On 22 November, there were 118 combat clashes on the frontline. The greatest activity of the occupiers is observed towards Pokrovsk, Kurakhove and Vremivka. UKrainian defenders stop the enemy, hold the lines and destroy the occupiers’ plans.
A number of settlements in Sumy, Chernihiv and Kharkiv oblasts suffered from terrorist attacks. The enemy launched artillery attacks on Bleshnia, Oleksandriia, Tymofiivka, Turia, Obody, and Zhuravka.
According to available information, the enemy launched four airstrikes on Kursk oblast, dropping four CABs. Also in this area, Ukrainian soldiers repelled 19 enemy attacks.
Towards Kharkiv, the enemy twice stormed the positions of Ukrainian defenders near the settlement of Vovchansk.
Towards Kupiansk, the enemy tried to advance to Ukrainian positions near Zelenyi Hai. There is one battle there.
Towards Lyman, the aggressor increased the number of attacks to 12. There were battles near Hrekivka, Novoiehorivka, Makiivka, Torske and Terny. One battle is ongoing. Enemy bombers struck in the vicinity of Ivanivka.
Towards Siversk, the enemy carried out airstrikes with guided aerial bombs in the vicinity of Bilohorivka, Zakitne and Siversk.
Towards Kramatorsk, the invaders’ attack near Stupochky was repelled.
Towards Toretsk, the invaders attacked three times near Toretsk. Two attacks were repelled, and one battle is still ongoing.
The enemy’s high activity is currently maintained towards Pokrovsk. In the vicinity of Myroliubivka, Promin, Lysivka, Sukhyi Yar, Pustynka, Hryhorivka, Dachenske, Petrivka, and Pushkine, 29 clashes of varying intensity occurred. Five clashes are currently ongoing in the vicinity of Myroliubivka, Sukhyi Yar, Petrivka, and Pustynka.
The tense situation remained towards Kurakhove. Eleven assaults were repelled near Berestky, Sontsivka, Novodmytrivka, Kurakhivka, Katerynivka, Romanivka, and Antonivka, and ten more battles are currently underway.
Towards Vremivka, the aggressor is trying to attack the positions of Ukrainian defenders near Trudove, Konstantinopolske, Rozlyv, Rozdolne, Sukhi Yaly and Novodarivka. Fourteen attacks were repelled, nine are still ongoing. The enemy launched airstrikes with CABs in the vicinity of Velyka Novosilka and Novyi Komar.
Towards Kherson, Ukrainian defenders repelled three enemy assaults. Kozatske was hit by an airstrike.
In other areas, the enemy is launching airstrikes and conducting artillery shelling on the positions of Ukrainian troops and settlements.
Ukrainian troops are exhausting the enemy along the entire line of combat contact and in the rear.
IAEA Director General Rafael Grossi informs that as a result of russian occupiers’ shelling on the night of November 16 and the morning of November 17, 4 electrical substations that the IAEA recognized as important for the nuclear safety of Ukraine were damaged. The risks to Ukrainian nuclear power plants became apparent last weekend, when energy infrastructure across Ukraine was subjected to large-scale Russian strikes.
Kyiv City State Administration reports that during the full-scale invasion, more than 52 thousand children were born in Kyiv. Among the newborns – 26,840 boys and 25,374 girls.
Recent war events in the east of Ukraine
Kharkiv oblast
The General Staff of the Armed Forces of Ukraine reported that towards Kharkiv, the russian army stormed towards Vovchansk twice. Towards Kupiansk, the russian army tried to advance to Ukrainian positions near Zelenyi Hay. As of 16:00, one battle was underway there.
On 21 November, at 08:55, russians attacked the village of Kolisnykivka, Kupiansk region. There was enemy UAV shelling on the outskirts of the settlement.
Towards Kharkiv, the enemy stormed the positions of UKrainian units near Vovchansk and Starytsia ten times.
Towards Kupiansk, the aggressor carried out offensive actions near Petropavlivka, Kolisnykivka, Zahryzove and Lozova. Ukrainian defenders stopped 14 enemy attacks. Two more clashes are ongoing.
90 people were evacuated from Kupiansk and Borova directions in the past 24 hours.
North Korean soldiers fighting on the russian side have already been recorded in the Kharkiv direction of the front. Their number is not disclosed, said Nazarii Kishak, commander of the combined unit of the 153rd separate mechanized brigade. The appearance of North Korean soldiers in the Kharkiv direction was confirmed by Yevhen Romanov, spokesman for Kharkiv military grouping.
Yurii Fedorenko, commander of the Achilles battalion of the 92nd OShBr, reports that by November 1, the russian federation wanted to enter Kupiansk-Vuzlovyi, but the deadlines changed to the new year. As of November 21, the russian federation was able to partially establish itself in the settlement of Kruhliakivka, and expand slightly towards Kolisnykivka.
Mayor of the city, Ihor Terekhov, says that the full-scale russian invasion caused Kharkiv about 10 billion euros in losses.
In Blyzniuky, the local lyceum switched to a mixed format of education from November 5. According to the director, Marharyta Ivanenko, children study in a shelter, which was equipped with money won in the regional community development competition. The shelter has three rooms that can accommodate 60 people.
Donetsk oblast
At around 10:15, the occupiers attacked the residential sector of Kramatorsk with cluster munitions from the Tornado-S MLRS. A 41-year-old woman was killed as a result of the hits. Two men, aged 34 and 39, were injured and received shrapnel wounds to the back and legs. At least 7 civilian objects were damaged: 5 apartment and private buildings, 2 cars.

During the day, russian troops launched 2,132 strikes on the front line and residential areas, the police reported.
The strikes occurred in 7 settlements: the cities of Kostiantynivka, Lyman, Mykolaivka, Pokrovsk, Siversk, the villages of Malynivka, and Oleksandro-Kalinove.
36 civilian objects were damaged, including 22 residential buildings.
The occupiers shelled Siversk with artillery – a civilian was killed.
russia dropped two FAB-250 guided bombs on Kostiantynivka – 6 civilians were injured, 11 apartment buildings, a boiler room, an educational institution, a gas pipeline, and an electrical network were damaged.
In Oleksandro-Kalynovo, a person was injured and 11 private houses were damaged as a result of a FAB-250 bomb strike.
In Pokrovsk, an enemy drone damaged a garage and an outbuilding.
As a result of the shelling of Malynivka, an agricultural enterprise was damaged.
The Armed Forces of Ukraine repelled 79 attacks towards Pokrovsk and Kurakhove.

The Defense Forces continue to restrain the russian military towards Kurakhove. In the vicinity of Berestkiv, Sontsivka, Zori, Kurakhove, Dalne, Katerynivka and Antonivka, russian units tried to break through the lines occupied by the Defense Forces of Ukraine 31 times.
Towards Lyman, fighting continues for Terny. russian troops advanced on the outskirts, but cannot go further, the Ukrainian Defense Forces are holding back the invasion and defending their positions. The occupiers are advancing in assault groups and are not counting losses.
The regional prosecutor’s office reported that five Ukrainian prisoners of war were allegedly shot by the occupiers near Vuhledar. Law enforcement officers received information that on October 2, russian servicemen captured unarmed Ukrainian defenders during an assault. They killed one of them in a forest belt, and four were taken out to the road at the sight of automatic weapons, where they were also shot. The SBU has begun investigating a war crime.
Taras Semkiv, deputy head of the department for combating crimes committed in the context of armed conflict, of the Prosecutor General’s Office, reports that law enforcement officers have identified two Ukrainian prisoners of war who were shot by russians towards Pokrovsk on November 10, 2024 near the village of Novodmytrivka.
People’s Deputy Oleksii Honcharenko, says that Pokrovsk RMA is being evacuated to Kryvyi Rih rural community of Donetsk oblast.
All 173 boiler houses that were planned to be launched for heating apartment buildings and social facilities in Donetsk region, as of the evening of November 21, were put into operation.
Vadym Filashkin, Head of Donetsk RMA, says that in Donetsk oblast, a ban has been imposed on holding any educational events for all entities with any property handicap.
In the village of Novodmytrivka, Donetsk oblast, which is in Kostiantynivka community, gas supply has been restored. Currently, 22 families have gas in their homes again.
A bakery that was relocated from Pokrovsk has started operating in Sloviansk. Up to 4.5 thousand loaves of bread are baked here every day. Currently, nine people work at the factory, but according to the owner, they plan to expand the enterprise.
An air defense system was activated in Mariupol, the city council reported. As a result, the power supply in the area of Freedom Square disappeared.
The Center for National Resistance reports that in the temporarily occupied Donetsk region, russians are compiling lists of children with pro-Ukrainian views, some of whom are considered “extremists.” Those included in this list as “unreliable” are sent for examination or even psychiatric treatment.
Luhansk oblast
Artem Lysohor, Head of the RMA, says that the enemy is attacking in Luhansk oblast with overwhelming forces. Enemy aircraft carried out air strikes in the vicinity of Novoiehorivka. After a short pause, russians significantly increased the attacking pressure on the front line in Luhansk oblast. Yesterday they stormed near Tverdokhlibove, Novoiehorivka, Hrekivka and in Serebrianka forest. Ukrainian fighters are holding the defense there and inflicting losses on the occupiers.
Two residents remain in the combat zone in Luhansk oblast. These people do not want to leave, the military is trying to persuade them to evacuate.
The Internal Resilience Plan is being implemented in Luhansk oblast. Supporting the military is a priority for Luhansk oblast, with around UAH 700 million allocated this year. The military administrations of the region’s settlements are ready for de-occupation, have retained their human resources and are accumulating material reserves. The Human Capital and Heroes’ Policy plan items are being implemented: three rehabilitation centres for veterans have been opened, a network of medical facilities has been preserved, etc.
In Starobilsk, teachers ask parents in personal conversations whether they want their children to learn Ukrainian. It is clear that no one in the occupied territory is going to return these lessons to the school curriculum. Teachers have started to cooperate with the power bloc and are thus trying to identify ‘unreliable russians’.
In schools of the so-called ‘luhansk people’s republic’, students are being agitated to go to war. Few of those who were forcibly mobilised by the invaders in the occupied Luhansk oblast are returning home.
During the occupation, a notary from Lysychansk was working in Sievierskodonetsk, coming once or twice a week, until russians banned the extraterritorial principle of providing such services. In other words, having a registration in Siverskodonetsk, a person has recently been denied the right to apply to a notary in another settlement of the so-called ‘lpr’. A separate notary has been assigned, but the documents that were being processed in other cities where no one is working on them have not yet been transferred. The queue to see the notary is scheduled for the next four months until spring 2025. People have no choice but to wait.

Kyiv oblast
Czech Foreign Minister Jan Lipavsky arrived in Kyiv on a visit. According to him, he wants to find out how Ukrainians are dealing with the bombing, how Czech projects are working on the ground, and how best to direct international assistance in the coming months.
The Ministry of Internal Affairs of Ukraine reported that a new rehabilitation centre RECOVERY was opened in the capital on the basis of a medical institution of the Ministry of Internal Affairs. The centre will provide free rehabilitation services to military, police and rescuers who have been injured in the fighting. Almost 2,000 patients will be able to receive care here every year.
A social hostel for internally displaced people was opened in Fastiv region. Residents of Zaporizhzhia, Dnipropetrovs’k, Donetsk, Sumy and Kherson oblasts received keys to the furnished apartments in Dorohynka village of Tomashivska community. The project was implemented with the financial support of the United Nations High Commissioner for Refugees (UNHCR) and the ROKADA Charitable Foundation.
The Regional Military Administration reported that over 250,000 internally displaced persons are currently registered in Kyiv oblast.
The Regional State Emergency Service reported that joint exercises in high-rise residential buildings are underway in Kyiv oblast. Rescuers of Fastiv district conducted training in high-rise buildings of a residential complex, in conditions of increased risks caused by martial law. The exercise confirmed the readiness of the rescue services and the developer to ensure the safety of residents.
KCSA reported that Kyiv City Council has identified 47 more memorials and decorative elements to be removed from the city’s public space as part of decommunisation and de-russification. In particular, the star on the roof of a building on Khreshchatyk, the Komsomolskaya Alley memorial stone, two pedestals from the monument to Vladimir Lenin, and others are to be completely dismantled. 117 such objects or elements have already been removed from the public space of the capital.
The Ministry of Economy reported that the National Association for the Fight against Leukaemia, Lymphoma and Myeloma (AIL, Italy) allocated 160,000 euros for the haematology department of the National Cancer Institute in Kyiv.
Zhytomyr oblast
On 22 November, two russian Shahids were destroyed near Zhytomyr. The UAVs were detected and destroyed by mobile firing groups of the 7th separate battalion of the National Guard of Ukraine during combat duty. This was reported by the information and communications group of military unit 3047.
Vitalii Bunechko, Head of Zhytomyr Regional Military Administration, informed that the construction of fortifications on the Ukrainian-Belarusian border has been completed in Zhytomyr oblast. The process of transferring them to the military is currently underway.
The Regional Military Administration reported that all schools have already been provided with shelters. Their total number has increased 3.5 times since the start of the full-scale war.
More than 150 patients with strokes, physical injuries, musculoskeletal problems and combat wounds received free medical care in the rehabilitation department of Berdychiv City Hospital. The department was opened on 1 July 2024. Since its opening, several dozen servicemen from Zhytomyr, Dnipro, Zaporizhzhia and other oblasts have used the rehabilitation unit’s services.
Zhytomyr RMA held an online meeting with representatives of the American organisation August Mission on humanitarian cooperation. During the meeting, the humanitarian needs of Zhytomyr oblast and potential areas of cooperation, including support for internally displaced persons and war veterans, and training for rehabilitation and medical professionals, were discussed in detail and constructively.
Sumy oblast
Sumy RMA reported that on the morning of 22 November, Sumy was attacked by russian Shaheds. Four explosions were heard in the city between 5:09am and 5:48am. The russian military struck a residential neighbourhood of Sumy. Two people were killed, and 13 injured of varying degrees of severity. Necessary assistance is provided to people, emergency and rescue operations are carried out. 12 high-rise and 5 private residential buildings, a shop and 3 cars were damaged.
On 21 November, russians carried out 9 shelling of the border territories and settlements of Sumy oblast. 23 explosions were recorded. Khotin, Bilopillia, Krasnopillia, and Lebedyn communities came under fire.
Khotin community: the enemy fired mortars (8 explosions).
Bilopillia community: russians dropped 2 mines on the territory of the community.
Krasnopillia community: the enemy hit with mortars (10 explosions) and dropped a VOG from a UAV (2 explosions).
Lebedyn community: a rocket attack was carried out (1 explosion). As a result of rocket attack, four private houses, a non-residential premises, and the premises of an educational institution were damaged.
Volodymyr Artiukh, Head of Sumy RMA, informed that during the attack by Shaheds on the morning of 22 November in Sumy, the russian military used attack drones filled with shrapnel.
Chernihiv oblast
Chernihiv Border Detachment reported that during the day of 21 November, the army of the russian federation attacked one village in Snovsk community, which borders Chernihiv Oblast. The fire was fired by a mortar. 12 hits were recorded, probably by a 120mm mortar, towards Kliusy village.
Viacheskav Chaus, Head of Chernihiv RMA, informed that 144 energy-saving systems for Chernihiv Oblast were handed over by Evgeny Pyvovarov Charitable Fund and the international humanitarian organization Direct Relief. Such installations were handed over to hospitals, educational and social protection institutions of the region, centres of provision of administrative services and rescuers. Accumulators will allow institutions to work in the usual mode even in the event of blackouts.

Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reported that at night, the enemy attacked Nikopol with a kamikaze drone. During the day, on 22 November, the enemy attacked Nikopol region more than a dozen times. They used artillery and kamikaze drones. The occupants targeted the region centre, Marhanets, Myrove and Pokrovske communities. 9 country houses, 4 private houses, a non-residential building, 2 cars and power lines were damaged.
Vinnytsia oblast
An additional UAH 101 million has been allocated in Vinnytsia oblast to provide housing for 47 families of Defenders of Ukraine. The compensation is up to UAH 3.1 million per family.
Ten fallen defenders from Vinnytsia oblast were posthumously awarded the Orders for Courage of the second and third degrees. The awards were presented to the families of the fallen defenders.
Poltava oblast
A new screen has been installed in Poltava on the granite monument in honour of fallen soldiers located on the Memory Alley in Kotlyarevskyi Park. The new interactive board is equipped with an anti-vandal protection system. The screen will display information about the fallen defenders of Ukraine.
Cherkasy oblast
A veteran of the Armed Forces of Ukraine, Oleksandr Kononenko, was paid to tribute in Kaniv region. He died as a result of multiple injuries.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
On 21 November, the russian army launched 172 attacks on 10 settlements in Zaporizhzhia oblast. 68 drones of various modifications attacked Lobkove, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, Bilohiria, Malynivka, Olhivske, and Novodarivka. Seven MLRS attacks targeted Novodanylivka, Novoandriivka, and Mala Tokmachka. Additionally, 97 artillery strikes hit Lobkove, Huliaipole, Shcherbaky, Novoandriivka, Novodanylivka, Mala Tokmachka, Bilohiria, Malynivka, Olhivske, and Novodarivka. Four reports were received about the destruction of residential buildings and infrastructure facilities.
According to the South Operational Command, the enemy made 12 assaults over the past day, seven of which were towards Zaporizhzhia.
Mykolaiv oblast
A resident of Inhulets community was injured due to the explosion of an artillery shell. The man sustained hand injuries and is currently hospitalized. According to law enforcement, the 25-year-old stored an explosive device in his home, which he had found in a forest belt. At home, he attempted to dismantle the explosive to sell it as scrap metal. During the cutting process, the munition detonated. Specialists removed the fragments, and the part of the shell that did not detonate was safely destroyed in a controlled explosion.
Odesa oblast
As of 6 am, there were 28 enemy ships in the Black Sea, including six equipped with Kalibr cruise missiles with a total salvo of up to 23 missiles. There were two enemy ships in the Mediterranean Sea, one of which was equipped with Kalibr cruise missiles with a total volley capacity of up to 16 missiles.
Over the past day, one vessel passed through the Kerch Strait into the Black Sea in the interests of the russian federation, while two ships entered the Sea of Azov.
Changes were made to the “Unbreakable City” program of Odesa city. The city budget will allocate 30 million hryvnias to restore residential buildings damaged by russian attacks on the city. According to Mayor Hennadii Trukhanov, 192 residential buildings were damaged in the latest strikes on Odesa.
The III degree Order of Courage was awarded posthumously to the family of fallen guardsman Roman Dragush in Odesa oblast. Junior Sergeant Roman Drahush was killed in November 2023 in the combat zone when the russian army launched an artillery strike on the positions of Ukrainian soldiers.
Kherson oblast
It is reported that the enemy attacked a resident using a drone near Zelenivka village. The victim sustained a blast injury and leg wounds.
Around 10:00, russian forces attacked Korabelnyi district of Kherson. A 68-year-old man suffered a shoulder injury due to the enemy shelling.
A resident of Antonivka, who was injured in a russian drone attack the previous evening, was taken to the hospital. The victim was diagnosed with a blast injury and shrapnel wounds to the head and leg. Additionally, a man who had been injured two days earlier in a russian drone strike on Bilozirka also sought medical attention. The 65-year-old resident sustained a blast injury and a concussion after explosives were dropped from a UAV onto his vehicle.
On 21 November, the enemy attacked Tiahynka, Beryslav, Stanislav, Komyshany, Sadove, Antonivka, and Zelenivka. russian forces targeted residential areas, damaging one private house. The occupiers also damaged a gas pipeline, a utility structure, and a private car. One person was killed, and two others were injured due to russian aggression.
The South Operational Command reported 12 attempted enemy assaults over the past day, five of which occurred on the Prydniprovskyi front. Enemy losses over the past day amounted to 50 personnel, three motorcycles, one vehicle, and two bunkers.

The West Ukrainian Business Forum was held in Ivano-Frankivsk. The purpose of the event is to improve the business climate in the oblast, attract donors, promote energy independence of companies and support veterans.
Lviv oblast
Lviv RMA sent drones of various types, namely, a Valk-1 a Halka UAV, a Soika UAV and a Soika UAV, worth almost UAH 4.9m to the 45th Separate Artillery Brigade of the Armed Forces of Ukraine thanks to the regional program Safe Lviv Oblast.
A pilgrimage event to Mount Athos in Greece for 23 military personnel and veterans of the russian-Ukrainian war has started in Lviv. This is just the 1st phase of a larger initiative that aims to reach more veterans and military members in the future.
The photo exhibition My Pain Is My Strength was opened in Lviv oblast, which was dedicated to wives and mothers of fallen defenders of Ukraine. The exhibition is a continuation of the previous project Keep Living, in which 30 women from Lviv and other oblasts took part. Nadiia Marchenko, photo artist, was the author of the photos.

A commemorative sign Memorial Alley of Heroes of Yavoriv Community was opened in Yavoriv. The alley immortalised the memory of 129 community heroes.
Rivne oblast
A meeting of the Congress of local and regional authorities under the President of Ukraine took place in Rivne oblast. Over 120 participants joined the offline and online communication – representatives of ministries, the power bloc of Rivne oblast, departments, districts and communities, people’s and regional deputies. It was about the activities of the Centers of Vitality and the implementation of basic training measures for national resistance in the oblast. To date, about 2,000 residents of Rivne oblast have completed such classes.
Ternopil oblast
The GoGreen Ternopil: Creative Journey event took place in the Open Space Ternopil business space, which marked the start of the city’s first ecohub. The event took place within the framework of the Measures for Economic Growth UNDP program, which promotes green initiatives.
Khmelnytskyi oblast

Chernivtsi oblast
Ukrzaliznytsia appoints a 2nd pair of trains on the route Warsaw – Rava-Ruska – Lviv and adds a connection with Chernivtsi. A Ukrainian-made diesel train will run on the Rava-Ruska – Lviv – Chernivtsi route. So from now on, modern comfortable trains will be used here. Chernivtsi RMA, together with the Cabinet of Ministers of Ukraine, Ukrzaliznytsia and European partners, is actively working on the development of the Eurotrack – a railway connection that will connect Bukovyna, specifically, with other cities of the EU member states.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Jan Lipavskyi, Head of the Czech Ministry of Foreign Affairs, announced that by the end of 2024, Ukraine will receive 500,000 artillery pieces purchased at the initiative of the Czech Republic.
Antonio Tajani, Minister of Foreign Affairs of Italy, announced that the country invests EUR 200m in the reconstruction of the Ukrainian electricity grid, which was damaged as a result of russian attacks.
The 12th meeting of the Coalition of States (Core Group) on the establishment of a special tribunal on the crime of aggression against Ukraine was held in Riga. The coalition includes 41 states. The Core Group adopted a statement that confirmed the inevitability of punishing those guilty of aggression against Ukraine.

Particular attention is paid to the security situation in Ukraine against the backdrop of the intensification of massive russian missile strikes before the start of winter.
Developers of the Ukrainian video game S.T.A.L.K.E.R. 2 dedicated it to Ukrainian defenders. The following text appears in the credits of the game: “Through death and pain, war, fear and cruelty, Ukraine will pass and endure.
