Shelter Infrastructure in Ukraine
Oleksandr Leshchenko, Head of the Population and Territory Protection Department of the SES Civil Protection Measures Organization Department, reported that on the third year of the war, Ukraine’s protective structures can shelter only 50% of the population. At the beginning of the full-scale invasion, around 20,000 protective structures were registered in the country, with a readiness level of approximately 75%. Over the past 2.5 years—effectively three years of war—thanks to the cooperation of the State Emergency Service of Ukraine (SES), local self-government bodies, and local authorities, these figures have improved. Currently, more than 62,400 such structures are registered, with a readiness level of about 85%.

New UAV System for the Armed Forces of Ukraine
The Hromylo unmanned aerial complex has been approved for use by the Armed Forces of Ukraine. The Hromylo system can be used to target enemy personnel, military equipment, and field fortifications. Structurally, the FPV drones of the complex are equipped with composite material frames. The copters have relatively powerful engines, enabling them to carry a combat payload over significant distances.

Recent war events in the east of Ukraine

Shelling

According to Viktor Kovalenko, Head of Zolochiv Military Administration, at approximately 4:40pm, the russian army struck Zolochiv community with two guided aerial bombs (KAB). The first strike hit an open area near the village of Muravske, and the second near Berezivka. No reports of casualties or damage have been received so far.

Referring to the press service of the Kharkiv Regional Prosecutor’s Office, a 71-year-old man was injured in Kupiansk after the russian army hit the city at around 3:50pm, presumably with an FAB-250 bomb. The attack caused damage to residential buildings.

Viktor Zabasha, director of the Center for Emergency Medical Assistance, said that a russian FPV drone directly targeted a medical vehicle in Kupiansk.

The day before, at 11:43pm, Zolochiv was under russian attack. A Shahed UAV strike damaged the roof of a municipal educational institution.

At 7:15pm, Baranivka, Orishanka, and Karasivka villages were attacked with three guided aerial bombs (KAB) striking open terrain.

On the bank of the Siverskyi Donets River in the city of Izium, four men aged 35, 36, 40, and 51 were injured due to the detonation of an explosive device. The victims were hospitalized.

Other:

In Kharkiv, whistles have become very popular because of frequent strikes. Petrykivka painting artist Anastasiia Movchan, stated that if someone gets trapped under rubble, they can use a whistle to signal for help. Being nearby and blowing the whistle can help rescuers find them faster. She initially planned to leave for Poland at the start of the full-scale invasion, but her love for her craft kept her in Ukraine. Anastasia opened an art studio where she paints and teaches others.

Donetsk oblast

Frontline

The General Staff reported that the number of battles on the front has decreased. Towards Pokrovsk, the Defense Forces repelled 39 assaults. Khortytsia operational-strategic group said that the enemy attempted to use three vehicles to transport personnel to forward positions, but they were detected in advance and destroyed by artillery.

Towards Novopavlivka, the Defense Forces repelled one russian assault near the village of Konstantynopil.

Shelling

Over the past day, police recorded 3,571 enemy strikes on the frontline and residential areas. Eight settlements came under fire: the cities of Kostiantynivka, Myrnohrad, Rodynske, the settlement of Novoselivka, and the villages of Mykolaivka, Sribne, Fedorivka, and Shevchenko. A total of 25 civilian structures were damaged, including 20 residential buildings.

Russians dropped a 500 kg aerial bomb on Myrnohrad, killing a civilian, damaging three apartment buildings, and an educational institution.

In the village of Shevchenko, the enemy struck with artillery, injuring three residents and damaging a private household and a car.

Two people were wounded in an attack on Sribne.

The occupiers attacked Rodynske with a Smerch MLRS, damaging eight private houses and a civilian vehicle.

In Kostiantynivka, shelling damaged a private house and a gas pipeline; in Fedorivka, five private houses were hit; in Mykolaivka, a house and an infrastructure facility were damaged; in Novoselivka, a private home was affected.

According to Vadym Filashkin, Head of Donetsk Regional Military Administration, in Chasiv Yar, five people aged 32 to 66 were recently killed—today, their bodies were recovered. Additionally, it was reported that a 62-year-old man was killed in Pokrovsk the day before. In Rubtsi, Lyman community, one person was injured.

Pokrovsk is only 3km from the front line and endures up to 10 shelling attacks daily. In the first month of the year, 13 civilians were killed in Pokrovsk, and another 33 were injured. The greatest threat comes from enemy drones, whose numbers are overwhelming. Strikes from UAVs target civilian vehicles daily. Even white flags and “PEOPLE” signs on cars do not protect them from direct hits. Russian forces prioritize attacking police personnel, with multiple police crews already suffering from drone strikes.

Luhansk oblast

Artem Lysohor, Head of the RMA, said that yesterday the occupiers unsuccessfully attempted to storm Bilohorivka and tried to advance in the areas of Novoiehorivka, Novoliubivka, and Makiivka. The enemy continues to shell the Ukrainian Armed Forces’ fortifications and surrounding villages using various types of weaponry. The day before, artillery strikes from both field and rocket artillery were carried out. 210 enemy drones tried to carry out combat missions.

In the so-called “lpr”, the occupiers are simplifying the procedure for seizing land plots from individuals starting from 1 March. Initially, they required land plots to be re-registered according to russian legislation by 1 January. Now, landowners may face fines or their plots may be “nationalized” for being overgrown with weeds.

On the occupied territory of Luhansk, families of russian military personnel from remote regions of russia are settling.

For the past two years, salaries have not been paid to employees of the russian Drama Theater and the Young Guard Museum in the occupied part of Luhansk. Furthermore, in the occupied Luhansk oblast, the russians have abolished discounts for drivers when paying fines for traffic violations. On the front, the enemy used rocket artillery.

In the so-called “lpr”, it is impossible to use the discount for paying fines for traffic violations. Local “GIBDD” employees deliberately fail to enter the relevant information into the state services registry within the first 30 days after the violation. Since 1 January, fines have increased by 50%, and the discount for early payment has been reduced from 50% to 25%.
