The russian federation continues to focus its efforts on offensive operations towards Kupiansk, Lyman, Bakhmut, Avdiivka, and Shakhtarske. No changes in the structure and position of russian troops were detected.
To establish the exact position of Ukrainian units and adjust the artillery fire, the russian army is actively conducting aerial reconnaissance. As a result, russian military is losing equipment, the Ukrainian Defence Forces destroyed russian Merlin and Zala UAVs.
Russian soldiers launched 9 missile attacks, one of them caused damage to the civilian administrative building in Dvorichna, Kharkiv oblast, and conducted 28 air strikes. Moreover, russian troops launched over 40 MLRS attacks. As a result, civilian facilities in the towns of Beryslav, Zelenivka, and Bilozerka, Kherson oblast, were affected.
The attacks caused casualties among the civilian population.

Towards Kupiansk and Lyman, the russian army conducted several unsuccessful offensives in the vicinities of Stelmakhivka, Bilohorivka, Serebrianske Foresty, and Fedorivka. The russian army fired from artillery at the vicinities of settlements of Hrianykivka, Berestove, Kharkiv oblast; Chervonopopivka, Nevske, Dibrova, Bilohorivka, Luhansk oblast; Hryhorivka, Spirne, Berestove, Rozdolivka, and Fedorivka, Donetsk oblast. The enemy launched airstrikes near Hryanikivka, Kotliarivka, Krokhmalne in Kharkiv oblast, Serebrianske Foresty, Bilohorivka, Luhansk oblast, and Sakko i Vantsetti, Donetsk oblast.
Towards Bakhmut, the russian army keeps attacking the positions of Ukrainian troops near Ivanivske, Dyliivka, and Bakhmut. 13 settlements came under fire, including Vasiukivka, Zaliznianske, Berkhivka, Dubovo-Vasylivka, Bakhmut, Ivanivske, Klischiivka, Kurdyumivka, Ozaryanivka, and Druzhba, Donetsk oblast. Russian troops launched an airstrike with army aircraft in the vicinity of VasIukivka.
Towards Avdiivka and Shakhtarske, the russian army launched an unsuccessful offensive near Kamianka, Vodiane, Marinka, Pobjeda, and Novomykhailivka. Vicinities of about 15 settlements were shelled with artillery. Among them are Novobakhmutivka, Avdiivka, Vodiane, Vesele, Krasnohorivka, Heorhiivka, Marinka , Neskuchne, Vuhledar, Zolota Nyva, and Velyka Novosilka.
Towards Zaporizhzhia, the russian army shelled the vicinities of 20x settlements. They include Vremivka, Novopi, Donetsk oblast; Malynivka, Hulyaipole, Bilohirya, Mala Tokmachka, Novoandriivka, Mali Scherbaky, Zaporizhzhia oblast, Vyschetarasivka, Dobra Nadiya, and Marhanets, Dnipropetrovsk oblast.
Towards Kherson, the russian artillery fire hit Kachkarivka, Kozatske, Lvove, Ivanivka, Mykilske, Molodizhne, Zelenivka, Antonivka, Bilozerka, and Dniprovske, Kherson oblast, among others. In total, the vicinity of 25 settlements were struck by the enemy.
The russian army continues to suffer losses. Thus, 6 ambulances with wounded russian servicemen arrived at a trauma center in Donetsk on the night of February 21-22.
Children from all over the city of Melitopol, Zaporizhzhia oblast, are supposedly going to take the “voluntary” oath of “Young Army soldiers” in a local school. The school is also planned to be used as a base to form the so-called “All-Russian Rescue Corps”.
Having caused a humanitarian crisis in the occupied Mariupol, russian troops are persuading the locals to take part in fortification of positions around the city in exchange for food rations. No remuneration for this labor is defined. Most people receive food packages only.
Ukrainian Air Forces launched 14 air strikes on the buildups of russian troops and military equipment, and 4 air strikes on the positions of anti-aircraft missile systems. In the meantime, Ukrainian missile and artillery troops attacked 3 concentrations of russian troops and 1 critical military target.
According to the Minister of Foreign Affairs of Ukraine Dmytro Kuleba, the resolution for creating the special tribunal was approved in June 2023. It will specify all aspects of russia accountability for the crimes committed. Only one provision will discuss the tribunal and how russia should be held accountable for its crime of aggression. The work on it is still underway.
Oleksii Hromov, brigadier, deputy head of the Chief operational command, General Staff of Ukraine reported that russia launched almost 5K missiles and 3.5K airstrikes since the large-scale aggression began.
Recent war events in the east of Ukraine
According to the General Staff of the Armed Forces of Ukraine, the invaders shelled more than 20 settlements.
A russian Defense Ministry plane crashed into a hay barn in Belgorod region, bordering Kharkiv. The pilot died.
Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that the enemy continues to shell civilians in Kupiansk. Two women were injured as a result of the morning shelling. Currently, medics are providing necessary assistance.
The invaders also attacked Kupiansk region, preliminary with an S-300 missile today. The administrative building was hit. A man, who was near the building, was injured. At least two people are currently trapped under the rubble. All rescue services are working on the site.
Kupiansk Regional Military Administration, Andrii Kanashevych, said that as of 4:35 pm, two people trapped in the rubble after a russian strike on Kupiansk district could not be rescued. According to him, the work was temporarily suspended because russia launched another missile strike at about 2 pm.
Press service of the Regional Department of the State Emergency Service informed that russian troops targeted rescuers in Kharkiv oblast, no one was injured.
Head of Zolochiv community, Viktor Kovalenko, noted that russian troops shelled Tymofiivka and Vidrodzhenivske. There were no injuries as a result of the morning shelling. However, he added that power lines and residential buildings were heavily damaged as a result of shelling of Morozova Dolyna and Lemishchyne villages of Zolochiv community: the invaders attacked with artillery.
Yesterday at about 10:30 am, the enemy attacked industrial facilities in Kyiv district with 4 S-300 missiles. Two civilians were lightly injured.
Yesterday, the enemy shelled at least 18 settlements in Chuhuiv, Izium, Kharkiv and Kupiansk districts.
In Podoly village of Kupiansk region, a 40-year-old man was injured as a result of shelling. He was hospitalized in moderate condition.
In Vovchansk 6 residential buildings and 2 educational institutions were damaged as a result of massive shelling. In Nesterne village of Vovchansk community, a farm building was damaged.
As a result of shelling in Cherneshchena village of Izium region, a private residential building was destroyed and power lines damaged.
Mine clearance is ongoing. Yesterday, pyrotechnics of the State Emergency Service defused 137 explosive ordnance. However, the mine danger in the de-occupied territories remains high. Yesterday in Izium, a 55-year-old forestry worker stepped on a Petal mine and sustained an explosive injury.
According to the General Staff of the Armed Forces of Ukraine, after the failure of the russian army’s offensive on Vuhledar, russian soldiers of the so-called volunteer Cossack detachment refused to participate in further attacks.
Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, reported at a briefing that since the beginning of the full-scale invasion, more than 86K buildings have been damaged or destroyed in Donetsk oblast. About seven hundred educational institutions were destroyed, including more than 50 that were completely destroyed beyond repair.
Chasiv Yar and Krasnohorivka were under artillery attack. Two buildings were damaged in Chasiv Yar. Other shells hit the industrial area. In Krasnohorivka, a 5-storey building was hit directly, but the last resident of this building evacuated two days ago.
Towards Volnovakha, russians launched 3 missile attacks at night on Bahatyr of Velyka Novosilka community, destroying a building.
Towards Donetsk, there were 3 attacks on Kurakhove and 1 attack on Kurakhivka – private sector was damaged. There were no casualties. In the morning, russians shelled Avdiivka twice with artillery and twice with Grad multiple rocket launchers, buildings were damaged, there was one injured.
Towards Horlivka, 2 private buildings in Kostiantynivka community, an apartment building in Kostiantynivka and an enterprise building in Ivanopillia were damaged. In Soledar community, 3 buildings in Fedorivka and 2 in Vasiukivka were damaged.
Towards Lysychansk, russians killed 1 person and injured 1 in Yampil of Lyman community this morning, damaging 6 buildings. Another 2 buildings were damaged in Torske. In Pereizne of Zvanivka community, buildings on three streets were damaged. It was loud in Siversk community.
Head of the Donetsk REgional Military Administration, Pavlo Kyrylenko, informed that yesterday russians injured 2 civilians in Bakhmut and Lastochkyne.
Yesterday, our troops repelled enemy attacks towards Kupiansk and Lyman near Bilohorivka, Kreminna and Stelmakhivka. The enemy also shelled Bilohorivka, Chervonopopivka, Dibrova, Kreminna, Kuzmyne and Nevske with artillery.
Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that there is relative silence on the frontline as the invaders suffered significant losses in personnel and equipment after the last offensive. Russians consider Kreminna direction to be the key one, so they are deploying even professional soldiers there. The mood of the collaborators in Luhansk oblast is demoralised. In Luhansk, equipment is being taken away from schools by trucks.
Head of the Sievierodonetsk Civil-Military Administration, Oleksandr Striuk, stated that the humanitarian situation remains difficult. Citizens have spent the winter in apartment buildings without heating, most areas have no electricity and water. There are issues with medical care for the civilian population.
Referring to the Luhansk Regional Military Administration, the occupation authorities in Luhansk are working remotely. The invaders canceled mass events in the city.
On the night of February 22, a man tripped a mine and blew up on a russian mine near the liberated Nevske. He was hospitalized in Kharkiv oblast.
What is happening now in the north of Ukraine
Spokesman of the Air Force of the Armed Forces of Ukraine Yuriy Ignat announced that during an air alert in Kyiv oblast, the air defense forces of Ukraine shot down a russian reconnaissance unmanned aerial vehicle.
The grouping of forces and means of defense of Kyiv conducts training on the preparation and conduct of a defensive operation in the conditions of an enemy attack on the capital. Currently, one of the stages of this training is being conducted in the city, the deployment and equipment of the block post and the platoon base point, the occupation of combat positions by the personnel. The training is aimed at improving the group management system, organizing effective interaction with executive authorities, building up the system of engineering equipment and air defense.
Prime Minister of Spain Pedro Sanchez arrived in Kyiv. This is his second visit to Ukraine since the full-scale invasion of the russian federation. The foreign delegation honored the memory of the dead Ukrainians in Bucha and inspected the residential complex in Irpin damaged by the russian troops. A meeting between the Spanish Prime Minister and President Volodymyr Zelensky and a joint press conference is expected.

The police documented another war crime of the russian army in Baranivka community. They found the fragments of a russian missile that fell during one of the missile attacks there. Specialists of the State Emergency Service safely destroyed the enemy ammunition. After its detonation, the hole in the soil was 7 m deep and 15 m in diameter.
Zhytomyr Mayor Serhii Sukhomlin announced that the city will conclude an agreement on solidarity partnership with the German city of Dortmund. The contract will be signed today at a Skype meeting with Dortmund. Last year Zhytomyr’s twin cities became Polish Gdynia and Pardubice, as well as Portuguese Villa Nova de Famalican.
A meeting with the families of missing persons will be held in the city of Ovruch on February 25 with the adviser of the commissioner for persons missing under special circumstances. Expensive equipment in the amount of over half a million hryvnias was received by the Malin community from the Latvian sister city of Bausk. The mayor Oleksandr Sitailo reported that the electric diesel generator will be installed at one of the critical infrastructure facilities for uninterrupted operation of the sewage pumping station, and two solid fuel boilers will be installed at educational institutions.
The Sumy RMA reported that the enemy shelled 6 territorial communities of the oblast – Esman, Bilopillia, Yunakivka, Krasnopillia, Nova Sloboda and Khotyn. In total, 80 mortar explosions and 8 artillery explosions were recorded. At night, 31 artillery strikes were recorded on the territory of the Esman community.
As a result of the mortar shelling of the village of Sopych of Esman community, the administration building of the enterprise and two houses of civilians were damaged, as well as four houses in the village of Ryzhivka of Bilopillia community.
The driver and passenger of the Gazelle car became victims of shelling in Khotyn community. Near the village of Vodolahy, the russian military fired an anti-tank guided missile at a civilian car carrying bread. The victims were rendered medical assistance, one of them is hospitalized.
The rescuers of the Interregional Rapid Response Center from the city of Romny have returned from Turkey, where they were eliminating the consequences of the earthquake as part of the unified detachment of the State Emergency Service. 87 people, 18 pieces of equipment and 10 dogs were sent from Ukraine to help with the earthquake consequences relief. Ukrainian rescuers searched for people under the rubble and provided first aid.
The Okhtyrka city council reported that a free IT school was opened in the shelter of one of the educational institutions of the city. At the first stage, the program was created for students of the 9th, 10th, and 11th grades. The courses will be conducted by experienced teachers who will teach the basics of photoshop, video editing and website development. All necessary equipment for classes is available.
The “North” OC reported that the occupiers continue to shell the border settlements of Chernihiv oblast. 9 mortar strikes were recorded in the area of Yeline settlement, 17 mortar strikes in Mikhalchyna Sloboda area, 3 mortar strikes in Leonivka area. The russian invaders are preparing possible provocations for the anniversary of their full-scale offensive to accuse the Ukrainian defenders of violating territorial integrity. As reported in the “North” Operational Command, intelligence detected a convoy of russian military equipment near the border with the Chernihiv oblast. The equipment moved without identification marks, and the manpower was dressed in a pixel, similar to the uniform of the Armed Forces of Ukraine.
The International Medical Corps (IMC) invested 850,000 dollars in measures to restore the infectious disease department of the Chernihiv Central District Hospital, as well as operating and neurological departments. As reported in the Chernihiv RMA, UAH 66 million was spent last year on repair work in the central hospital, where almost all departments were damaged due to hostilities, from various funding sources.

According to the head of the regional council Mykola Lukashuk, enemy shelling did not stop in Nikopol region all day long. The occupiers struck Marhanets and Chervonohryhorivka TCs of the Nikopol region with heavy artillery. About six attacks were recorded.
According to the director of the health care and rehabilitation department of Vinnytsia RMA Olha Zadorozhna, 6 medical volunteers from Vinnytsia oblast have been working for a month in the newly reclaimed Kherson region.
The workers of the utility company “Vinnytsiamiskteploenergo” make potbelly stoves for military personnel during their work breaks. Fifty stoves have already been sent to the front. Secondary raw materials, such as old pipes from heating networks, are used for production.
Oleksandria received 30 generators with a capacity of 4 kilowatts from the Polish sister city of Yarochyn. The people of Oleksandria have been cooperating with the settlement for almost 20 years. Energy-generating equipment will be distributed among educational and health care institutions.
Dmytro Lunin, head of Poltava RMA, reported that Poltava oblast continues to help internally displaced persons. Another batch of humanitarian aid from UNICEF and the International Committee of the Red Cross was handed over. These are basic household items and clothing.
Kremenchuk City Children’s Hospital received humanitarian aid from one of the largest US Charitable Funds, “Help heroes of Ukraine”. According to the representatives of this fund in the central region, ex-deputy of the city council, volunteer Dmytro Kavunnyk, and volunteer Kostyantyn Ruban, the cargo included many surgical kits and auxiliary equipment.

The Ukrainian Armed Forces conducted a precise strike on a russian ammunition depot near one of the temporarily occupied settlements in Zaporizhzhia. The information from local guerrillas helped find out the deployment of the depot and adjusted the strike.
According to the report of the National Security Service in Zaporizhzhia oblast, the occupiers shelled civilian infrastructure in the area of the settlements of Huliaipole, Shevchenko, Charivne, Huliaipilske, Chervone, Novoandriivka, Novodanylivka, Olhivske, Mala Tokmachka, Bilohiria, Malynivka, Mali Scherbaky, Kamianske.
The russian occupiers use the local infrastructure in the temporarily occupied part of Zaporizhzhia region for their own purposes, notably for their own enrichment. For example, at one of the service stations in the city of Tokmak, the invaders not only service their military equipment, but also disassemble cars stolen from the local population into spare parts for further sale.

The volunteer headquarters of the NGO “Chervona Kalyna Pivdenu” has united many concerned southern Ukrainians. The Petryshyn family from Mykolaiv turned their home into a humanitarian and logistics hub. They weave camouflage nets in their room, melt wax and paraffin for trench candles in the kitchen, and their car is used as a truck. Everything produced in the makeshift volunteer headquarters is either sent immediately to the soldiers’ positions or taken to larger volunteer hubs.
Residents of the Krasnosilsk community in Odesa oblast sent 33 boxes of aid to Bakhmut in the form of sweets, cookies, tea, socks, stew, and other items for the military at the front line. They also included medicinal raspberry and currant jam to keep the guys healthy.
There is a barbershop in Odesa where our defenders can get a haircut and shave for free. This rule has been in place almost since the beginning of the full-scale invasion. The most popular barbershop services are short hairstyles, beard trimming and shaving. But often soldiers ask for a Cossack mustache. Several hundred soldiers have already been groomed free of charge at the barbershop. As a token of gratitude, the defenders leave their chevrons here or bring various “war souvenirs”.
To prevent the enemy from dominating our maritime spaces, the border guards are constantly improving their skills. They train in shooting at different distances and with different types of weapons. During the training, the ship and boat crew of the Sea Guard of the State Border Guard Service of Ukraine fired at air and surface targets, as well as at simulated groups of saboteurs. The soldiers used both small arms and artillery to hit the targets.

The next aid the volunteers plan to send to the Ukrainian Defense Forces will be an ambulance. It will be equipped with everything needed to transport the wounded and provide first aid
According to the Kherson Regional Military Administration, the russian occupiers fired 71 times at Kherson region. They attacked with various weapons, MLRS, mortars, artillery, tanks and UAVs. The enemy shelled Kherson twice. Enemy shells hit residential buildings. Yesterday, 2 residents of Kherson region were killed by Russian occupiers.
According to Serhiy Khlan, advisor to the head of the Kherson Regional Military Administration, russians are preparing provocations in Kherson region. Russian military units have been deployed in Kakhovka and Nova Kakhovka. The towns are closed for entry and exit.

Thanks to the cooperation of the USAID Project Hoverla and the city council, an educational space has opened in Horokhov, where the residents of the community will study, work and develop. The Project provided the hub with equipment, and the city council with premises.

The Uzhhorod city council discussed how to form the unified assault brigade of the National Police Liut. Representatives of the city council, the executive committee of the city council, the Uzhhorod district administration of the National Security Service in Zakarpattia oblast and the Uzhhorod district police administration took part in the discussion.

In the Dubno region, a street was renamed in honor of the fallen special forces officer of the Corps of Operational-Sudden Action. Therefore, Rivnenska Street in the village of Zelenyi Hai is now named in honor of Ihor Markov.

Such equipment will ensure the operation of the traffic light for up to 6 hours in a row in the event of a blackout. Currently, the power supply unit will be tested at night.
A humanitarian cargo, namely generators, medicines, sleeping bags, stoves and gas cylinders, food etc, was delivered to the humanitarian hub at the Khmelnytskyi RMA from the Kuyavian-Pomeranian Voivodeship.
The RMA reported that the Coordinating Council on IDPs has formed 4 permanent working groups. They will deal with solving the issues of IDPs, namely protection, housing, food, health care, social and psychological help, education, culture, educational activities, child protection, etc.
The Chereshsky psychoneurological boarding house received a charity cargo, blankets, pillows, lanterns and a loudspeaker, from the CF Right to Defense within the project “Protection and legal assistance of IDPs and persons affected by the conflict in the east of Ukraine”.
The Chernivtsi geriatric boarding house received humanitarian cargo, folding beds, pillows, blankets, loudspeakers, etc, from the NGO Right to Protection.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Prime Minister of the Czech Republic, Petr Fiala, stated that over the past year, the country has sent hundreds of pieces of heavy military equipment to Ukraine, including 89 tanks, and will continue to support Ukraine.
The Ministry of Defense of Finland reported that the country, as part of the 13th package of military aid, will send three Leopard 2 tanks to Ukraine. Finland will also provide training on their use and maintenance.
President of Poland Anjei Duda said that Polish Leopard 2 tanks are ready to be sent to Ukraine.
Volodymyr Zelensky held the first conversation in the history of bilateral relations with President of Uganda Yoweri Museveni. They discussed the potential for development of bilateral relations.
Volodymyr Zelensky talked to Prime Minister of the United Kingdom Rishi Sunak. They discussed implementation of the agreements reached during the visit of the President of Ukraine to London.
Prime Minister of Spain Pedro Sanchez arrived in Kyiv. Sanchez will visit Bucha and Irpin, as well as meet with President Zelensky. “We will be with Ukraine and its people until peace returns to Europe,” he wrote on Twitter.
The Minister of Defense of Great Britain announced that the country is ready to provide Ukraine with more tanks than promised.
Boris Johnson stated that the US and Great Britain should transfer F-16 fighter jets to Ukraine. He is convinced that the security of the West depends on Ukraine’s victory in the war against russia, therefore it is important to increase and accelerate military aid to the Armed Forces of Ukraine.
The International Federation of Journalists suspended the membership of the main journalist trade union of russia after creation of a branch in the temporarily occupied oblasts of Ukraine. Recently, the journalist unions of Finland, Norway, Denmark and Iceland announced that they will withdraw from the IFJ as a sign of protest against its “corrupt activities”, including the IFJ’s permission to keep journalists of the russian state media in the organization.
