Here is operational information of the General Staff as of 4 pm:
On 23 November, the total number of combat clashes along the entire front line was 125. The russian army continues to use aviation, in particular, CABs, and carry out attacks in all directions of the east and south of our country, especially actively towards Pokrovsk and Kurakhove. The defense forces are holding the lines and taking all necessary measures to prevent a breakthrough of the defense.
The occupier did not stop using artillery and aviation on the territory of Chernihiv and Sumy oblasts. The settlements of Khrinivka, Bilovody, Oleksandriia, Zhuravka and Obody were under enemy fire.
According to the information available, russians carried out 110 attacks on the territory of Kursk oblast of the russian federation, in particular 9 from multiple launch rocket systems.
Towards Kharkiv, there were four combat clashes. Two russian attacks towards Vovchansk were repelled, and two more clashes near Tykhe region are still ongoing.
Eight assaults were repelled near Hlushkivka, Synkivka, Zahryzove, Novoplatonivka and Zelenyi Hay towards Kupiansk, another clash is still ongoing. The enemy launched an airstrike near Lozova.
Towards Lyman, the enemy launched seven unsuccessful attacks near Druzheliubivka, Tverdokhlibove, Novoiehorivka, Hrekivka and Terny.
Towards Siversk, with the support of aviation in the area, our defenders repelled one enemy assault near Belohorivka.
Towards Kramatorsk, the enemy launched one unsuccessful assault on the positions of Ukrainian defenders near Stupochoky. The enemy also launched an airstrike with unguided aviation missiles near Chasiv Yar.
Towards Toretsk, the enemy twice unsuccessfully attacked Toretsk, while simultaneously launching airstrikes with guided aerial bombs in the vicinity of the settlements of Toretsk, Nelipivka, Katerynivka, Ivanopillya and Zoria, dropping a total of ten bombs.
Towards Pokrovsk, the settlements of Promin, Lysivka, Krutyi Yar, Myrnohrad, Hryhorivka, Dachenske, Zhovte, Pushkine, Petrivka and Pustinka were attacked 28 times, 23 attacks have been repelled, fierce battles are ongoing. The enemy also bombed the settlements of Yablunivka, Zoria, Oleksandropil, Hrodivka, Myroliubivka and Yelyzavetivka, dropping a total of 16 guided aerial bombs.
Towards Kurakhove, five clashes are ongoing in the vicinity of Berestkiv, Dalne and Romanivka. Seventeen enemy assaults were repelled in the vicinity of the settlements of Sontsivka, Zoria, Novodmytrivka, Kurakhove, Katerynivka and Antonivka.
Towards Vremivka, seven enemy assaults are ongoing near Velyka Novosilka and Novodarivka, 18 enemy attacks towards Trudove, Sukhi Yali and Rivnopillia areas were repelled.
Towards Orikhiv and Huliaipole, the enemy did not conduct active operations.
Towards Kherson, Ukrainian defenders repelled three enemy attacks.
President of Ukraine Volodymyr Zelenskyy says that during the operation of the Grain from Ukraine program, 20 million people were saved from hunger. In total, Ukrainian food exports provide food for 400 million people in 100 countries around the world.

Kharkiv oblast
Oleh Synehubov, Head of the RMA, reported that millions of Ukrainians who became victims of the Holodomor, were commemorated. Kharkiv oblast suffered huge losses – about 1 million victims.

The Light a Candle campaign took place on Svobody Square in Kharkiv. More than 20 people gathered to lay out a cross of lamps and honour the memory of the victims of the Holodomor.
Oleh Synehubov, Head of the RMA, reported that Kupiansk Residents Support Center in Kharkiv was visited by more than 4,500 displaced people in a few weeks. People are provided with medical, material, legal and other support. Kharkiv RMA, in coordination with partners, also launched Vovchansk Lipetsk and Kurylivka hubs, which have already registered more than 20 thousand visitors.
No strikes on Kharkiv were recorded.
During the day, three hits were detected in the pine forest of the villages of Liptsy and Slobozhanske. No casualties.
At around 18:00 in the village of Kivsharivka, Kupiansk region, the invaders dropped ammunition in front of a service car of the Main Directorate of the National Police, in which there were 3 people. The car was damaged, no casualties.
The enemy also carried out strikes using FPV drones in the city of Kupiansk and the village of Doroshivka. No casualties.
Towards Kharkiv, the enemy stormed the positions of Ukrainian defenders three times near the settlement of Vovchansk.
Towards Kupiansk, there were six enemy attacks. The defense forces repelled the enemy’s assault actions near Zelenyi Hai, Hlushkivka and Zahryzove.
32 people were evacuated from Kupiansk and Borova directions.
Donetsk oblast
The Ukrainian Armed Forces repelled 80 attacks towards Pokrovsk and Kurakhove. russia has increased pressure towards Vermivka.
The General Staff said that towards Pokrovsk, the Armed Forces repelled 44 russian assaults in the vicinity of Myroliubivka, Promin, Lysivka, Sukhoi Yar, Pustinka, Hryhorivka, Dachenske, Petrovka and Pushkine.
Towards Kurakhove, the Defense Forces repelled 36 russian attacks. The occupiers most actively tried to advance in the vicinity of Berestky, Sontsivka, Dalne, Novodmytrivka, Kurakhivka, Katerynivka, Romanivka and Antonivka.
Towards Vremivka, russian units carried out 30 assaults on Ukrainian positions in the areas of Trudove, Kostiantynopolske, Rozlyv, Rozdolne, Sukhi Yali and Novodarivka.
The presidential brigade of the Armed Forces of Ukraine reported that Ukrainian military personnel towards Vremivka destroyed a russian column during an assault near the settlement of Velyka Novosilka. In one of the areas, the russian federation has deployed an armored group with infantry.
For two days, border guards of the Pomsta brigade in the vicinity of Kreminna and Serebrianka forestry blew up an infantry fighting vehicle of the russian army, cars and trucks, burned a field ammunition depot, damaged and destroyed engineering and fortification structures of the occupiers, the brigade said. russian units also suffered losses among the troops.
Donetsk oblast police reported that in Sontsivka, a russian drone attacked a private house, in Kotlyne, the russian army directed a drone at a civilian car. The russian military fired drones at Shakhove and Udachne.
Olena Rudenko, a representative of the regional prosecutor’s office, reported that during the shelling of the city of Kostiantynivka in Donetsk oblast at 14:10, the facade of a former administrative building was damaged. Previously, russian troops attacked the city using UAVs.
Operational situation in the oblast as of the morning of November 23:
Pokrovsky region. In Sontsivka, Kurakhove community, 4 people were injured. In Udachne community, an infrastructure facility was damaged. Kramatorsk region. In Terny, Lyman community, a person was injured. In Krasnotorets, Kramatorsk community, 1 person was killed and 2 were injured.
Bakhmut region. In Chasiv Yar community, 4 private houses and 2 non-residential premises were damaged. In Siversk, 2 two-story buildings were damaged.
In total, over the past 24 hours, russians shelled settlements in Donetsk oblast 12 times. 484 people, including 38 children, were evacuated from the front line.
Vadym Filashkin, Head of Donetsk RMA, said that over the past 24 hours, russians have killed 1 resident of Krasnotorets. Another 9 people in the oblast were injured.
Luhansk oblast
The enemy has increased the number of assault operations towards Lyman to 19. Yesterday, battles were fought, in particular, near Hrekivka, Novoiehorivka and Makiivka. There, the enemy is using all available weapons. Only artillery installations opened fire 24 times. russians also fired from multiple rocket launchers. They directed 48 unmanned aerial vehicles towards settlements and our fortifications. The occupiers hit Belohorivka with guided aerial bombs.
Having a significant shortage of personnel in medicine, the so-called “lpr” decided to reduce the number of emergency medical service employees. Most of the complaints were directed at the possibility of an increase in the number of calls – that is, an expansion of the staff and the fleet. Because in many cities, one brigade was on duty per shift. There were repeatedly tragic cases when patients simply could not wait for a doctor because the “ambulance” did not come for half a day. Now doctors, paramedics and drivers are being laid off.
It has been reported repeatedly about the incomprehensible operation of the warning system in Starobilsk. The city regularly announces an air raid alert, even when neighboring settlements, the region as a whole or the entire “rear” part of the “lpr” territory do not suspect danger. During such whims of the local occupiers, for example, propaganda events are held with children in schools. They are placed in damp basements for one or two lessons, not renovated and not equipped as bomb shelters, and in such conditions anti-Ukrainian conversations are held. Meetings with russian military personnel are also organized.
The “Book of Victims of the Holodomor of 1932-1933 in Ukraine” includes information about more than thirty thousand people who died of hunger in Luhansk oblast.

What is happening now in the north of Ukraine
Kyiv oblast
Ruslan Kravchenko, Head of the Regional Military Administration, reported that on Friday russia attacked Kyiv oblast with drones. Air defence forces shot down all targets. There were no hits to critical and residential infrastructure. No people were injured. The wreckage of the downed drones fell in open areas outside of populated areas. The wreckage also damaged a car.
Kyiv City Council approved recommendations for the safe use of generators during power outages that were developed to help integrate the devices safely into the urban environment.
The shelter in Kyiv Okhmatdyt was painted by Israeli artists together with the hospital’s patients. The idea of the Window on the World project is to depict what you can see when you open the window of a bomb shelter. Children who are currently being treated in the hospital were involved in painting the shelter in the endocrinology department.
In Kyiv, Ukrinform presented the book “Port of Mariupol: History of an Outpost in Eastern Europe”. The publication tells the story of the courage of Mariupol port workers who helped civilians and the military, and the exploits of the city’s defenders. Every fourth Mariupol port worker was killed or went missing, and many port workers lost their homes and were injured. The book also covers historical facts about Mariupol, as well as little-known military and economic events.
Kyiv will not spend budget funds on New Year’s Eve locations. No mass celebrations will be held, but a Christmas tree will be set up on St Sophia Square at the expense of patrons.
Zhytomyr oblast
During the full-scale russian invasion in Zhytomyr community, the number of children with the status of internally displaced persons increased 10 times. As of 24 February 2022, 393 children were registered with the Department of Social Policy of Zhytomyr City Council, including 6 children with the status of a child with a disability. As of 1 November 2024, 3,888 IDP children were registered, of whom 21 had the status of a child with a disability.
A ground-based solar power plant with a total capacity of 150 kilowatts was built on the territory of Korosten Central City Hospital. The project was implemented with grant money in the amount of 100 thousand euros provided by Germany and Switzerland under the programme “Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine”.
The RMA reported that in 2024, 10,240 children from vulnerable categories in Zhytomyr oblast received health and recreation services. The organisation of rehabilitation and recreation for children during the war is one of the priorities of the Department of Social Protection.
Sumy oblast
During night and morning, russians carried out 3 shelling attacks on border areas and settlements in Sumy oblast, resulting in 4 explosions. The attacks targeted Khotin and Bilopillia communities.

Velyka Pysarivka community: an attack by FPV-drones (3 explosions), artillery shelling (12 explosions), dropping of explosives from UAVs (6 explosions).
Bilopillia community: russians dropped 11 mines on the territory of the community. There was also an attack by FPV-drones (3 explosions).
Krasnopillia community: the enemy struck by artillery (12 explosions), mortars (8 explosions), FPV-drone (1 explosion), dropped explosives from UAVs (12 explosions).
Khotin community: russians struck by artillery (6 explosions), mortars (8 explosions), FPV-drone (1 explosion).
Seredyna-Buda community: dropped explosives from UAVs (2 explosions).

Police in Sumy oblast the ‘White Angels’ evacuated a family from Yunakivka community. The family consists of a married couple, both 74 years old, and a 97-year-old mother who is unable to move independently. The family was unable to leave Yunakivka community on their own due to their condition and age.
Chernihiv oblast
During the day russian army attacked three border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, and Snovsk communities. The fire was conducted by FPV-drones, explosive devices dropping from UAVs, barrel artillery, and mortars.
Novhorod-Siverskyi community:
– 2 explosions (hits, probably by FPV-drones) in Hremiach area.
Semenivka community:
– 5 explosions (hits, probably by 120mm mortars) in Bleshnia area;
– 1 explosion (hits, probably by FPV-drones) in Kostobobriv village area;
– 2 explosions (hits, probably explosive devices dropped from UAVs) in Mykolaivka area;
– 2 explosions (hits, probably by artillery) towards Prohres village.
Snovsk community:
– 8 explosions (hits, probably by a 120mm mortar) in Hrinivka area;
– 2 explosions (hits, probably by a 120mm mortar) towards Huta Studenetska.
No casualties or injuries among the local population were reported as a result of the shelling.
The Ministry of Community and Territorial Development of Ukraine reported that in 2025, Latvia will expand support for projects aimed at the restoration of Chernihiv oblast. Assistance from Latvians will be aimed at the restoration of Chernihiv oblast, the development of transport connections and energy security.
Ripky Village Council informed that in Ripky, Chernihiv oblast, on 22 November, residents paid tribute to soldier Dmytro Kovalenko, who died on the front line. He was 37 years old.

Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reported that last night, the occupiers attacked Nikopol twice with kamikaze drones. During the day, the enemy launched two kamikaze drones in Nikopol region. They targeted one of the villages of the Marganets community.
A monument dedicated to the soldiers of the 25th Separate Airborne Sicheslavska Brigade was unveiled in Dnipropetrovs’k region — a pedestal with a BMD-1 combat vehicle. These are the vehicles used by Ukrainian paratroopers during combat missions.
Kirovohrad oblast
An action in support of prisoners of war and missing persons was organised in Kropyvnytskyi. It was called “Hope Lives”. The campaign has been organised every month since 2022. Parents, wives and children of the military take part in them.
Cherkasy oblast
Vitalii Hostiunin, a soldier who died in the war, was laid to rest in the Vilshanska community in Cherkasy oblast. The soldier was killed in the Donetsk oblast, he was 41 years old.

Zaporizhzhia oblast
According to the General Staff’s morning briefing, Ukrainian Defence Forces in Orikhiv axis repelled a russian assault near Kamianske.
Ivan Fedorov, Head of the RMA, reported that on 22 November, a 55-year-old man was killed and an 11-year-old boy injured during russian attacks on Zaporizhzhia and its surroundings. Also, 15 residential buildings were damaged by the shelling.
According to the RMA, on 22 November russian forces launched 433 strikes across 16 towns and villages in Zaporizhzhia oblast. These included 15 airstrikes targeting Zaporizhzhia, Tavriiske, Stepnohirsk, Lukianivske, Mala Tokmachka and Novopavlivka.
Mykolaiv oblast
Vitalii Kim, Head of the RMA, stated that on 23 November, at 1pm and 3:12pm, russian forces attacked Kutsurub community by FPV drones. There were no casualties or injuries reported.
Odesa oblast
According to the Ukrainian Navy, as of the morning of 23 November, 20 russian ships are on patrol in the Black Sea, 6 of which are armed with Kalibr cruise missiles.
Kherson oblast
According to the RMA, russian forces shelled Bilozirka, injuring a 51-year-old man inside a house. He sustained explosive and cranial injuries, a concussion and shrapnel wounds to the chest.
Oleksandr Prokudin, Head of the RMA, reported that on 22 November, russian troops attacked 17 settlements in Kherson oblast, damaging 9 private houses, a warehouse, a garage, a trolleybus and several vehicles. 5 people were injured.
According to the Centre for National Resistance (CNS), in the temporarily occupied territories of Kherson oblast, russian forces are increasing repressive measures against pro-Ukrainian children. In schools in Kakhovka and its surroundings, occupation authorities are holding “lessons” on the theme “We are responsible for our actions”. The purpose of these activities is to identify and intimidate students with pro-Ukrainian views.

Over 40 athletes from 6 oblasts of Ukraine gathered in Lviv oblast to take part in the All-Ukrainian tournament Unbreakable Shot. Among them are 23 war veterans, other participants are athletes with musculoskeletal disorders from Lviv Regional Center of Physical Culture and Sports for the Disabled Invasport.
Commemorative plaques in memory of three servicemen were opened in Zolochiv region. Volodymyr Prystupa was a senior soldier of the 46th Separate Rifle Battalion of the 24th Brigade named after King Danylo Halytskyi. He was killed in April 2023 near Bakhmut. Ihor Chornobay served as a gunner of a mountain assault platoon. The soldier was killed in December 2022 in Donetsk oblast. Ivan Trush was a border service inspector of the 1st category, a drones operator of the 2nd Department of Border Outpost Inspectors of the 1st Department of the Rapid Response Border Commandant’s Office. He was killed in July 2024 in Kharkiv oblast.
9 defenders of the Sheptytsky district were awarded state awards (posthumously). The IIIrd Degree For Courage Orders were handed over to relatives of Mykola Dranchak, Maksym Antoniv, Oleh Mudryi, Vasyl Kekish, Yaroslav Kotyk, Kostyantyn Vykhor, Valerii Shevtsov, Oleh Lenko and Vadym Sukhorukov.
Rivne oblast
The cycle of employment training for IDPs has ended in Rivne oblast. In total, 75 IDPs from Donetsk, Kharkiv and Luhansk oblasts, who live in Rivne oblast, were involved. The training consisted of several components. In addition to getting acquainted with labour market trends and opportunities for employment and starting one’s own business, psychological sessions aimed at overcoming barriers and finding inspiration for starting a new life were also planned. Also, one of the motivational aspects was trips to enterprises that can become a potential place of employment for training participants.
Ternopil oblast
In Ternopil, they plan to create a centre for the repatriation of bodies of fallen soldiers on the basis of one of the regional hospitals. The creation of a specialised centre for the repatriation of the bodies of dead servicemen in Ternopil was supported by the permanent commission of Ternopil Regional Council on health, family, maternity and childhood protection.
Khmelnytskyi oblast
Khmelnytskyi community is among the first selected for the Alliance of Integrity of Local Self-Government. The Alliance operates within the framework of the project Promoting Integrity in the Public Sector (Pro-Integrity)”, which is financed jointly by USAID and UK International Development. This is a large-scale anti-corruption project.
Chernivtsi oblast
Oleksandr Savchuk, Chief Sergeant of the Artillery Division’s Battery, was posthumously awarded the III degree For Courage Order. At one time he studied in Germany. The hero was killed on 8 September 2024 in the area of one of the settlements of Kursk region.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Bill Blair, Defense Minister of Canada, announced that the NASAMS air defence system from the country, promised last year, has arrived in Ukraine.
Japan and UNDP sent power equipment to Kharkiv and Odesa to meet the needs of critical infrastructure.
Jan Lipavskyi, Head of the Ministry of Foreign Affairs of the Czech Republic, announced that the country will deliver 500,000 shells to Ukraine by the end of the year.
Britain will allocate $9.5m for drones for Ukraine. The aid comes on top of the £120m announced by the Prime Minister last month for Ukraine’s Navy and Maritime Forces, which will go towards funding unmanned surface ships and maritime reconnaissance drones.
Lithuania will finance the production of Ukrainian long-range drones. As part of the long-term agreement, the first tranche of €10m has already been agreed. It will arrive soon. These funds will go to the production of Ukrainian long-range weapons.
