Russian occupiers launched a missile attack on the civilian infrastructure of the city of Barvinkove, Kharkiv oblast, causing civilian casualties. In addition, the enemy launched over 20 MLRS attacks.
Ukraine is still under the threat of further russian air and missile strikes.
The enemy continued offensive operations towards Lyman, Bakhmut, Avdiivka, and Novopavlivka, suffering heavy losses in personnel and military equipment.

To replenish its casualties, the enemy continues its recruitment campaign among convicts. Over the past week, up to 1,000 mercenaries were recruited in the penitentiary institutions of Novosibirsk oblast (russia).
The Ukrainian Air Force launched 4 air strikes on the buildup of enemy and 1 air strike on a position of its anti-aircraft missile system.
At the same time, units of rocket troops and artillery of the Ukrainian Defense Forces struck 2 concentrations of enemy manpower.

Recent war events in the east of Ukraine
Kharkiv oblast
The enemy continued massive shelling of civilians in Vovchansk, Kupiansk, Dvorichna and other settlements of Chuhuiv, Kupiansk and Kharkiv districts. Mostly private residential buildings were shelled. Many houses were damaged and destroyed. Fires broke out.
According to the Kharkiv Regional Military Administration, in Vovchansk, a 51-year-old woman was injured. She received the necessary medical care on the spot.
According to Oleh Syniehubov, head of the Kharkiv Regional Military Administration, today at about 4:30 am the enemy shelled Barvinkove, Izium district. Two brothers aged 49 and 42 were killed as a result of a hit on a private house. Their father, aged 70, was wounded and hospitalized”.
Residents of Kharkiv region can join the ranks of the “Offensive Guard.” Eight new brigades will be created on the basis of the National Police, the National Guard and the State Border Guard Service. The main task of the brigades will be to storm and liberate the occupied regions. The brigades will be formed exclusively from volunteers who will undergo appropriate training and receive modern weapons.
Donetsk oblast
The day before, russians launched a missile attack on Kramatorsk, wounding 6 people and damaging 18 high-rise buildings, 2 medical facilities and a school. At night, Pokrovsk was shelled, probably from Uragan MLRS, damaging 7 houses and injuring no one. Russians killed 2 residents of Donetsk region and wounded 8 others.
According to the Prosecutor’s Office of Donetsk region, at night, the russian army shelled the town of Pokrovsk with Uragan rocket launchers, prohibited by international conventions. The shelling damaged more than 30 residential buildings, power lines and civilian cars.
Towards Volnovakha, Vuhledar and Novoukrainka came under constant fire, with no casualties.
Towards Donetsk, the night was rather calm: 2 attacks on Kurakhove, chaotic shelling of Avdiivka and sporadic attacks on Maryinka community were registered. No casualties were reported.
Towards Horlivka, 1 person was killed and 2 wounded in Bakhmut. A multi-storey building, a private house and a shop were damaged in the town. The situation remains tense in Soledar community: Paraskoviivka, Rozdolivka and Vasyukivka are under fire, with no casualties.
The search and rescue operation at the ruins of a house in Kramatorsk destroyed by russians the day before yesterday has been completed. The body of a dead woman was recovered from under the rubble.

Luhansk oblast
Putin has ordered his army to reach the administrative borders of Luhansk and Donetsk regions by March. Attacks in Luhansk region have already increased, and they are bringing in more reserves. A lot of manpower is concentrated in Schastia. Due to the constant shelling, they are still hiding their equipment.

The head of the police of Kyiv oblast Andrii Nebytov announced that 1,369 bodies of civilians killed by the occupiers have already been discovered in Kyiv oblast, 197 bodies of citizens remain unidentified, 300 people are currently considered missing. Law enforcement officers opened more than 10,000 criminal proceedings based on the fact that crimes were committed by russian military personnel on the territory of Kyiv oblast.

As reported in the regional military administration, 10 communities of the oblast received assistance.
The police of Kyiv oblast reported that the son of the American billionaire and philanthropist Howard Buffett sent 25,000 special mylar blankets and more than 4,000 lanterns to the law enforcement officers of Kyiv oblast. Special forces of the oblast, who perform combat tasks in the east of the country, as well as police officers who interact with citizens and, if necessary, will be able to provide emergency assistance, received foreign aid.
Zhytomyr oblast
Zhytomyr RMA reported that since the beginning of the full-scale war, the number of prepared shelters in Zhytomyr oblast has increased to 4,393. The state, regional authorities, together with local communities, philanthropists and international organizations allocated UAH 320 million for their arrangement. More than 60% of these funds were allocated to arrange 1,081 shelters in educational institutions of Zhytomyr oblast for safe learning conditions for children.
The head of Zhytomyr RMA Vitalii Bunechko announced that a meeting was held with the Ambassador Extraordinary and Plenipotentiary of France to Ukraine, Etienne de Ponsin, at which new humanitarian support projects for the oblast were discussed. He noted that since first weeks of the war, French benefactors and volunteers have been delivering humanitarian goods for residents of communities, displaced persons and military units.
Zhytomyr community received another ambulance from foreign partners. The vehicle was transferred to Zhytomyr Hospital No. 2 named after Pavlusenko. The ambulance will be used to transport patients for medical examinations outside the hospital. Representatives of the Humanitarian Hub “Zhytomyr” handed over an ambulance to the second city hospital.
Sumy oblast
The Sumy RMA reported that the enemy shelled 4 territorial communities of the oblast with mortars and small arms fire: Esman, Shalygine, Seredina-Buda, and Bilopillia. A total of 120 hits were recorded. 3 private houses and a power line were partially destroyed due to shelling.
The “North” OC reported that there was a mortar attack on the territory of the Esman community. 4 hits were recorded. Previously, there were no losses and destruction.
The Sumy RMA reported that a separate rifle battalion of the Armed Forces of Ukraine is being formed in Sumy oblast. Men and women from 18 to 60 years old are invited to the service – those who have a military specialty and those without relevant experience according to the list of positions of officers and sergeants. Training and education will be organized. The officers will receive a guaranteed decent salary and additional monetary rewards, social and medical protection, provision of all kinds of uniforms, etc.
Volunteers from Sumy have mastered new technologies for the industrial production of camouflage nets. Materials and everything necessary is purchased at the expense of benefactors. More than 35 km² of such nets have already been produced. They say that they are ready to share their experience with anyone who also helps the army.
The Sumy RMA reported that gas workers of Sumy oblast received energy equipment from international partners to restore gas distribution. The humanitarian cargo will help gas workers promptly repair critical infrastructure facilities after enemy shelling. Since the full-scale invasion began, “Sumygaz” specialists have been working intensively, in dangerous conditions. They have restored more than 300 objects on gas distribution networks, restored heating supply to 4,712 homes in Sumy oblast.
Another charitable foundation started cooperation with Trostianets community. Trostiatents City Council concluded a Memorandum of Cooperation with the BF “Posmishka UA”, founded in 2013 by volunteers from Zaporizhzhia. During the war, the foundation expanded its activities in various directions in many regions of Ukraine. Currently, “Posmishka UA” provides the first humanitarian aid to the people of Trostianets: heaters for families whose homes have been destroyed and for internally displaced people with disabilities.
Chernihiv oblast
The “North” OC reported that the enemy continues to shell the border of Chernihiv oblast with mortars. 46 mortar strikes were recorded in the area of Senkivka and Yanzhulivka settlements.
The Department of Emergency Situations in Chernihiv oblast reported that rescuers of the State Emergency Service, together with the elders of the Dnipro and Mnev communities, representatives of social and medical services, delivered essential products and medicines to the more vulnerable population groups of the flooded villages using the “Bohun” all-terrain vehicle. The medical worker conducted appropriate examinations of citizens. In addition, some residents received help to get to their relatives in neighboring villages.
One of most affected districts of Chernihiv is Bobrovytsia. Daily russian shelling caused a lot of grief here. Local residents are still rebuilding their damaged homes and trying to return to normal life. In order to at least slightly ease the consequences of the “russian world” for the locals, volunteers distribute food kits every week to those in need. Voluntary help brings the greatest joy to the little residents of Chernihiv. They look into the bags with interest, look for their favorite products and, without hiding their emotions, thank them for the goodies.
The Chernihiv RMA reported that the national “Offensive Guard” recruiting campaign started today, to forma eight additional brigades to strengthen Ukrainian forces during the upcoming offensive. The goal of the initiative is to attract highly motivated patriotic people to offensive brigades to expel the enemy from our land as soon as possible. First of all, those with combat experience are required. Volunteers can choose the unit in which they will serve by themselves. These people will undergo several months of special training.

Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
According to Head of the regional council Mykola Lukashuk, an air alert in Nikopol due to the threat of artillery fire lasted for over 12 hours. The russian occupiers fired from heavy artillery at Nikopol at night.
Specialists of the RGC Production plant in Dnipro have produced another batch of stoves by order of the Armed Forces of Ukraine. These are 200 sets of “front” stoves together with a fire pit poker, a shovel, and a smoke removal system with a pipe length of 4 meters.
Vinnytsia oblast
The Vinnytsia City Council reported that the Podilska community purchased a quadcopter, tools and a set of welding equipment for the military for 100,000 hryvnias collected in Kielce.The charity auction in Kielce, which helped collect funds, was held on the Independence Day of Ukraine.
About three tons of cargo were sent to Vinnytsia’s 120th Territorial Defense Brigade. It consists of 800 shovels, 300 axes and more than two dozen stoves.
Kirovohrad oblast
Yuliya Vovk, director of the city’s social policy department, informed about an Invincibility Centre in Kropyvnytskyi for children with disabilities operating on the basis of the rehabilitation center. Children and their parents will be able to stay there during the complete blackout of the city.

According to Head of the Cherkasy State Administration Ihor Taburets, another set of clothes and other necessary items were handed over to the Territorial defense soldiers from Cherkasy. A sewing company which supported our defenders relocated from Kherson oblast and had to start from scratch in Cherkasy oblast. “Common Goal” NGO sent an ambulance with the necessary medical equipment to one of the subdivisions in the East.

This night, as a result of a russian attack, a medical facility in Orikhiv was damaged. A direct hit destroyed another building of the local hospital. Enemy shells damaged a local school in Stepnohirsk.
At night, the enemy also attacked the village Tavriiske. Residential buildings, civil infrastructure, cars and agricultural machinery were damaged.

The occupiers shelled the civilian infrastructure in settlements of Huliaipole, Chervone, Kamianske, Orikhiv, Novodanylivka, Bilohiria, Novoandriivka, Olhivske, Mala Tokmachka, Huliaipilske, Charivne, Malynivka, Luhivske, Scherbaky, Plavni. The police received 13 reports about destruction of houses (apartments) and infrastructure facilities as a result of shelling by russian military personnel.
Recruitment for units of the assault brigade “Offensive Guard” has started in Zaporizhzhia. The brigade will consist of eight units subordinate to the National Police, the Border Guard Service and the National Guard of Ukraine. Professional soldiers and law enforcement officers, as well as volunteers, can join the “Offensive Guard”.
A car was blown up in the temporarily occupied Enerhodar. According to the mayor of the city, Dmytro Orlov, previously a former Ukrainian policeman, Ievhen Kuzmin, who collaborated with the occupiers, was killed.
Mykolaiv oblast
On February 2 at 1:10 p.m., the enemy shelled the settlement in Ochakiv community with anti-aircraft missiles. As a result of the attack, the residential building was damaged. There are no casualties. Yesterday, the enemy struck Kutsurub community with barrel artillery. There were no damages or injuries.
At night, the Defense Forces of Ukraine attacked the russian troops stationed on the Kinburn spit. The main firing point was destroyed. According to the head of the Joint Coordination Press Center of the Defense Forces “South” Nataliia Humeniuk, the russian army has the opportunity to bring weapons to the territory of the Kinburn peninsula using the land corridor. However, there is no permanent presence of russian military equipment on the Kinburn Spit. As soon as the enemy collects new forces, Ukrainian defenders track and destroy them.
Mykolaiv oblast is joining the formation of additional brigades of the National Guard, the National Police and the State Border Service, which are to strengthen Ukrainian forces during the upcoming offensive. As of February 3, the units have already begun to be formed. The basis of new brigades consists of officers and soldiers who have combat experience. New brigades will be staffed with volunteers.
Volunteers from the village Halytsynove make trench candles and deliver them to the front line. Three women started the business in October 2022, now there are ten people working. About two thousand candles were made in four months. Orders come both directly from the military and from other volunteers. Women are also sewing balaclavas and have started weaving camouflage nets.

Odesa oblast
The South Operational Command reports that the enemy is maneuvering in the Black Sea. The ship group is currently reduced to 7 units. Missile carriers and amphibious ships entered the base points. There is 1 ship in the Sea of Azov covering the surface situation.
Kherson oblast
The russian army shelled Kherson on the night of February 3. It hit the Epicenter shopping center, and a fire broke out there. Almost half of the building burned down. The projectile hit the department with pyrotechnic products, so the burning was accompanied by explosions and fireworks. In addition, the enemy began repeated shelling. 8 units of equipment and racks with building materials adjacent to the building with a total area of 600 square meters were saved from the fire. 39 rescuers and 9 units of equipment are working at the scene.
Yesterday, the russian occupiers attacked peaceful settlements in Kherson oblast 65 times. The russian army attacked Kherson 13 times. Enemy shells hit the shipyard, school and residential buildings. As a result of enemy attacks, 2 people were killed, and 9 residents of the region received injuries of varying degrees of severity. Among the injured is a 5-year-old boy.
The police opened 55 criminal proceedings on the facts of war crimes committed by the russian invaders in Kherson oblast. Several reports about the theft by representatives of the aggressor country of cars and trucks, as well as hunting weapons, from the local population were received from residents of Beryslav region. There are reports from the temporarily occupied Oleshky community that the russian military is taking cars from the local population.
Kherson RMA reports that 40 pharmacies have resumed work in the liberated Kherson oblast. 21 pharmacies work in Kherson and 19 in populated areas of the region.
As of February 3, 99% of Ukrposhta branches resumed their work in the de-occupied part of Kherson oblast. In February, three stationary branches were opened in Kherson, Visokopillia and Novoraisk, as well as two mobile ones serving the Velyka Oleksandrivka and Kherson regions.

Volyn communities received 35 Starlink satellite communication systems for Invincibility Centers. The equipment was obtained thanks to cooperation of the Ministry of Digital Transformation of Ukraine with the Government of Poland.
IDPs living in Volyn and residents of communities of the oblast affected by the war in Ukraine can receive free legal advice. They are provided by the Volyn Institute of Law as part of the project Multisectoral Response to the Humanitarian Crisis in Ukraine, implemented in partnership with the Danish Refugee Council (DRC).
Zakarpattia oblast
Communal institutions of the Regional Council of the Social Sphere received a multi-functional bed, rehabilitation equipment, food, hygiene products, etc from Czech benefactors from Vysochyna region which were sent to the Vynogradivsk geriatric boarding house.
About 6.5K local people and IDPs received aid at the medical center of the Red Cross Society of Ukraine in Uzhhorod. The center was opened half a year ago with the assistance of international partners.
Ivano-Frankivsk oblast
The RMA reported that 6 units of multi-channel fast charging Bandera Power were transferred to increase the combat readiness of soldiers. It will provide power to defenders’ means of communication, including phones, tablets, laptops, walkie-talkies, thermal imagers, Starlink terminals and other electronic devices. In addition, the soldiers received a quadcopter and a Pulsar Axion 2 lrf xg35 thermal imager.
The city council reported that 49 children of fallen defenders went on an educational trip to the Hungarian city of Debrecen. This is the second excursion trip to Hungary.
Lviv oblast
In the RMA, a meeting with representatives of UNICEF in Ukraine was held. The parties outlined the priorities to work on childhood protection for the near future.
The Lviv IT Cluster sent a VR simulator for the Zahid Air Force Base, which teaches how to operate the Igla-1 MANPADS and acquire skills to shoot down missiles. In addition, air defense forces were provided with a batch of tablets, computers, monitors, and televisions within the scope of the SKY project.
Near Drohobych, the Caritas CF is building a hospital for vulnerable categories of IDPs. On the first floor, medical and social care is already provided to 15 seriously ill and injured persons. On the second floor, patients of moderate severity will soon be accommodated. The third floor will be for those who can serve themselves.
The RMA reported that fire and rescue units are being formed in Mostysk community to provide local and voluntary fire protection. Equipment for volunteers, namely, jackets, pants, shoes, gloves, helmets and fire hoses, was sent from the company Landkreis Stade from Germany.
100 children from the Boryslaw community are on a two-week winter vacation in Gdansk (Poland) from January 28. These are mostly children of soldiers from privileged families. The trip was organized as part of the ECARO/PCA20225620 project funded by UNICEF.
An intensive applied course on pre-medical care was held at the Center for Social Support of Orphans and Children Deprived of Parental Care and IDPs. It was attended by employees of the institution, and conducted by instructors of the volunteer rescue organization MotoHelp and the Right to Defense CF within the ACCESS consortium project.
Last year, specialists of the Lviv Center specialized in providing services to combatants provided over 22K different services to defenders of Ukraine and members of their families. About 45 tonnes of humanitarian cargo for soldiers on the front lines were collected here, 9 training sessions in tactical medicine and first aid were held, and a lot of events were organized, specifically for the children of soldiers.
Rivne oblast
In the RMA a meeting with the Head of the board of NJSC Naftogaz Oleksii Chernyshov was held. They discussed the development of alternative energy in the territory of Rivne oblast.
In the RMA a briefing on formation of 8 additional brigades of the National Guard, the National Police and the State Border Service was held.
The RMA reported that in Kostopol, bread therapy was organized for displaced children. They painted their feelings on flour, made a braid of faith, love and hope, formed a ball of happiness and decorated it with wishes (a symbolic poppy seed).
Ternopil oblast
Deputy commander of the unit of the Armed Forces of Ukraine, Yevhen Stepanov, reported that in Ternopil oblast a unique command post machine was created for the military, which will help destroy the enemy. This machine is an advanced form of troop management, which allows online control of artillery damage, troop movement, and changes in circumstances on the battlefield. There are similar foreign machines, but this one is more adapted to the conduct of hostilities.
Khmelnytskyi oblast
A mobile bath and laundry complex was built for defenders from Khmelnytskyi. The car is equipped with modern equipment, an electric generator, a water heating system and a submersible pump for supplying water from any reservoir. The pump can also be used to pump water from dugouts and trenches.
