territorial Defense Brigade—Private Oleksandr Aliksieienko (“Kuzen”) and Junior Sergeant Oleksandr Tishaiev (“Tishka”), who in 2025 held their positions together for 165 days on the line of contact.
Natalia Zakharchuk, Director of Berdychiv History Museum, reported that the memorial project honoring fallen local residents will be resumed starting in January 2026. The museum is also working on creating an exhibition titled “The russian–Ukrainian War” and is accepting items to form its collections. In addition, museum staff are gathering information to create a Memorial to the Heroes.
Sumy oblast
On the morning of 31 January the State Emergency Service reported that in Sumy oblast, rescue workers extinguished fires following enemy strikes. In Shostka community, homes and outbuildings belonging to civilians caught fire, while in Konotop community a non-residential building was engulfed in flames. No information about casualties was reported. All fires were extinguished.
The Regional Military Administration informed that on 30 January, a 27-year-old resident of Sumy oblast was killed as a result of a russian FPV drone attack. The woman had previously been evacuated to a safer area but later returned to the territory of Yunakivka community.
On the same day, a 63-year-old woman was injured as a result of a russian drone attack in Velyka Pysarivka community. She was hospitalised with injuries and is receiving the necessary medical assistance.
Over the course of the day, from the morning of 30 January to the morning of 31 January, russian forces carried out nearly 30 attacks on 17 settlements across 12 territorial communities of the oblast. The highest number of attacks was recorded in Sumy and Shostka regions. The enemy used artillery, MLRS, FPV drones, UAVs, and guided aerial bombs. Over the day, air raid alerts in the oblast lasted for 14 hours and 26 minutes.
Civilian infrastructure facilities were damaged or destroyed:
- In Sumy community, a non-residential premises was damaged;
- In Hlukhiv community, an apartment building was damaged;
- In Znob-Novhorodske community, a house of culture was destroyed, while an administrative building, a medical facility, a shop, and a private house were damaged;
- In Velyka Pysarivka community, a private household was damaged;
- In Shostka community, a private residential house and outbuildings were destroyed, and other private houses and outbuildings were damaged;
- In Konotop community, a non-residential premises was damaged.
Over the course of the day, local authorities jointly with units of the State Emergency Service, the National Police Department, and civil society organisations evacuated six people from border communities.
Chernihiv oblast
Viacheslav Chaus, Head of Chernihiv Regional Military Administration, said that due to a systemic failure in Ukraine’s energy infrastructure, Chernihiv oblast, along with a number of other regions, was left completely without power. As of 1:15pm, all critical infrastructure facilities in Chernihiv oblast are operating as normal, with alternative power sources in use.
Chernihiv City Council reported that as of 1:20pm, the operation of all trolleybus routes is being gradually restored.
According to Oleksandr Seliverstov, Head of the District Military Administration, on the evening of 30 January, russian forces attacked Novhorod-Siverskyi by strike UAVs. As a result of a UAV strike on a household territory, a civilian vehicle was damaged. According to the Regional Military Administration, a fence and a garage were also damaged.
Viacheslav Chaus, Head of Chernihiv Regional Military Administration, informed that on 30 January, the enemy carried out at least five Molniia-type UAV strikes on Semenivka. Several houses, a vehicle, and a trailer were damaged.
Chernihiv Border Guard Detachment reported that over the course of 30 January, russian forces attacked three border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, and Horodnia. The enemy carried out mortar shelling (10 explosions) and tube artillery strikes (five explosions), launched Shahed-type UAVs (four strikes), Molniia-type UAVs (three explosions), FPV drone attacks (18 explosions), and dropped an explosive device from a UAV (one explosion). The towns of Novhorod-Siverskyi and Semenivka, as well as seven villages, came under fire.
According to Oleksandr Seliverstov, Head of Novhorod-Siverskyi District Military Administration, on the morning of 30 January, law enforcement officers discovered an FPV drone with a warhead in the central part of Novhorod-Siverskyi. He said this may indicate a new russian tactic in which “small” drones are deployed by “larger” UAVs that subsequently coordinate their operation. Other mechanisms for the use of FPV drones are also possible, including the use of UAVs for remote mining of territory.
Viacheslav Chaus, Head of Chernihiv RMA, announced that on 30 January, a Memorandum was signed in Chernihiv oblast with UNICEF together with Munir Mamedzade, Head of the UNICEF Office in Ukraine. Under the agreement, in the event of a large-scale emergency related to heat and power supply in Chernihiv oblast, UNICEF will be able to provide rapid and targeted support to the population.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
According to Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, last night, the occupiers struck Mykolaivka community by a UAV. A farming enterprise was damaged. During the night, the enemy attacked Nikopol and Marhanets community by artillery.
In Nikopol, a 31-year-old man was killed as a result of artillery shelling. Overall, seven people were injured in the region: women aged 52, 43, and 58, and men aged 72, 74, and 56. A 30-year-old man was hospitalised in serious condition. The regional centre, as well as Pokrovske rural, Marhanets, and Myrove communities, came under drone and artillery attacks. Two apartment buildings and seven private houses were damaged, along with two outbuildings, while another outbuilding was destroyed. A greenhouse, shops, a market, three cafés, an enterprise, and two vehicles were also damaged. As a result of a UAV attack in Malomykhailivka community, a private house was damaged.
Vinnytsia oblast
Defenders of the 5th Battalion of the 120th Separate Territorial Defence Brigade of the Armed Forces of Ukraine, based in Vinnytsia oblast, were awarded state honours. These included Orders of Courage, the Golden Cross and Silver Cross badges, as well as the medals “For Wounds”, “For Military Service to Ukraine”, and “For Conscientious Service”.
Poltava oblast
Soldiers from Poltava oblast, Yevhenii Lukash and Volodymyr Sukhyi, were killed on the front line.
In Poltava oblast residents paid tribute to the fallen servicemen. Yevhenii Lukash was from Lubny community, while Volodymyr Sukhyi was from Lokhvytsia territorial community. The soldiers were killed while defending Ukraine against the russian army.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
Ivan Fedorov, Head of Zaporizhzhia Regional Military Administration, reported that a 54-year-old man was injured as a result of a russian attack on Komyshuvakha. The russian forces dropped 3 KABs on the settlement, destroying residential buildings and outbuildings. 3 residential houses were destroyed, while another 12 private homes and 9 outbuildings were damaged as a result of the attack on Komyshuvakha.

The russian troops carried out 6 strikes on one of the communities in the oblast. A 57-year-old woman was injured. Warehouse facilities were damaged in the attack.
According to the General Staff of the Armed Forces of Ukraine, on 30 January, the Defence Forces of Ukraine repelled 31 russian attacks on Huliaipole, Orikhiv and Oleksandrivka regions. In particular, combat engagements took place in the areas of Huliaipole, Stepnohirsk, Rybne and in the directions of Zelene, Dobropillia, Huliaipilske, Olenokostiantynivka, Nove Zaporizhzhia and towards Prymorske.
The SES of the oblast reported that on 30 January, 3 fires broke out in Zaporizhzhia oblast as a result of russian shelling. Residential buildings, cars, garages, a tractor and a gas pipeline were on fire.
Ivan Fedorov, Head of the RMA, stated that russian forces carried out more than 1,010 strikes on 33 towns and villages in Zaporizhzhia oblast. In particular, aviation strikes were recorded 15 times on Rizdvianka, Zarichne, Dorozhnianka, Huliaipilske, Barvinivka, Zaliznychne, Kopani, Verkhnia Tersa, Vozdvyzhivka and Charivne. 3 people were injured as a result of russian attacks on Zaporizhzhia oblast.
Mykolaiv oblast
Based on the information provided by Mykolaiv Regional Military Administration, on 30 January, no shelling was recorded in Mykolaiv oblast.
Odesa oblast
Referring to Odesa RMA, on 30 January, no shelling was recorded in Odesa oblast.
Kherson oblast
According to Kherson RMA, at around 3:30pm, russian forces shelled Kherson. A 52-year-old man who was outside at the time of the attack sustained blast injuries and shrapnel wounds to his legs.
At midday, russian troops shelled Tsentralnyi district of Kherson. As a result of the attack, 2 women aged 37 and 49 and a 64-year-old man sustained blast injuries and shrapnel wounds to their limbs. An ambulance crew provided medical assistance to the injured on site.
At around 7:30am in Kherson, a car carrying a family detonated a russian “petal” anti-personnel mine. As a result of the explosion, a 47-year-old man, a 34-year-old woman and 2 girls aged 5 and 2 were injured. All of them were diagnosed with concussions, blast injuries and closed craniocerebral injuries. Medical assistance was provided on site.
A teenager was taken to hospital after being injured during russian shelling of Korabelnyi district of Kherson at around 5pm the previous day. The 14-year-old boy, who was in his apartment at the time of the attack, was diagnosed with a concussion, blast injuries and a closed craniocerebral injury.
In 30 January, due to russian aggression, 2 people were killed and 10 injured. Under enemy drone attacks, air strikes and artillery shelling were Antonivka, Prydniprovske, Sadove, Bilozirka, Velytenske, Yantarne, Sofiivka, Ivanivka, Mykilske, Tokarivka, Beryslav, Zmiivka, Tarasa Shevchenka, Urozhaine, Burhunka, Havrylivka, Dudchany, Kachkarivka, Tiahynka, Odradokamianka, Mykhailivka, Chervonyi Maiak, Vesele and Kherson. The russian forces struck critical and social infrastructure as well as residential areas across the oblast, damaging 14 high-rise buildings and 5 private houses. Also, administrative buildings, a shop, a gas pipeline, a bus, a trolleybus and private vehicles were damaged.

Volyn oblast
The veteran business fair was held in Lutsk. 40 veteran businesses presented their products at the 11th fair. The event was organized on the territory of Lutsk National Technical University as part of the veteran forum Dialogue for Action.
Zakarpattia oblast
The Invincibility Center operates on the basis of the Owl’s Nest Humanitarian Center in Uzhhorod. It can accommodate over 200 visitors at a time. The support space was set up in a building that also serves as a shelter, so it is safe to stay there even during an air raid.
Ivano-Frankivsk oblast
Prykarpattia actively participates in the national project Shoulder-to-Shoulder: United Communities, which unites home and frontline communities for support and recovery in wartime. Kalusa City Council has agreed on a Memorandum with Dobropil Community of Donetsk oblast.
Lviv oblast
President of Ukraine awarded Andrii Chumak, resident of the village of Opaki, Zolochiv region, with the For the Defense of Ukraine award. The Hero serves in the 43rd Separate Brigade named after Hetman Taras Tryasyl.
Rivne oblast
Over 2,000 households in Rivne oblast now have their own solar stations. This is +52.2 MW of additional capacity. At the same time, 268 residents installed stations in their homes, taking advantage of 0% loans. This state lending program has been in effect since August 2024.
Ternopil oblast
Servicemen from the 156th Separate Mechanized Brigade received 5 Acer Aspire Lite laptops from Ternopil community.
Khmelnytskyi oblast
Over the past year, 1,013 veterans applied to Khmelnytskyi Regional Employment Service, of which 197 found jobs. Last year, 42 combatants received training vouchers, 44 received vocational training. Another 159 veterans studied as part of a pilot project and were able to improve their qualifications or learn a new profession.
Chernivtsi oblast
Servicemen of the 24th Regiment named after Hetman Petro Sahaidachny of the National Guard of Ukraine joined the donor campaign in support of wounded defenders. It was a continuation of the initiative of the Western Territorial Directorate of the National Guard of Ukraine, launched by Brigadier General Yurii Dremukh.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The Dutch government has confirmed its support for Ukraine and its refusal to negotiate with putin. Rob Yetten, Prime Minister, stressed that the war in Ukraine threatens the security of all of Europe, so the country will continue financial and military assistance and support for frozen russian assets.
Lithuania asks the ICC to investigate russian attacks on Ukrainian energy facilities as a “deliberate attempt to destroy Ukrainians as a group.” Kestutis Budris, Lithuanian Foreign Minister, has sent a letter to the International Criminal Court requesting the issuance of new arrest warrants for russian officials involved in attacks on Ukrainian energy infrastructure.
