Since the beginning of the day, 94 combat engagements have taken place.
Today, communities in border settlements suffered from enemy artillery fire, including Senkivka and Buchky in the Chernihiv region, and Bobylivka and Shalyhyne in the Sumy region.
In the Northern-Slobozhanske and Kursk directions, enemy forces launched seven attacks since the beginning of the day, with two clashes still ongoing. In addition, the enemy carried out four airstrikes, dropping nine guided bombs, and conducted 91 shellings of our positions and settlements, including two using multiple launch rocket systems.
In the Southern-Slobozhanske direction, the Defense Forces repelled three enemy attacks in the area of Vovchansk and toward Dvorichanske and Kolodyazne. Fighting continues.
In the Kupiansk direction, Ukrainian soldiers repelled 10 attacks by the occupiers. The enemy is attempting to break through near Petropavlivka and Pishchane, and toward Novoplatonivka and Novoosynove. Seven battles are still ongoing.

The occupiers attempted to advance seven times in the Sloviansk direction, attacking in the areas of Yampil, Dronivka, Serebrianka, Pereizne, Siversk, and Vyimka.

In the Kostiantynivka direction, the enemy carried out 10 assault actions in the areas of Shcherbynivka, Pleshchiivka, Toretsk, and toward Sofiivka. Three battles are still ongoing.
In the Pokrovsk direction, Russian invaders made 26 attempts to dislodge our defenders from their positions near Nykanorivka, Rodynske, Chervonyi Lyman, Myrnohrad, Novoekonomichne, Kotlyne, Udachne, Molodetske, Dachne, Lysivka, Novopavlivka, Pokrovsk, and Zvirove. Five clashes are still ongoing.
In the Oleksandrivka direction, the enemy tried to break through our defenses near Verbove, Pavlivka, and toward Orestopil, Rybne, and Oleksiivka. The Defense Forces repelled five enemy attacks, with one battle still ongoing.
In the Huliaipole direction, the enemy attacked our defenders’ positions three times near Novomykolaivka and toward Nove. Zaliznychne suffered from an airstrike.
In the Orikhiv direction, our troops repelled an enemy assault near Novoandriivka. Lukianivske and Novoiakovlivka came under airstrikes.
In the Prydniprovske direction, the enemy twice attempted to approach our defenders but was repelled.

Kharkiv oblast
Frontline

Shelling
A 56-year-old resident of Pidseredne was taken to a medical facility on October 30 with multiple injuries as a result of an airstrike on the village. russian aircraft also hit Velykyi Burluk with a GAB, as a result of which a 78-year-old man was injured, the regional police reported.
8 settlements in Kharkiv oblast were hit by enemy strikes.

Other
About 14.5 thousand consumers in Lozova and Sakhnovshchyna communities are temporarily without electricity. Fan-shaped outage schedules (5 hours each) are applied to 3 thousand consumers in the city of Lozova. In general, hourly outage schedules have been applied throughout the region due to a power shortage in the unified power system.
The transit evacuation point in Lozova accepted 161 people per day. 29 people remain. In total, 10,000 people have been registered at the Point since it began operating.
Donetsk oblast
Frontline
Ukrainian President Zelensky reported that the russian army has concentrated about 170 thousand russian military personnel near Pokrovsk. The situation in the city remains difficult. russian military personnel are controlling Ukrainian logistics with drones, and against the Defense Forces they are also constantly striking equipment, infantry, and controlling the logistics of the russian army near Pokrovsk. According to Zelensky, the occupiers are walking 25-30 kilometers to get closer to the city.
The General Staff of the Armed Forces of Ukraine said that towards Slaviansk, Russian troops attacked 10 times. Fighting was recorded near Yampol, Serebryanka, Viyimka, Pereizne and Zvanivka.
The occupiers continue to press near Pokrovsk, where they conducted 48 assaults per day, and the Defense Forces repelled more than 10 attacks towards Kostiantynivka and Oleksandrivka.
Shelling
On October 30, there were 2,020 enemy strikes on the front line and residential sector.

59 civilian facilities were destroyed, including 42 residential buildings.

Three people were killed and three were wounded in Sloviansk. The enemy fired a Smerch multiple rocket launcher and a drone at the city, damaging 11 apartment buildings, a cafe, a post office, a boiler room, an educational institution, three cars and a trailer.
In Mykolaivka, russia attacked an energy facility, killing two workers and injuring six.
The occupiers dropped five guided bombs on Kostyantynivka, killing two civilians and injuring six people. 16 private houses were damaged.
An administrative building was damaged in Lyman, two residential buildings in Raihorodek, and a store in Pyskunivka.
As a result of hits by the Geran-2 UAV, an apartment building was damaged in Dobropillia, and a garage in Bilozerske.
Luhansk oblast
The enemy does not stop the pressure towards Lyman and Slaviansk. Yesterday alone, it attacked there 19 times. russians carried out assault operations near nine settlements. In our zone of responsibility, artillery was used in four cases. FPV drones were actively used.
Every six months, starting in 2022, the invaders postpone the construction of a waste processing complex in Siverskodonetsk. The project was announced a few months after the occupation of the city. However, then the money disappeared. The relevant ministry was ordered to look for investors. Currently, the start of work has been postponed to 2030-2031. This facility was supposed to receive up to 175 thousand cubic meters of waste annually.
In order to save 1,300 workers of Belorichenska mine near Lutuhino, who had not yet managed to flee, a russian investor turned to a bank. Promises made in the spring of 2024 to modernize this coal mining enterprise, which was received from the “lpr” for free, have not been implemented during this time. A loan was obtained at an interest rate of over 10% to settle with the employees.

Kyiv oblast
Law enforcement officers have announced suspicions against five Russian servicemen for committing war crimes during the occupation of Bucha. The investigation has identified the Russian soldiers responsible for the killing of 17 residents of Bucha in the area of Ivana Franka, Maksym Rydzanych, and Naberezhna Streets, according to the National Police of Ukraine. The Russian troops entered residents’ yards, forced people out onto the streets, and executed them near their homes. Some victims were tortured before execution, and the occupiers attempted to burn part of the bodies to conceal their crimes.
A Greek delegation visited the Kyiv region, including representatives of the Embassy of Greece and the Ukrainian National Committee of the International Chamber of Commerce (ICC Ukraine). The meeting focused on expanding business cooperation. The Greek representatives also expressed readiness to contribute to reconstruction efforts, including the building of shelters and restoration of infrastructure, according to the Kyiv Regional Military Administration.
On October 30, Reem Alabali-Radovan, the Federal Minister for Economic Cooperation and Development of Germany, visited the Kyiv region. The visit continued the active intergovernmental dialogue between Ukraine and Germany and provided an opportunity to see firsthand the challenges Ukrainian communities continue to face amid the full-scale war.
During a session of the Brovary City Council, deputies supported a decision to raise the black-and-white Flag of Hope in the city as a sign of support for Ukrainian defenders who are prisoners of war or missing in action and are awaited at home. The idea of the Flag of Hope belongs to Serhii Volynskyi, commander of the 36th Separate Marine Brigade of the Ukrainian Navy, one of the defenders of Mariupol.
Zhytomyr oblast
A war veteran from Vinnytsia tested Zhytomyr for accessibility and inclusiveness. Andrii Solovko, who lost an arm and suffers from vision impairment due to injuries sustained at the front, has become an accessibility ambassador. On October 30, he, together with the team from “Movement Without Barriers,” visited the regional center to test the city’s infrastructure for convenience and accessibility for people with disabilities.
Sumy oblast
On the morning of 31 October the General Staff of the Armed Forces of Ukraine reported that towards Northern Sloboda and Kursk, two combat engagements took place. Enemy forces carried out ten airstrikes, dropped 22 guided bombs, and launched 200 attacks, including 11 using multiple rocket launch systems.
Ukrainian Railways informed that during the night, russian troops struck a passenger depot in Sumy. Other company facilities and rolling stock were also damaged.


From 30 to 31 October, the russian army launched ten strike UAVs against Sumy. According to the Regional Military Administration, 15 people were injured, including four children aged 7, 13, 14, and 15. The strikes hit civilian infrastructure in Kovpakivskyi and Zarichnyi districts of the city, damaging residential apartments in multi-storey buildings, private houses, and vehicles. One of the drones hit a multi-storey building, setting five apartments and seven balconies on fire.
According to the Regional Prosecutor’s Office, five people were injured when a drone hit an apartment block in Sumy — a 68-year-old man, two women aged 73 and 59, and two girls aged 14 and 13. Several apartments were destroyed by fire. Another drone damaged a two-storey house, injuring four people: two women aged 47 and 31, and two boys aged 15 and 7. Critical infrastructure facilities were also damaged, leaving two men aged 49 and 54 wounded.

From the morning of 30 October to the morning of 31 October, russian forces carried out 102 attacks on 43 settlements across 13 territorial communities in the oblast. The highest number of strikes was recorded in Sumy and Shostka regions. The enemy actively used guided aerial bombs (up to ten strikes), UAVs (nearly 20 strikes), and dropped grenades from drones (up to ten drops), as well as FPV drone attacks. The air raid alert in the oblast lasted 19 hours and 43 minutes during the day.
In Sumy community, enemy strikes damaged civil infrastructure facilities, apartment buildings, non-residential premises, and vehicles. In Richky community, a civil infrastructure facility was damaged.
During the day, eight people were evacuated from border communities through the joint efforts of local authorities, the State Emergency Service, the National Police, and public organisations.
According to the City Military Administration, since the beginning of the year, russia has attacked Sumy community 543 times — four times more than during the entire year of 2024. Enemy forces used UAVs in 455 of these attacks. August recorded the highest number of strikes — 111. As a result, 72 residents of Sumy have been killed and 434 injured. A total of 303 non-residential buildings were damaged, and 27 completely destroyed.
The Regional Military Administration reported that in Kyiv, the international conference “Resilience and the European Future of Sumy Oblast” was held — the first high-level platform bringing together government institutions, local communities, and international partners to discuss the future of the border region.
Okhtyrka Central Regional Hospital received medical equipment for its urology department from the Civil Affairs division of the U.S. Army. The hospital also received medical supplies from several donors.
Chernihiv oblast
Viacheslav Chaus, Head of Chernihiv Regional Military Administration, reported that on 30 October, the russian army carried out a drone strike in Chernihiv region, damaging windows in residential buildings.
According to Viacheslav Chaus, Head of Chernihiv RMA, throughout the day, the enemy launched around 20 strike drones targeting Chernihiv. No drone impacts within the city were recorded.
In Novhorod-Siverskyi region, a house caught fire after an explosive device was dropped from a UAV. Another settlement was attacked by FPV drones, damaging a community centre building and a car.
Due to damage to Chernihiv television tower caused by a russian drone strike on the evening of 29 October, the Central Market and one of the city’s gyms have temporarily suspended operations. Public transport will not stop near “Prospekt Myru” and “Dytiachyi Svit” stops until further notice.
Chernihiv Border Detachment informed that during 30 October, russian forces attacked four border communities in Chernihiv oblast — Novhorod-Siverskyi, Semenivka, Horodnia, and Snovsk. A total of about 50 strikes were recorded. The enemy used mortars, UAVs, FPV drones, and dropped explosive devices from drones. In Karpovychi village in Semenivka community, a non-residential building caught fire as a result of shelling.
According to “North” Operational Command, russian FPV drones also attacked a vehicle and a cultural centre building in one of the villages of Novhorod-Siverskyi community.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
Mykola Lukashuk, Head of the Regional Council, reported that the enemy attacked Dnipro twice, causing fires.
In Nikopol region, the occupiers launched drone, multiple rocket launcher, and artillery attacks targeting Nikopol, Chervonohryhorivka, Marhanets, and Pokrovske communities. Enemy UAVs also struck Shakhtarske and Pokrovske communities, setting fire to a private house and damaging infrastructure.
Later, Nikopol region came under renewed drone and artillery fire aimed at Nikopol and Chervonohryhorivka, Marhanets, and Myrivska communities. A 75-year-old man was injured. Seven private houses, five outbuildings, and a gas pipeline were damaged, and a fire broke out.
In Synelnykove region, russian forces attacked Malomykhailivka and Pokrovske communities. An 86-year-old woman was killed. A private house was destroyed, two others were damaged, and infrastructure was affected.
In Pavlohrad region, a 58-year-old man was injured in a russian UAV attack on the regional centre. An industrial facility was damaged.
Poltava oblast
A fragment of a Shahed drone has been installed in central Poltava as part of Poltava Dronefall fundraising initiative, organised by the city development hub Mistohub. The fragment was provided for installation by representatives of a charitable foundation.
Cherkasy oblast
Ihor Taburets, Head of the Regional Military Administration, reported that during the night, defenders in Cherkasy oblast shot down a russian UAV and two missiles.

Zaporizhzhia oblast
On 30 October, the occupiers carried out 673 attacks on 19 settlements of Zaporizhzhia oblast. The occupiers launched 9 missile strikes on Zaporizhzhia. russian forces conducted 4 airstrikes on Prymorske, Orikhiv, Novouspenivka and Zaliznychne. 410 UAVs of various types (mostly FPV) attacked Zaporizhzhia, Malokaterynivka, Kushuhum, Prymorske, Stepove, Huliaipole, Shcherbaky, Novodanylivka, Novoandriivka, Mala Tokmachka, Charivne, Bilohiria, Uspenivka and Malynivka. 7 MLRS attacks targeted Stepove, Malynivka, Uspenivka and Preobrazhenka. 243 artillery strikes were carried out on Prymorske, Stepove, Stepnohirsk, Huliaipole, Shcherbaky, Novodanylivka, Novoandriivka, Mala Tokmachka, Charivne, Bilohiria, Uspenivka and Malynivka. There were 191 reports of damage to housing, infrastructure facilities and vehicles. Three people were killed and twenty-nine were injured as a result of enemy attacks on Zaporizhzhia, Zaporizhzhia and Polohy regions.
As of 4:00 pm on 31 October, the enemy attacked Ukrainian defenders’ positions three times in the area of Novomykolaivka and Nove towards Huliaipole. Ukrainian troops repelled an enemy assault near Novoandriivka towards Orikhiv. Over the past day, 30 October, the Defense Forces of Ukraine repelled two russian attacks towards Orikhiv and two more towards Huliaipole.
Mykolaiv oblast
At night, the enemy launched a massive attack on the region with Shahed-type UAVs. A medical clinic, a private house, and three cars were damaged in Mykolaiv region. Air defense forces shot down 10 Shahed-type UAVs and various types of decoy drones.
Yesterday, the enemy carried out seven FPV drone attacks on Ochakiv community. No casualties were reported.
Odesa oblast
On the night of 31 October, the enemy launched another attack with strike drones on energy infrastructure facilities in the region. Despite active air defense efforts, one of the industrial facilities was impacted. A fire broke out, which was promptly extinguished by emergency services.
Kherson oblast
On 31 October, at approximately 11:00, the occupiers once again carried out a massive artillery strike on Kherson. As a result of the attack, according to preliminary reports, a man and a woman were killed. Another eight civilians were injured. According to the latest information from Kherson Regional Military Administration, 14 people were wounded. Information regarding the casualties is being clarified.
A 50-year-old woman was injured in Tsentralnyi district of Kherson. She sustained blast trauma and shrapnel wounds to her leg.
A Kherson resident was attacked by a russian drone in Dniprovskyi district and suffered blast trauma and a shrapnel wound to the thigh.
Around 11:20, russian occupation forces shelled Bilozerka. Two people were injured in the attack. A 34-year-old man received a blast and head trauma and a concussion. A 60-year-old man was diagnosed with blast injuries and a traumatic brain injury.
Around 16:00, russian forces shelled Darivka. Two men sustained blast and head injuries and concussions.
Two people sought medical help after coming under a russian drone attack near Stepanivka the previous day. The victims suffered blast injuries and concussions.
Yesterday, the russian forces attacked Sofiivka, Stanislav, Dudchany, Beryslav, Kachkarivka, Bilozerka, Tomyna Balka, Kostyrka, Novoraisk, Vysoke, Shyroka Balka, Oleksandrivka, Dariivka, Ukrainka, Chornobaivka, Urozhaine, Antonivka, Naddniprianske, Stepanivka, Sadove, Prydniprovske, Veletenske, Dniprovskе, Kizomys, Mala Oleksandrivka, Kamiane, Osokorivka, Davydiv Brid, Ishchenka, Tverdomedove, Novovorontsovka, Bilohirka, Velyka Oleksandrivka, Kozatske, Burhunka, Vesele, Virivka, Ivanivka, Lvove, Mykilske, Novooleksandrivka, Odradokamianka, Chervonyi Maiak, Yantarne, and the city of Kherson. A multi-story building, 10 private houses, a farm, an administrative building, a store, and private vehicles were damaged. One person was killed and seven more were injured, including one child as a result of russian aggression.

Volyn oblast
A ceremony was held in Shatsk to present Father’s Heart commemorative awards to children of military personnel from Shatsk community who laid down their lives on the altar of freedom and independence of Ukraine. The event was held at the initiative of Shatsk Village Council and with the support of the Combat Brotherhood of Ukraine military-civilian union.
Zakarpattia oblast
Mukachevo has allocated over UAH 10m for defense capabilities. Since the start of the full-scale war, over UAH 1.3bn from the city budget has already been allocated for the needs of the military.
Ivano-Frankivsk oblast
50 FPV drones were transferred to the rifle battalion of the Police of the oblast from Ivano-Frankivsk community.
Lviv oblast
The RMA held a meeting with a delegation from the NATO Parliamentary Assembly led by Nicolo Care, member of the Italian Chamber of Deputies. They discussed support for internally displaced persons; assistance to businesses, including relocated ones; medical care for military and civilians, and the return of Ukrainians home.
The 80th Separate Airborne Assault Brigade of Halicia received 74 FPV drones and battery kits for them worth YAH 1m, of which UAH 500,000 was financed from the regional budget, the rest of the funds were raised by volunteers. The drones were manufactured by the UNIVERSAL Ukrainian Training and Production Center. The project was jointly implemented by Lviv RMA, the Kolo volunteer center and Drohobych RMA.
This year, the regional budget has already supported 59 joint projects of enterprises and volunteer associations for the amount of over UAH 24.2m. Thanks to this, over 2,000 drones, electronic warfare systems, charging stations, and other necessary equipment for the military have already been manufactured and purchased.
Rivne oblast
The RMA held a meeting with business under the chairmanship of Yuliia Svyrydenko, Prime Minister of Ukraine. It was attended by government officials, heads of the tax service and employment service, and people’s deputies. The implementation of the state policy Made in Ukraine was discussed.
Ternopil oblast
A memorial service for the fallen defenders of The Light of Prayer in the Darkness of War was held in Ternopil. Near the Memorial Stele To the Warriors Who Died for the Freedom of Ukraine, the names of all the fallen compatriots who died in October of different years, starting from 2014, were remembered.
Khmelnytskyi oblast

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Ukraine will receive €10m from the Netherlands to support digital resilience. The funds will be used to develop the cyber infrastructure of state bodies, purchase software and hardware for state institutions and critical infrastructure, as well as to investigate cyber attacks and eliminate their consequences. Part of the funds will be directed to the implementation of projects within the framework of the Tallinn Mechanism – an international initiative that unites 13 partner states, including the United Kingdom, Canada, Germany, the US, Poland, France, Sweden and others.
