It has been the 973rd day of the Ukrainian resistance to the russian military aggression. 

 

What happened in Ukraine today:

Here is operational information of the General Staff as of 4 pm:   

On 23 October, there were 79 combat clashes along the entire front line. The occupiers continue to use aviation, in particular anti-aircraft missiles, and carry out attacks in all directions of the east and south of Ukraine, especially actively towards Pokrovsk and Kurakhove. The defense forces are holding the lines and taking all necessary measures to prevent a defense breakthrough.

The occupier used artillery and aviation on the territory of Chernihiv, Sumy and Kharkiv oblasts. Settlements of Kliusy, Lyutivka, Timofiivka, Basivka, Senkivka, Volodymyrivka, Leonivka, and Vidrodenivske came under enemy fire. Enemy aircraft also struck Luhivka, Malushyne, and Velyka Pysarivka settlements, dropping seven guided aerial bombs.

According to currently available information, russians carried out 19 airstrikes on the territory of Kursk oblast of the russian federation, using 27 anti-aircraft missiles.

Four combat clashes took place towards Kharkiv. Ukrainian troops repelled three russian attacks near Vovchansk, and another battle is still ongoing.

Two assault actions of the invaders were repulsed near Pishchane and Vishnievo towards Kupiansk. Four more battles are taking place near Kruhliakivka, Stepova Novoselivka, and Lozova. The enemy launched an airstrike in Kupiansk region.

Towards Lyman, the enemy, supported by aviation, unsuccessfully attacked in the vicinity of Hrekivka and Terny. There were also carried out airstrikes in the vicinity of Tverdokhlibove and Lyman settlements.

One battle is ongoing in the vicinity of Hryhorivka towards Kramatorsk, where the enemy is trying to advance on the positions of Ukrainian defenders. Also, the enemy launched an airstrike with unguided air missiles in the area of ​​Chasiv Yar.

Towards Toretsk, the enemy unsuccessfully attacked the positions of Ukrainian troops three times in the vicinity of Toretsk and Nelypivka.

The fighting is most intensive towards Pokrovsk. The enemy has attacked 15 times near Selidove, 10 attacks were repulsed, but fierce battles are taking place. The enemy also made nine attempts to storm Ukrainian positions in the vicinity of Sukha Balka, Novotoretske, Promin, Lysivka, Suhyi Yar and Krutiy Yar, three clashes are still ongoing.

Towards Kurakhove, three clashes are ongoing in the vicinity of Zoriane and Katerynivka. Sixteen enemy assaults were repulsed by Ukrainian defenders in the vicinity of Novodmytrivka, Kreminna Balka, Hostre, Dalne and Antonivka.

Towards Vremivka, three enemy assaults continue near Novoukrainka and Zolota Nyva, another enemy attack near Bohoiavlenka was repulsed.

Towards Orihiv, one enemy attack was successfully repelled by Ukrainian defenders near Novodanylivka. The invaders are actively using aviation in the vicinity of Mala Tokmachka, where the enemy dropped 13 aerial bombs.

Towards Kherson, Ukrainian defenders repulsed one attack, at the same time the enemy launched an airstrike with unguided air missiles in the vicinity of ​​the settlement of Lvove.

Andrii Kostin, Prosecutor General of Ukraine, says that up to 90% of Ukrainian prisoners of war in the russian federation were tortured or sexually abused. Civilians captured by the rf face similar treatment.

Andriy Yermak, Head of the Office of the President of Ukraine, says that six more Ukrainian children and their mothers were returned from the temporarily occupied territories of the Kherson, Zaporizhzhia oblasts and the Autonomous Republic of Crimea. These are children aged from 3 to 17 years.

Recent war events in the east of Ukraine

The General Staff of the Armed Forces of Ukraine reports that the russian army continues to put pressure on Selydove. On 22 October, Ukrainian troops repelled 56 russian attacks towards Pokrovsk, with the highest concentration near Selydove.  

 Towards Kurakhove, russian occupiers conducted 47 attacks in particular near Hirnyk, Horoshne and Novodmitrivka.  

 Another 14 attacks occurred towards Lyman. Here, russian troops concentrated their forces near Torske, Terny, Hrekivka and Novomykhailivka.

Kharkiv oblast

The General Staff reports that four combat engagements took place towards Kharkiv. Ukrainian troops repelled three russian attacks near Vovchansk, and another battle is ongoing. 

Two russian assaults were repelled near Pishchane and Vyshneve towards Kupiansk. Four more battles are taking place near Kruglyakivka, Stepova Novoselivka and Lozova. The russian army conducted an air strike in the vicinity of Kupiansk.

Kharkiv regional State Emergency Service press service reports that a 54-year-old tractor driver was injured as a result of a tractor explosion in a field in Velyka Komyshuvasa, Izyum region. According to the press service, the man was hospitalised.

russians attacked the village of Lisne, Kharkiv region. The shelling damaged 5 private houses and 1 outbuilding. 2 women and 1 man were injured.

Oleksandr Hololobov, Head of Malodanylivka community, informs that the residential sector in Lisne near Kharkiv was shelled for the first time in the last five months. The bomb fell in the middle of the street between residential buildings, one of which was destroyed in 2022. It was a D-30 UMPB bomb.

At 17:53, russians attacked Cherkaska Lozova village, Kharkiv region. As a result of the shelling, window glazing in two private houses was damaged.

Viktor Kovalenko, head of Zolochiv CMA, says that in Liutivka of Zolochiv community, electricity, communication and the Internet were cut off at around 22:30, after russian troops shelled the village with artillery. According to him, russia has been shelling Liutivka for the second day in a row. The evening shelling destroyed a house and damaged two more.

The day before, at 21:42, russians attacked Kyivskyi and Kharkivskyi districts of Kharkiv. Non-residential buildings were damaged as a result of the shelling by the KABs, as well as the windows of the houses. There were no casualties. 

At 16:30, russians attacked Kupiansk. A 65-year-old woman was injured as a result of the shelling.

At 15:15, russians attacked Lisna Stinka village, Kupiansk region. The shelling destroyed 1 private house and partially damaged 9 neighbouring houses and 1 car.

At 15:00, russians attacked Novoplatonivka village, Izium region. The shelling damaged a private house and a garage.

At 14:50, russians attacked Borova village, Izium region outside on the road. The shelling damaged a car.

At 09:30, russians attacked Kucherivka village, Kupiansk region. A 54-year-old man died as a result of a drone strike.

In the Kharkiv sector, five combat engagements took place in the areas of Vovchansk and Starytsia. 

Towards Kupiansk, the number of attacks totalled 13 over the day. Defence forces repelled enemy assaults near Holubivka, Pishchane, Petropavlivka, Kolisnykivka and Lozova.

As a result of intensified evacuation measures, 151 people (including 4 children) were evacuated from Kupiansk and Borova over the past day.

Andrii Kanashevych, Head of the RMA, says that dynamics of evacuation from Kupiansk region has decreased. He noted that more than 2,700 people remain on the left bank of the river. As part of the forced evacuation, 19 minors remain to be evacuated from Kupiansk region. According to Kanashevych, these are children aged 1.5 to 16. There are parents who are categorically against evacuation, and the police and the children’s service will work with them.

Yevhen Ivanov, Deputy Head of the Regional State Administration, informs that field work in Kharkiv oblast this year was carried out on 70% of the region’s land. They managed to sow 8% more land than last year. Ivanov explained that this was partly due to demining. 

Donetsk oblast

Vitalii Milovidov, Spokesman for the 15th Kara-Dag Brigade of the National Guard, informs that russian troops started storming the town of Selydove, Donetsk oblast, towards Pokrovsk from different directions, they managed to reach the southern outskirts, but ‘no equipment’ was present. 

At 4:10 a.m., russia struck Lyman, wounding at least one civilian and damaging two apartment buildings.

Three people killed and seven wounded in russian attacks on civilians in Donetsk oblast. Police recorded 3,027 attacks along the frontline and in the residential sector. 

13 settlements were under fire: the cities of Druzhkivka, Kramatorsk, Myrnohrad, Pokrovsk, Sloviansk, Toretsk, the village of Oleksiyevo-Druzhkivka, the villages of Mykolaypillia, Oleksandr-Kalynove, Oleksiyivka, Pleshchiyivka, Riznykivka and Stinky.

64 civilian objects were damaged, including 35 residential buildings.

Donetsk regional prosecutor’s office said that the shelling of Oleksandro-Kalynove on the evening of 22 October left an entire family trapped in the rubble of their house – an 87-year-old woman and her 55-year-old daughter were killed. The 87-year-old father sustained shrapnel wounds, and the 66-year-old woman was also injured. Russian occupants dropped a KAB-250 on Oleksandr-Kalynove.

In Riznikivka, a person was killed as a result of artillery shelling and a private house was damaged.

The occupiers attacked Myrnohrad with a FAB-250 bomb with an UMPK module, injuring at least three residents, damaging 7 apartment buildings and a civilian car.

Pleshchiivka was shelled by the enemy with artillery. A person got injured, a private house and a power line were damaged.

russian troops struck Sloviansk with four UMPB D30-SN bombs, damaging three private houses, an educational institution and two administrative buildings.  In Stinky, eight private houses were damaged by four FABs. 

russians shelled Kramatorsk three times and damaged an enterprise. In Druzhkivka, 2 private houses were damaged, in Oleksiievo-Druzhkivka – 2 apartment buildings and a private house, an educational institution, and a civilian car.

As a result of the shelling of Yantarne village on the night of 22 October, two civilians – an adult and a child born in 2013 – were killed and another person was injured.

According to Vadym Filashkin, two new water wells have been drilled in Kramatorsk and three more are planned. Following the russian shelling on 28 September, residents of the northern part of Donetsk oblast, including Kramatorsk, are experiencing problems with water supply.  

Luhansk oblast

Vladyslav, a soldier of the 67th separate mechanized brigade, informs that the front line near the villages of Makiivka and Balka Zhuravka of Luhansk oblast runs along the Chornyi Zherebets River.

Balka Zhuravka is actually occupied, but russians cannot bring significant forces there – the Ukrainian army destroys the russian military on ambushes. In the vicinity of ​​Makiivka, the Defense Forces have a bridgehead on the eastern bank of the river.

On 22 October, the enemy concentrated its offensive efforts on Hrekivka. The assault continued until late at night. UKrainian defenders repulsed all these attempts of the enemy. russians also shelled the area around Balka Zhuravka, where they used artillery installations and unmanned aerial vehicles.

In the so-called ‘lpr’, the invaders inspect business representatives for employees who still do not have a russian passport. They demand to provide the relevant lists of men to the local military enlistment offices, and women to the occupation administration. They also ordered to compile a list of men who received this document before the moment when registration became mandatory. They threaten to conduct unannounced inspections of businesses.

There is a shortage of public transport drivers in Luhansk. Even official sources of the occupiers are no longer hiding consequences of the forced mobilization, as the city is on the verge of a transport collapse. The municipal enterprise responsible for buses is ready to hire 300 drivers. Hundreds of vacancies have been created since the spring of 2022. Employment takes place through the military enlistment office.

What is happening now in the north of Ukraine

Kyiv oblast

Ruslan Kravchenko, Head of the RMA, reported that the alert in Kyiv oblast lasted almost all night. The enemy attacked with a UAV. There were no hits to critical or civilian infrastructure. Debris was reported to fall outside of populated areas.

Tetiana Katrychenko, Executive Director of the Media Initiative for Human Rights (MHR), informed that at least 250 civilians were detained and taken to russia during the occupation of Kyiv ob;ast at the beginning of the russian invasion. According to her, the vast majority of detained civilians from the northern oblasts are being held in russia without any special status or charges.

The Office of the Prosecutor General reported that law enforcement officers identified and served a notice of suspicion to a russian serviceman for the shooting of civilians during the occupation of Moshchun village in Bucha district. He is charged with violating the laws and customs of war, combined with premeditated murder. In March 2022, during the occupation of the village, the suspect opened fire without warning with an assault rifle on unarmed local residents who were trying to extinguish a minibus fire near a private yard. One man died on the spot from the gunshot wounds, another was wounded.

The RMA reports that a Resilience Centre has been opened in Bilohorodka. It will become a new centre of assistance for defenders, veterans and people with special needs. The space for support and recovery became the eighteenth in Kyiv oblast.

With financial support of the United Nations High Commissioner for Refugees in Ukraine, the Rokada Charitable Foundation is implementing a programme to provide IDPs in Kyiv oblast with free construction materials for housing repairs. Priority will be given to the restoration of windows, doors and roofs. 

Kyiv City State Administration announced that mobile phone operators in Kyiv are working to ensure uninterrupted service during the period of power outages. Companies providing communication services are installing generators and batteries at base stations to ensure that GSM communication is maintained in the city during power outages.

In Kyiv, a banner exhibition dedicated to the memory of the Heroes of the russian-Ukrainian war is on display near the Kontraktova Square metro station. The Heroes of Our Streets project aims to tell the stories of the Heroes, preserve historical and cultural memory, strengthen Ukrainian people’s civic identity and counteract disinformation in the historical context.

Zhytomyr oblast

As part of international cooperation and partnership, a delegation from the German city of Konstanz visited Berdychiv. During the visit, the guests got acquainted with the activities of local utility companies, the work of the Administrative Services Centre and the Berdychiv City Hospital, in particular, its rehabilitation department. The delegation also met with Mayor Serhiy Orlyuk. As a result of the meeting, fruitful cooperation was established and a cooperation agreement was signed.

On 22 October, 7 IDP families from Donetsk oblast received new housing in Zviahel. This project was implemented with the support of the German organisation Humediсa and the Zviahel City Council. The smart apartments were built in the premises of an out-of-service medical facility. According to Iryna Hudz, Deputy Mayor of Zviahel, currently 63 IDP families are on the waiting list for housing in Zviahel.

A unique and relevant retraining programme for women in war-time conditions has been launched in Zhytomyr oblast. The Holovinsky Qualification Centre has launched free training for excavator operators and forklift drivers. The programme is symbolically called Iron Women and is part of the Reskilling Ukraine project initiated by the Swedish non-profit organisation Beredskapslyftet with the support of Volvo Construction Equipment and ETS Group.

Sumy oblast

Yurii Zarko, Mayor of Bilopillia, reported that on the morning of 23 October, russian forces struck critical infrastructure in Bilopillia, Sumy oblast. There were no casualties or injuries reported. The entire city of Bilopillia lost power, affecting over 21,000 consumers due to the damage to an energy facility in Bilopillia community. Power was later restored through backup lines. The city also experienced a water supply outage.

During night and morning, russians carried out 6 shelling attacks on border areas and settlements in Sumy oblast, resulting in 17 explosions. The attacks targeted Khotin, Yunakivka, Okhtyrka, Putyvl communities.

During the day, on 22 October, russians carried out 46 shelling attacks on border areas and settlements in Sumy oblast, resulting in 112 explosions. The attacks targeted Sumy, Verkhnia Syrovatka, Mykolaivka village, Mykolaivka town, Khotin, Yunakivka, Myropilia, Bilopillia, Krasnopillia, Velyka Pysarivka, Putyvl, Nova Slobidka, Hlukhiv, Shalyhyne, Esman, Druzhbivka communities.

Mykolaivka settlement community: shelling was carried out using an unmanned aerial vehicle (type “Geran-2”) (1 explosion), as a result of which a private house and a non-residential premises were damaged.

Mykolaivka rural community: an airstrike (GAB) was recorded (4 explosions), as a result of which 3 private houses were damaged.

Khotin community: GAB attack (5 explosions).

Nova Slobidka community: the enemy fired by mortars (6 explosions), FPV-drones (2 explosions).

Sumy community: 2 Geran-2 type UAVs struck Sumy. As a result of the hits, a three-story building and 7 private buildings were damaged.

Putyvl community: there was an airstrike (GAB) (2 explosions).

Verkhnia Syrovatka community: shelling was carried out using an unmanned aerial vehicle (type “Geran-2”) (1 explosion), as a result of which two private houses were damaged.

Velyka Pysarivka community: the russians struck by artillery (27 explosions), dropped explosive devices from UAVs (3 explosions) and attacked by an FPV-drone of the “Krylo” type (1 explosion), an FPV-drone (1 explosion).

Druzhbivka community: the enemy dropped 7 mines on the territory of the community. There was also shelling by FPV-drones (3 explosions).

Bilopilla community: shelling was carried out using an unmanned aerial vehicle (type “Geran-2”) (1 explosion), as a result of which two private houses were damaged. There was also mortar shelling (5 explosions).

Krasnopillia community: shelling by FPV-drone (2 explosions), mortar shelling (8 explosions), dropping of explosive devices from unmanned aerial vehicles (UAV) (5 explosions) was recorded.

Yunakivka community: the enemy fired by artillery (self-propelled artillery) (11 explosions).

Myropillia community: an airstrike (GAB) was carried out (1 explosion).

Shalyhyne community: russians dropped 7 mines on the territory of the community. There was also an FPV-drone attack (1 explosion).

Hlukhiv community: fired by FPV-drones (4 explosions).

Esman community: russians hit by artillery (2 explosions).

Roger Baker, philanthropist from Great Britain, visited Sumy. Since the beginning of the great war, the volunteer has been helping Ukraine. He is in Sumy for the first time. The man says that he decided to visit those whom he helps. When a full-scale invasion began in Ukraine, he could not stand aside and has been helping Ukrainians ever since. According to Kseniia Hrynyk, Head of the first Sumy humanitarian headquarters, for almost three years, Mr. Roger has been paying for the rent of the premises of the humanitarian headquarters, where thousands of people receive help.

Chernihiv oblast

russian forces targeted four border communities in Chernihiv oblast by various types of weapons: Novhorod-Siverskyi, Semenivka, and Snovsk, Horodnia communities. Border guards recorded 69 explosions.

Novhorod-Siverskyi community:

– 3 explosions, probably caused by an FPV-drone, were recorded in the area of ​​ Yasna-Polyana village;

– 8 explosions, probably by a 120mm mortar, occurred in the area of ​​Mykhalchyna Sloboda.

Semenivka community:

– 7 explosions, probably by an FPV-drone, one explosion, probably by dropping an explosive device from an unmanned aerial vehicle, and five explosions, probably fired by a tank, were recorded in the area of ​​the village of Yanzhulivka;

– 1 explosion, probably the dropping of an explosive device from an unmanned aerial vehicle, occurred in Medvedivka village;

– 1 explosion, probably by a 120mm mortar, and three explosions, probably by barrel artillery, were recorded in the area of ​​ Mkhy village;

– 3 explosions, probably by the 152mm self-propelled gun 2S5 “Hyacinth-S” were in the area of ​​Prohres.

Snovsk community:

– 10 explosions, probably by a 120mm mortar in the Kliusy area;

– 3 explosions, probably by barrel artillery in the area of Hirsk village;

– 1 explosion, hits, probably the release of an explosive device from an unmanned aerial vehicle, was recorded in the area of ​​Yeline settlement.

Horodnia community:

– 20 explosions, probably by the AGS in Senkivka area;

– 14 explosions, probably by a 120mm mortar in Senkivka area.

No casualties or injuries among the local population were reported as a result of the shelling.

Viacheslav Chaus, Head of Chernihiv Regional State Administration, informed that as of 23 October, in Chernihiv oblast, 1,232 households have received financial assistance to purchase firewood. This support is intended for residents of five border communities located within a 10-kilometer zone from the russian border, including Horodnia, Koriukivka, Novhorod-Siverskyi, Semenivka, and Snovsk communities. Vulnerable populations in other communities of the region will also be able to receive solid fuel or financial aid for its purchase. In total, more than 6,000 households are expected to benefit, with 4,500 located in communities bordering russia and nearly 1,000 near the belarusian border.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

In the evening and late at night, the enemy continued to attack Nikopol region. The region centre, Pokrovske and Marhanets communities were shelled from artillery and drones. There were no casualties. 

 In Nikopol region, 4 people were injured in the area due to hostile shelling. In the evening, a 45-year-old man was injured in Marganets and hospitalised in serious condition. Also,  in the morning, two women aged 60 and 78 were injured in Nikopol, their condition is moderate. A 36-year-old man is among the injured, he will be treated at home. The region centre, Chervonohryhorivka, Myrove and Marhanets communities were targeted with artillery and kamikaze drones. Three multi-storey buildings, as many private houses, 13 shops, businesses and infrastructure, an office, a car wash, petrol stations, a canteen, a garage, cars, optics, a newspaper office, a dentist, outbuildings and power lines were damaged.

Vinnytsia oblast

​​An enemy UAV was shot down over the oblast at night. There were no casualties or damage.  

It became known about the deaths of defenders from Vinnytsia oblast. In particular, Volodymyr Polyanin, Pavlo Artamonov, Yuriy Ostrous, Oleksandr Stasiuk, Mykola Hrynkov, Yuriy Sayevsky and Viacheslav Yefremeniuk.

Serhii Morhunov, Mayor of Vinnytsia, reported that Vinnytsia oblast delivered ten new off-road vehicles to the defenders of the sky. The vehicles were delivered for mobile fire teams. 

The Main Department of the National Police of the oblast reports that Cassette submunitions from the X-101 cruise missile were found and destroyed in Vinnytsia region. This was reported by .

Kirovohrad oblast

Air defence was on alert at night.  Enemy UAVs and a drone of an unspecified type were destroyed. 

Kropyvnytskyi theatre hosted a one-man show “Unborn for War” by the 3rd separate assault brigade. These are real stories from the lives of military personnel. The only role is played by the brigade’s fighter, Honoured Artist of Ukraine Yevhen Avdeenko.

Poltava oblast

Yurii Novitskyi, was killed in the war with russia, a soldier from Poltava oblast. The serviceman was killed on 16 May 2024 during a combat mission near the village of Ocheretyne, Donetsk oblast. 

Cherkasy oblast

Ihor Taburets, Head of Cherkasy Regional Military Administration, reported that at night, Cherkasy oblast was under enemy fire. Air defence forces, mobile fire groups and electronic warfare destroyed 6 attack UAVs. However, there were some hits. The occupiers targeted infrastructure facilities. The damage is being established. In particular, the building of a civilian bus station in the regional centre was damaged. Rescuers quickly extinguished the fire. The administrative building of a private enterprise and cars were also damaged. In Zolotonosha region, shrapnel from russian hardware damaged the roof of a private household. In Uman region, a private garage and several cars were destroyed by UAV debris. 

The community of Yerkivka paid tribute to 25-year-old combat medic Dmytro Telizhenko. The defender died in hospital from his injuries.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

russian occupiers struck 411 times at 7 settlements in Zaporizhzhia oblast. There were 6 air strikes on Lobkove, Robotyne, Mala Tokmachka and Levadne. 251 UAVs of various modifications attacked Lobkove, Huliaipole, Malynivka, Novoandriivka, Robotyne, Mala Tokmachka and Levadne. Lobkove, Robotyne and Levadne were under 5 MLRS attacks. 149 artillery attacks were made on Lobkove, Huliaipole, Novoandriivka, Robotyne, Mala Tokmachka, Malynivka and Levadne. There were 22 reports of destruction of residential buildings and infrastructure. No civilians were injured.

Two lives were cut short by an enemy attack on a civilian car in Vasyliv region of Zaporizhzhia oblast. The occupiers hit a car moving between the villages of Stepnohirsk and Prymorske with a drone. Two men, aged 40 and 73, were killed.

The construction of the Citizens’ Safety Centre is underway in Zaporizhzhia oblast. The community unites 12 settlements with a population of 9 thousand people. Fire and rescue units of the SES and police officers will be on duty at the Centre. In addition, shelters are being set up. During air raids, employees and visitors will be able to stay there. The construction is scheduled to be completed by the end of the year.

Zaporizhzhia oblast, with the support of the Ministry of Digital Transformation of Ukraine and the Ministry of Health of Ukraine, received integrated energy storage and transmission systems from the American charity Direct Relief and the Yevhen Pivovarov Charitable Foundation to support critical and social infrastructure facilities. A total of 85 systems with a total capacity of 425 kW were transferred to the region. The recipients include healthcare facilities – 66 units, educational institutions – 2 units, SES units – 5 units, and administrative service centres – 12 units.

Mykolaiv oblast

The South Operational Command reports that at night, air defence forces and means destroyed one Shahed 131/136 UAV in Mykolaiv region. In general, there were no attacks in the region.

Mykolaiv approved the Regulations on the city’s Book of Memory of the fallen defenders of Ukraine. As First Vice Mayor Vitalii Lukov explained, the Regulation defines the algorithm and rules for filling the Book of Memory. It is important that it was agreed with both veterans’ organisations and organisations of wives and mothers of fallen soldiers. The relevant document was approved today during a meeting of the executive committee of the city council. The Book of Memory will have a printed and electronic format. It will contain data on members of the Armed Forces of Ukraine, employees of the Ministry of Internal Affairs of Ukraine and the Security Service of Ukraine, and volunteers who died for the freedom, independence and territorial integrity of Ukraine and during international peacekeeping operations.

Odesa oblast

Serhii Bratchuk, Spokesman for the South Command, reports that on the evening of 23 October 2024, russian forces launched a missile attack on Odesa oblast. A cruise missile ceased to exist within the region. An X-31P guided missile was used beforehand.

The Air Force says that on the night of 23 October, the russian army attacked Odesa oblast with an X-31P missile. 

A safety event was held for students in the city of Izmail. The participants learnt about life safety rules, including how to act in case of detection of explosive objects, fire safety and behaviour during an air raid.

Maksym Kostenko, defender from the Tatarbunary community,  was killed on the battlefield while performing a combat mission, local authorities reported.

Kherson oblast

Kherson, Antonivka, Chervonyi Mayak, Stanislav, Sofiyivka, Veletynske, Mykilske, Shlyakhove, Ingulets, Novodmytrivka, Beryslav, Novoberislav, Odradokamyanka, Zymivnyk, Prydniprovske, Novovorontsovka and Trudoliubivka came under hostile fire and air strikes. Thus, the Russian military hit a critical infrastructure facility and a medical institution; residential areas of the region’s settlements, including 3 multi-storey buildings and 24 private houses. The occupiers also damaged garages, an outbuilding, a gas pipeline and private cars.  Two people were injured.

The occupiers attacked a public transport stop in the Dniprovsky district of Kherson with a UAV. A 64-year-old woman sustained explosive injuries, shrapnel wounds to her arms and legs as a result of the drone’s explosive drop. The victim was hospitalised.

Today, around 16:30, russian occupation forces shelled the village of Mykilske. A 38-year-old local resident was injured as a result of the enemy attack. He was taken to hospital with a mine-blast injury. The man is currently being examined by doctors and provided with the necessary assistance.

At around 11:00, russian troops attacked Inzhenerne. As a result of the hostile shelling, a 19-year-old girl who was inside the building sustained an explosive injury and a shrapnel wound to her face. The victim was taken to hospital for medical treatment.

In Bilozerka, a 59-year-old nurse who was near a shop was injured when explosives were dropped from a drone. She suffered blast trauma, shrapnel wounds to her head and arm. The enemy also attacked a civilian car with a UAV in Tomyna Balka, causing a 48-year-old woman to sustain an explosive injury, wounds to her face, arm and leg. Both victims were taken to hospitals. They are under medical supervision.

In addition, russian invaders killed two residents of Beryslav district. In the morning, the occupiers opened fire on Lviv. A 66-year-old woman sustained life-threatening injuries in the yard of her home. Also, around 15:00, the russian army attacked Novooleksandrivka. Enemy shelling ended the life of a man born in 1985.

A preventive event for young residents of Kherson took place. Tetiana Lushnikova, Head of the Children’s Service of the Kherson Regional Military District Administration, together with juvenile police officers, held an informational and explanatory talk for children. The main topics included mine safety and compliance with traffic rules. The experts explained the basic rules of road safety and the dangers associated with explosive devices to the children in a playful format.

Volunteers from the Global Empowerment Mission Ukraine charity delivered about 940 food packages to the residents of Tiahynka community. The charity ADRA Ukraine, with the support of the UN World Food Programme and the Swiss office of ADRA, also delivered a shipment of more than 920 humanitarian kits.

Volyn oblast

Lutsk community sent EcoFlow Delta 2 charging stations and a Starlink satellite modem to the Military Unit 3018. An EcoFlow Delta 2 Max charging station, an Avenger remote antenna, 2 DJI Mavic 3 quadcopters and a DJI Mavic 3T quadcopter were sent to 2nd Rifle Battalion of the Military Unit A 4123. For the 1st Infantry Battalion of the Military Unit A 7028 – a DJI Mavic 3T quadcopter.

Zakarpattia oblast

A delegation from Poltava oblast is visiting Zakarpattia oblast. They discussed investment attractiveness of the oblast, work with relocated businesses, construction of housing for forcibly displaced persons, and the implementation of the construction project of the 4.5.0. Recovery Center rehabilitation centre for military personnel in Uzhhorod.

Ivano-Frankivsk oblast

The 420th Battalion received 20 FPV drones from Ivano-Frankivsk community.

Lviv oblast

Defender Vitalii Palaschuk returned to Lviv oblast. The hero was captured in May 2022. He was released in August this year. Until now, the defender was in rehabilitation.

Andrii Kholodov, military man of the 81st Separate Airmobile Brigade from Sambir region, was awarded with the III degree For Courage Order (posthumously). He was killed on 15 November, 2022 while performing a combat mission in Luhansk oblast.

Rivne oblast

In Rivne oblast, food kits were distributed to the displaced persons who arrived on the 13th evacuation train at the end of August. The World Central Kitchen international CF delivered 2,000 food kits to Rivne oblast.

The RMA reported that branches of Rivne oblast have already sold 141,000 cubic m of firewood this year, 90% of which are for the population, the rest for the social sphere. The annual harvest volume is twice as large, so the oblast has enough resources to get through the winter.

Ternopil oblast

Ternopil City Council has allocated funds for the treatment or rehabilitation of military personnel. 5 fighters will be paid UAH 10,000 each. Since the beginning of the year, 205 soldiers of the community have benefited from this support.

Khmelnytskyi oblast

UAH 10m were earmarked for material assistance to the military. This is mainly support for the families of the killed, as well as payments to military personnel for rehabilitation. Since the beginning of the year, we have already allocated UAH 82m for this.

The RMA reported that a combat unit of the Security Service of Ukraine received a 550 cubic cm quad bike and tools of the REB.

Chernivtsi oblast

Chernivtsi City Council held a meeting with Munir Mammadzadeh, Head of the United Nations Children’s Fund (UNICEF) Office in Ukraine. They discussed cooperation in areas of protection of children’s rights, youth policy and the social sphere.

Chernivtsi City Council held a meeting with Katarina Maternova, Ambassador of the European Union. They discussed decentralisation, support of Ukraine from the EU, attraction of investments in the city’s critical infrastructure, development of inter-municipal cooperation and expansion of partnership with European cities.

Ukraine has already received about $1.1bn from the IMF. They will be directed to cover important budget expenditures of a non-military nature.

Great Britain will provide Ukraine with $155m for the naval coalition. Since the russians have increased their attacks on port infrastructure in southern Ukraine in recent months, London is looking for partners to co-finance the delivery of hundreds of naval UAVs and surveillance radars to protect the grain corridor.

Ukraine received medical buses for border guards and the National Guard from Norway. Thanks to these buses, resuscitation teams will be able to work with three seriously injured patients at the same time. They can also simultaneously transport 4 more lying and 8 sitting patients under medical supervision.

Lithuania invests €10m in the production of the Ukrainian missile-drone Palianytsia. The mechanism of financing the production was discussed by Serhii Boev, Deputy Minister of Defense of Ukraine for European Integration, and Monika Koroleviene, Deputy Minister of National Defense of Lithuania.

Valerii Zaluzhnyi, Ambassador of Ukraine, announced that a group of Ukrainian pilots completed a basic flight training course in Great Britain.

Ihor Zhovkva, Deputy Head of the Office of the President of Ukraine, met with Dimitrios Skalkos, General Secretary for International Economic Relations of the Ministry of Foreign Affairs of Greece, and Spyridon Lambridis, Special Envoy of the Greek MFA in Ukraine. They discussed implementation of the Peace Formula and preparation for the 2nd Peace Summit.

Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine, met with Karolina Lindholm Billing, representative of the Office of the UN High Commissioner for Refugees (UNHCR) in Ukraine. They discussed support for internally displaced persons and increased funding of the Shelter program from the UNHCR.
