Ukrainian Defense Forces Hold Back Russian Occupiers’ Offensive
The Ukrainian Defense Forces are containing the advance of Russian occupiers. The terrorists continue to kill Ukrainians and destroy Ukrainian cities and villages through missile, aviation, and artillery strikes.
Currently, the number of combat clashes has risen to 138.
The hottest spots are in the Kursk, Pokrovsk, Kurakhiv, and Vremivka directions. The Defense Forces are taking measures to prevent the enemy’s advancement.
Today, communities in the Sumy and Chernihiv regions, including Semenivka, Yanzhulivka, Turya, Hrabovske, Velyka Pysarivka, and Ponomarenky, suffered from enemy artillery and mortar fire. Krasnopillia was targeted by MLRS strikes, while Oleksandrivka faced attacks from unguided aviation rockets.
In the Kharkiv direction, enemy forces are attacking Ukrainian positions near Vovchansk. Russian aviation carried out strikes on Vovchanski Khutory and Udy.
In the Kupiansk direction, Russian occupiers attacked the Defense Forces three times near Petropavlivka and Lozova. Two clashes are still ongoing. Ukrainian soldiers are steadfastly holding the defense and inflicting losses on the enemy.
In the Lyman direction, the invaders launched 11 attacks during the day on positions near Hrekivka, Novoyehorivka, Nadiia, Yampilivka, and Terny. Six clashes have ended, while five are still underway.
In the Siversk direction, Ukrainian defenders repelled three enemy attacks, and a battle is currently ongoing near Verkhniokamianske.
The enemy attempted to advance three times near Chasiv Yar, Hryhorivka, and toward Bila Hora, with battles continuing.
In the Toretsk direction, supported by aviation, the enemy is attempting to break through Ukrainian defenses near Toretsk, Dyliivka, and Shcherbynivka. Eight clashes are ongoing.
In the Pokrovsk direction, Russian forces launched 27 attempts to dislodge Ukrainian defenders from their positions in areas near Myroliubivka, Promin, Lysivka, Dachenke, Zelenе, Novovasylivka, Chumatske, and Novoolenivka. The Defense Forces are holding firm, repelling 19 attacks, with eight clashes still ongoing.
In the Kurakhiv direction, enemy forces attacked 14 times near settlements including Sontsivka, Stari Terny, Kurakhove, and Dachne. Nine enemy attempts to advance have already been repelled.
In the Vremivka direction, there were 15 enemy attacks near Kostyantynopil, Rozlyv, Velyka Novosilka, Blahodatne, Novyi Komar, and Storozhove. Six clashes are still ongoing.
Ukrainian units repelled an attack near Novoandriivka in the Orikhiv direction.
Operation in Kursk Region
In the Kursk region, the enemy’s aviation continues to destroy its own villages and towns. Since the beginning of the day, Russian aircraft have carried out 14 strikes (17 KAB) on their own territory. Ukrainian forces have repelled 36 enemy attacks so far today, with battles continuing.
Ukraine Requires 10,000 Sappers to Demine Territories
Ukraine needs 10,000 sappers to clear territories within five years. Currently, Ukraine has 53 demining operators and about 3,000 sappers. There are also demining machines, but at least 200 are required to accelerate the process and save lives. Before the full-scale invasion, Ukraine had no demining machines; now, there are nearly 100, and plans are underway to increase this number to 200. Production has begun in Ukraine and is supported by international partners, according to Prime Minister Denys Shmyhal.
High Risk of Deportation of 1.5 Million Ukrainian Children
There is a high risk that Russia may deport another 1.5 million Ukrainian children remaining in temporarily occupied territories (TOT). Ukrainian children forcibly taken to Russia, including orphans, receive inadequate medical care and live in poor conditions. Personal data is altered to prevent identification and reunification with their families or Ukraine. The children are sent to so-called “re-education camps,” where they are subjected to Russian propaganda, according to Ukraine’s Ombudsman, Dmytro Lubinets.
Recent war events in the east of Ukraine
Russian Army Reduces the Number of Attacks in the Siversk Direction
On December 17, the General Staff reported a decrease in the number of Russian assaults in the Siversk direction. Over the past day, nine battles were recorded in this sector, including near Bilohorivka, Verkhniokamianske, and Hryhorivka. This is a significant reduction compared to 16 attacks the previous day and 34 assaults two days earlier.
Fierce Battles Near Pokrovsk
Ukrainian forces repelled 38 Russian assaults in the areas of Myroliubivka, Promin, Lysivka, Dachenke, Pishchane, Novoolenivka, Sukhyi Yar, and Novoelyzavetivka.
Continued Pressure on the Kurakhiv Frontline
Russian troops launched 28 attacks in the Kurakhiv sector, focusing their assaults near Dachne, Sontsivka, Stari Terny, Kurakhove, and Yantarne.
Intense Fighting in the Vremivka Direction
The Russian army attempted 27 advances in the Vremivka direction, targeting areas near Kostyantynopil, Sukhyi Yaliv, Storozhove, Novosilky, Temyrivka, Novopil, and Novodarivka.
Kharkiv oblast
Around 12:00, information was received about an enemy strike in the Saltivskyi district of Kharkiv. Preliminary reports indicate a UAV hit. The roof of a shopping mall building was damaged. No information about casualties has been reported.
Earlier, at 11:25 PM, the Bohodukhiv district, Zolochivska community, came under Russian attack. As a result of a strike by an enemy “Shahed” drone, a warehouse was destroyed.
From 7:50 PM to 11:25 PM, the enemy continuously shelled Bohodukhiv district and Zolochivska community. The shelling involved 8 aerial bombs, 2 “Shahed” UAVs, and MLRS in the areas of Berezivka village, Chornoglazyvka village, Snihy village, and Zolochiv settlement. Seven private houses were damaged, and a 76-year-old man was injured.
At 12:00, the Kupiansk district, Kupiansk city, came under Russian attack. A private house was damaged due to the shelling.
At 10:30, Kupiansk district, Kupiansk city, was again attacked by Russian forces. A UAV hit an open area, injuring two police officers.
At 8:45, the Chuhuiv district, Chuhuivska community, Vasyliv Khutir village, came under attack. Damage to municipal enterprise buildings occurred as a result of a downed UAV.
On the Kharkiv axis, the enemy unsuccessfully attempted to storm the positions of Ukrainian defenders near Vovchansk four times, using assault aviation in the process.
On the Kupiansk axis, there were five enemy attacks during the day. Ukrainian defense forces repelled assaults near the villages of Petropavlivka and Lozova.
As part of intensified evacuation measures, 44 people were evacuated from the Kupiansk and Borivske directions.
In Pokrovsk, all children and their families were evacuated. At the beginning of the week, 16 children remained in the city, according to Vadym Filashkin, head of the Donetsk Regional Military Administration.
The documentary about Kharkiv, “Porcelain War”, has been included in the Oscar shortlist. The film tells the story of three artists from Kharkiv who remain in the frontline city despite the threat of encirclement and capture by Russian forces. Another Ukrainian film that made it to the shortlists is “Once Upon a Time in Ukraine”.
Donetsk oblast
The Defense Forces have withdrawn from certain positions near Sontsivka and Novyi Komar in the Donetsk region. According to the Operational Command “Khortytsia,” Russian forces damaged and destroyed parts of the Ukrainian army’s fortifications, making their further defense impossible. The occupiers also attacked Ukrainian positions in Chasiv Yar and Kurakhove. While suffering losses and retreating, the Russian troops critically damaged portions of the fortifications.
On the night of December 18, the Defense Forces repelled a Russian assault on the Siversk axis. The enemy used approximately 60 infantry troops supported by armored vehicles, buggies, and motorcycles, reported “Oscar,” the commander of the K-2 battalion of the 54th Separate Mechanized Brigade.
Over the past day, the police recorded 2,714 enemy strikes on the frontline and residential areas.
Russian forces attacked seven settlements: the cities of Lyman, Pokrovsk, and Siversk; the settlement of Udachne; and the villages of Dobropillia, Zoria, and Odradne.
Twenty civilian structures were damaged, including 12 residential buildings.
In Pokrovsk, the Russians used artillery and drones, killing a civilian and damaging one apartment building, two private houses, and a civilian car.
In Udachne, artillery struck a bus, injuring four mine workers.
In Zoria, the occupiers dropped a FAB-250 bomb, injuring two people and damaging four private homes.
In Siversk, two civilians were injured, and a private home was damaged.
In Lyman, artillery strikes damaged two private houses and an enterprise.
In Odradne, Russia dropped two UMPB D-30SN bombs, destroying a private home, two civilian vehicles, and two tractors.
In the Donetsk region, 625 fortifications out of the planned 726 have been constructed over the past six months, with 88 more currently under construction, reported Vadym Filashkin, head of the Regional Military Administration.
Energy workers have fully restored electricity to the village of Dovhenke in the Kharkiv region, which had been without power since the start of the full-scale invasion, according to the regional energy company. In early spring, sappers began demining near power lines, and by summer, energy workers began operating in the village. The work was completed only in December. Currently, no more than 20 families reside in Dovhenke.
Luhansk oblast
While shelling settlements along the line of contact and targeting our fortifications, Russian forces are using barrel artillery. Yesterday, they also employed multiple rocket launchers. A total of 68 drones were directed toward our positions, and guided aerial bombs were dropped near Serhiivka. The occupiers conducted assault operations near Novoyehorivka, Tverdokhlibove, Makiivka, as well as in Bilohorivka and the Serebrianske Forest.
Due to a shortage of anthracite coal (“A” grade), which is the most efficient for the operation of the Luhansk Thermal Power Plant located in Shchastia, the power plant has been forced to switch to gas during the current autumn-winter period. This decision was coordinated with Russia’s Ministry of Energy. The mass closure of mines in the so-called “LNR” has made it necessary to transport this type of coal exclusively from Russia, which is prohibitively expensive.
At the same time, six more coal mining enterprises in the “LNR” have been deemed unviable. These mines are being transferred to the mine restructuring management authority. According to the so-called “Ministry of Fuel, Energy, and Coal Industry of the LNR,” the occupiers consider coal extraction at these sites inefficient, and they are preparing the mines for conservation.

Kyiv oblast
Australian Foreign Minister Penny Wong has arrived in Kyiv for a visit. This is the first bilateral visit to Ukraine by an Australian foreign minister in a decade. According to her, Australia will resume the full-fledged work of its embassy in Ukraine – starting next month, Ambassador Paul Lehmann will work in Kyiv.
The Regional Military Administration reported that 6 communities in Kyiv oblast will help communities in other oblasts as part of the ‘Side by Side: Cohesive Communities’ project. The partner communities will support the frontline areas and those communities that are under constant enemy shelling: in the Dnipro, Zaporizhzhia, Odesa, Kherson and Chernihiv oblasts.
Kyiv Mayor Vitali Klitschko announced the completion of the restoration of a 25-storey building in the Solomianskyi district of Kyiv that was hit by a russian missile last summer. Five residents of the building were killed and 11 were injured. Apartments on 10 floors were damaged. Since November 2023, specialists have been rebuilding the damaged floors and apartments at the expense of Kyiv budget reserve fund.
Ruslan Kravchenko, head of the RMA, announced the final meeting of the Congress of Local and Regional Authorities for the year. The priorities of Kyiv oblast remain unchanged: reconstruction, support for the Armed Forces and veterans, and strengthening energy independence.
More than 20,300 of the more than 30,800 facilities damaged and destroyed by the Russian military have been restored.
There are 11 cogeneration plants in Kyiv oblast with a total capacity of over 23 MW. Memorandums of understanding have been signed for the installation of 33 more units.
Irpin Mayor Oleksandr Markushyn announced that a charity bakery ‘Taste of Victory’ will be opened in Mykhailivka-Rubezhivka. According to him, the new bakery is an impactful social project that will employ local residents. The bakery will provide free baked goods to hospitals, orphanages, and hospices for the elderly. Some of the products will be sold, and the proceeds will be used for the needs of the institution.
At a regional meeting of representatives of the Resilience Centres of Kyiv oblast held in Bucha,\more than 9200 people reportedy have received services at 19 Resilience Centres operating in the communities of the oblast. At the event, experts shared their experience and discussed effective methods of work and prospects for the development of the initiative in oblast.
Zhytomyr oblast
In Zhytomyr oblast, almost 80,000 defenders have undergone treatment and rehabilitation in healthcare facilities. Over the past three years, more than UAH 1 billion has been allocated to provide housing for veterans and families of fallen defenders, which has helped 542 families to get new homes. There are 22 veterans’ spaces and about 160 specialised service points for veterans and defenders. Almost 4,000 veterans have already been involved in rehabilitation through sports and are achieving significant success in international sports competitions.
Zhytomyr RMA reported that about 60,000 internally displaced persons currently live in oblast, including 15,000 children, 2,900 people with disabilities and more than 360 large families. As part of the support programmes, five housing construction projects for internally displaced persons are being implemented in oblast in Zhytomyr, Zviahel, Nova Borova and Ovruch communities, which will provide new housing for almost 600 families.
Sumy oblast
Sumy Regional Military Administration reported that on 18 December, during the day, russian army used an FPV-drone to attack the Seredyna-Buda community. As a result of the russian attack, an administrative building caught fire. Preliminary reports indicate no casualties.
During night and morning, russians carried out 3 shelling attacks on border areas and settlements in Sumy oblast, resulting in 6 explosions. The attacks targeted Khotin and Krasnopillia communities.
On 18 Desember, russians carried out 41 shelling attacks on border areas and settlements in Sumy oblast, resulting in 123 explosions. The attacks targeted Khotin, Bilopillia, Krasnopillia, Velyka Pysarivka, Esman, Khutir-Mykhailivskyi, and Seredyna-Buda communities.

Mayor of Semenivka, Serhii Dedenko reported thatThe russian army shelled the border town of Semenivka in Chernihiv oblast on the evening of 17 December. The russians fired artillery at a residential area, resulting in the death of a 74-year-old man.
On 17 Desember russian army attacked four border communities in Chernihiv oblast. In total, 33 explosions were recorded.

Hybrid solar power plants have been installed in hospitals in Koriukivka and Kozelets in Chernihiv oblast by the charitable foundation Energy Act for Ukraine Foundation and French NGO Electriciens sans frontières as part of the “50 Solar Hospitals” project. At Koriukivka Central Region Hospital, 60 solar panels with a total capacity of 26.1 kW have been installed. Similarly, a hybrid solar station was set up at Kozelets Intensive Care Hospital, comprising 58 rooftop photovoltaic modules with a capacity of 25.2 kW.

Dnipropetrovsk oblast
The Air Armed forces were operating in the oblast. The defenders of the sky destroyed 5 enemy drones. There were no casualties.
In the evening and in the morning, the enemy attacked Nikopol region. They used artillery and kamikaze drones. The occupiers were targeting the region centre and Marganets community. The morning shelling in Nikopol damaged 2 private houses and a gas pipeline. There were no casualties.
The enemy was shelling Nikopol region — the occupants carried out about three dozen attacks in the district during the day. They used artillery, kamikaze drones, and dropped ammunition from drones. They targeted the district centre, Myrove, Pokrovsk, Chervonohryhorivka and Marhanets communities. A multi-storey building, 2 private houses and an outbuilding were damaged. There were no casualties.
Vinnytsia oblast
It became known that seven defenders from Vinnytsia oblast were killed. They are Oleksandr Tkachuk, Stanislav Didur, Mykola Hryhorenko, Dmytro Ditlashko, Vadym Nadia, Dmytro Ostapchuk and Petro Osadchuk.
Sergey Morgunov, Mayor of Vinnytsia, reported that Vinnytsia oblast sent 5 Mavic 3Ts and one “mini-grad” to the frontline. This is a pick-up truck that Vinnytsia specialists have converted into a multiple rocket launcher system.
Kirovohrad oblast
Andrii Raikovych, Head of Kirovohrad RMA, reported that the Air Armed forces were working over Kirovohrad oblast. There were no casualties or damage.
Kirovohrad oblast lost Andriy Semenyuk from Tyshkivka, Novomyrhorod community, who died on 10 December 2024 in Zaporizhzhia. Oleksandr Severin from Oleksandriya, a fighter, died on 15 December while being treated in a clinical centre after being injured. Vitaliy Salov from Solnechne, who died on 12 December while performing military duties near the village of Orlovka, Suzhansky region, Kursk oblast. Vasyl Krotov from Berezhynka, Pervozvanivka community. The soldier died on 13 December from injuries sustained during a battle.
Poltava oblast
In Poltava, a memorial plaque to soldier Oleksandr Ubiysobaka was unveiled on the facade of School No. 40. He was a graduate of the school. Oleksandr Ubiysobaka died on 28 May 2023 during a mortar attack near Avdiivka in Donetsk oblast.
The memorial service for the fallen soldiers was held at the Holy Dormition Cathedral in Poltava.
Volodymyr Vysochyn died on 11 December 2024 while performing a combat mission in the Donetsk oblast.
Ruslan Hryhorenko died on 9 December 2024 while performing a combat mission in Cherkasy oblast.
A father and son from the Lubny community were killed while defending Ukraine from the russian army. They were soldiers Anatolii and Yevhenii Shapoval. The soldiers were killed on 13 December 2024 while performing a combat mission in the north-eastern direction. The soldiers lived in the village of Vyazivok.
Serviceman Serhiy Horoshchuk from Velykosorochynska community received the Ministry of Defence of Ukraine’s “For Wounding” award. Serhiy Horoshchuk is an IDP registered in the territory of Velykoobukhiv starosta district. He came to the defence of Ukraine in November 2022 and was seriously injured. He is currently undergoing rehabilitation.
The Poltava Regional Blood Transfusion Station has organised an all-Ukrainian blood donation campaign called “Memory is Action”. It was initiated by activists of the NGO Building Ukraine Together. The event was dedicated to the memory of Konstantin Yuzvyuk, a soldier and volunteer from Rivne.
Cherkasy oblast
Ihor Taburets, Head of RMA, reported that they shot down 13 Shaheds over the region. There were no casualties or damage.
A 49-year-old defender from Cherkasy oblast, Valentyn Kozliuk, was killed in the war with russia. He died on 8 December 2024 in the Donetsk oblast. He was buried in the Zhashkiv district.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
Yesterday, the occupiers launched 306 strikes on 11 settlements in Zaporizhzhia oblast. A total of 119 UAVs of various modifications attacked Kamianske, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, Charivne, Pryluky, and Novodarivka. Twenty-three MLRS attacks targeted Shcherbaky, Novoandriivka, Novodanylivka, and Novodarivka. Additionally, 164 artillery strikes hit Kamianske, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, Charivne, and Novodarivka. There were five reports of damage to residential buildings and infrastructure.
The enemy launched offensive actions towards Orikhiv in the vicinity of Novoandriivka. Ukrainian units repelled the attack.
Mykolaiv oblast
Yesterday, 17 December, at 1:48 p.m., the enemy carried out artillery shelling on the village of Dmytrivka in Kutsurub community. Two private houses, an outbuilding, and a garage were damaged. No casualties were reported.
Odesa oblast
As of 6 a.m. on 18 December, no enemy ships were present in the Black Sea or the Sea of Azov. Six enemy ships were detected in the Mediterranean Sea, including three carriers of Kalibr cruise missiles, with a combined salvo capacity of up to 25 missiles.
Over the past day, one vessel transited through the Kerch Strait into the Black Sea, and five ships entered the Sea of Azov in the interest of russian federation.
Kherson oblast
Yesterday, the enemy shelled Antonivka, Zelenivka, Komyshany, Bilozerka, Veletenske, Shyroka Balka, Sadove, Stanislav, Dariivka, Ivanivka, Poniativka, Beryslav, Monastyrske, Novovorontsovka, Burhunka, Mykhailivka, Osokorivka, Sablukivka, Novooleksandrivka, Lvove, Tiahynka, Olhivka, Havrylivka, Odradokamianka, Mykolaivka, Kozatske, Vesele, and the city of Kherson. The attacks damaged an apartment building, six private homes, commercial kiosks, an outbuilding, a garage, and private vehicles. One person was killed, and three others were injured due to russian aggression.
Kherson Regional Military Administration reported on the condition of a victim from Antonivka who was injured on 16 December. A 52-year-old man suffered explosive trauma and shrapnel wounds to his back and feet.
Police evacuated an injured man from Kozatske which is constantly under the enemy shelling. Recently, the enemy struck two residents with an FPV drone while they were outside. The explosion caused a 55-year-old man to suffer blast injuries and shrapnel wounds to his upper limbs, while his 50-year-old partner died from her injuries. Officers from Kakhovka Regional Police Department used an armored vehicle to evacuate the man to a medical facility through a safe window.
It is reported that the enemy launched four assaults on the island zone in Dnipro River delta but failed and retreated to initial positions. The Southern Defense Forces of Ukraine eliminated 72 occupiers and destroyed seven vehicles, two Shahed-136 attack drones, two quad bikes, two boats, 13 communication antennas, and four UAV control antennas. They also struck four dugouts, four personnel shelters, two ammunition depots, a UAV launch site, and an observation post.
It is reported that russian forces are remotely scattering metal caltrops on roads in Kherson community, attempting to halt vehicles and make them easier drone targets. Over the past few days, two evacuation vehicles hit such traps—one belonging to the military administration and the other to volunteers.

Volunteers from the charity organization “Save Ukraine” evacuated six children from the temporarily occupied left bank of Kherson oblast. Four boys and two girls aged nine months to 17 years, including two orphans, were brought back to Ukrainian-controlled territory. They are now receiving necessary medical and psychological support.
Volunteers from Caritas Beryslav UGCC delivered gas heaters and gas cylinders to residents of Mylove community. These compact and mobile devices are suitable for efficient heating during cold weather. Additionally, warm winter clothing was distributed to community residents.

Specialists of the Department of Health and Civil Protection of Uzhhorod City Council at the Clinical Hospital of Planned Treatment practiced practical actions in emergency situations in accordance with the National Strategy for the Creation of a Barrier-Free Space. The special emergency and rescue unit of the State Emergency Service of Zakarpattia oblast was involved in the exercises. During the exercise, a situation was simulated when patients in wheelchairs and patients lying on stretchers had to be urgently evacuated from the hospital. For this purpose, it was preliminarily determined that the patients will be admitted to the Clinical Hospital for Urgent Conditions and Emergency Medical Aid, and an evacuation bus and an ambulance of Uzhhorod Emergency Medical Service Station were used to transport them.
Ivano-Frankivsk oblast
A department with 30 beds has opened in Burshtyn Central City Hospital, where civilians and military personnel can recover from illnesses and injuries. 2 multidisciplinary rehabilitation teams have already been formed, 14 rehabilitation specialists will work.

Senior soldier Roman Shchur was awarded with the Golden Cross by Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine, for his courage and successful performance of combat tasks.

Rivne oblast

Ternopil oblast
Ternopil City Council reported that since the beginning of 2024, 3,116 citizens of the city have received funds for military equipment.
Khmelnytskyi oblast
At night, the Air Defense Forces shot down 2 UAVs of the Shahed type in Khmelnytskyi oblast. There were no injuries or property damage.
Chernivtsi oblast
In 2025, instead of medical and social expert commissions, expert teams for assessing the daily functioning of a person will be responsible for assigning disability groups. In Chernivtsi oblast, such teams will work in over 10 medical facilities.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The UN General Assembly adopted a resolution on human rights violations by russia in the temporarily occupied territories of Ukraine. This document calls on the russian federation to stop the war of aggression and withdraw all its troops from our territory. The resolution condemns the illegal detention of Ukrainians, the use of torture and torture, and discrimination against residents of occupied territories.
Ukraine received €4.1bn from the EU. The payment was made within the framework of the Ukraine Facility program. This is the 2nd allocation of funds by the European Commission to Ukraine within the framework of this instrument.
