In Sievierodonetsk, the occupation administration has decided to liquidate the local water utility company, which had been registered under Russian jurisdiction in November 2022. Although the formal decision was made at the end of April, the public was only informed a week later.
For two and a half years, specialists who remained in the city tried to restore the water supply system, which had suffered significant damage during the fighting. However, the enterprise’s operations were plagued by delays in salary payments. As of spring 2025, there is a recorded wage debt of several months owed to 95 employees.
Water supply remained irregular, and in some multi-story buildings, service was only available to residents of the lower floors. At the same time, residents accumulated significant debts for consumed services.
It is reported that even after the liquidation of the water utility company, the occupation administration plans to continue issuing debt notices. At the same time, they promise to return any overpayments — if consumers apply in person between May and June 2025.
Residents of the temporarily occupied city of Rubizhne report a complete lack of progress in infrastructure restoration, even for showcase purposes. The main reason for delays is cited as untimely salary payments by contracting companies. According to locals, payment delays can reach up to three months, leading to mass resignations among workers who never receive the promised compensation for completed work.
