The changes aim to ensure stable and predictable financial support for the families of fallen defenders, taking into account the increased defense expenditures caused by Russia’s full-scale aggression.

The new rules will apply to cases of death officially recorded in a death certificate starting from September 1, 2025. For families of the fallen whose deaths were certified before this date, the procedure and terms of payments remain unchanged.

The total amount of one-time financial assistance remains 15 million UAH. An immediate payment of one-fifth of this sum (3 million UAH) will be made. The remaining 12 million UAH will be paid in installments over 80 months according to a fixed schedule. Forced measures, which had not stopped before, will begin on October 1 and continue until the end of the year. With the decree of the local gauleiter, they will gain official status. Men born in 2007 and older will be subject to conscription — meaning starting at age 18.

In hospitals across occupied Luhansk region, the invaders plan to involve school graduates — specifically, former students of specialized medical classes. They are trying to address the shortage of doctors this way. However, this will hardly affect the overall trend of a staffing catastrophe, only the quality of services provided, which is already extremely low. For example, this year, across the entire so-called “LNR,” only 11 medical classes were formed, compared to 95 Cossack-oriented ones. After graduation, boys and girls from these classes will have the qualification of junior medical staff.
