It has been the 213th day of Ukrainian people’s resistance to the russian military invasion.

Ukraine briefly

Here is operational information from the General Staff as of 6pm:

The enemy continues to concentrate its efforts on trying to fully occupy Donetsk Oblast, keep the occupied territories, and deter active operations of the Defense Forces in certain areas. The invaders fire at the positions of our troops near the contact line, conduct aerial reconnaissance and try to regain lost positions in certain areas.

The enemy continues to cynically strike at civilian infrastructure and population. There is a constant threat of launching air and missile strikes on the entire territory of Ukraine.

The occupiers launched 5 missile and 12 air strikes and carried out over nine rocket launches using multiple rocket launchers at military and civilian targets on the territory of our country, thus violating the norms of International Humanitarian Law and the laws and customs of warfare.

Over 20 settlements were affected by enemy fire damage, including Bakhmut, Kalynivka, Mali Shcherbaki, Mykolaiivka, Mykolaiv, Pivdenne, Sukhyi Stavok.

Towards Volyn and Polissia, the situation has not changed significantly.

In other directions, the enemy inflicted fire damage from tanks, mortars and barreled artillery, namely:

towards Siversk, Huta-Studenetsk and Mikhailove of Chernihiv Oblast and Krasnopillia, Mezenivka, Myropilske, Pavlivka, Stukalivka, Seredyna-Buda, and Slavhorod of Sumy Oblast;

towards Sloboda region, Hoptivka, Horokhuvatka, Ivashky, Kupiansk, Oleksandrivka, Podoly, Strelecha;

towards Kramatorsk, Dibrova, Ozerne, Raihorodok, Pryshyb, Siversk and Yarova;

towards Bakhmut, Bakhmut, Bakhmutske, Bilohorivka, Niu York, Odradivka, Rozdolivka, Soledar, Verkhnekamianske, Vesela Dolyna, Yakovlivka, Zaitseve;

towards Avdiivka, Avdiivka, Berdychi,  Karlivka, Pervomaiske, Marinka, Novomykhailivka, Vodiane.

Towards Novopavlivka and Zaporizhzhia, more than 25 settlements were shelled.  Among them are Belohiria, Novoukrainka, Novosilka, Novopil, Orikhiv, Temyrivka, Vuhledar, and Vremivka.

Towards the South Buh, more than 40 settlements along the contact line were affected by fire. In order to conduct reconnaissance, adjust fire and strike civilian infrastructure, the enemy made more than 60 UAV sorties.

On the rf territory, partial mobilization continues. Due to low motivation and poor readiness of russian citizens to take part in hostilities on the territory of Ukraine, in the settlements of the Krasnodar Territory, from the first hours of the announced mobilization, representatives of military commissariats began house rounds and deliver summonses to men of draft age. Police checkpoints are set up on the main roads to control the movement of male population. Mobilized personnel after a short training in training centers are planned to be sent to replenish military units that suffered numerous losses during the war on the territory of Ukraine.

During the current day, units of the Defense Forces repulsed hostile attacks in the areas of  Bakhmutske, Nevelske, Novomykhailivka, Opytne, Odradivka, Petropavlivka, Vyimka, Zaitseve.

To support the actions of ground groups, aviation of the Defense Forces inflicted 19 strikes. The defeat of 14 buildups of enemy manpower and military equipment and 5 positions of anti-aircraft missile systems was confirmed.

In addition, our air defense units destroyed 4 aircraft (Su-25, two Su-30s and one Su-34), 5 UAVs and a cruise missile of the occupiers.

Rocket troops and artillery hit 4 control points, more than 10 buildups of enemy manpower and equipment, 3 air defense positions and 4 ammunition depots. Enemy losses are being clarified.


The UN Independent International Commission confirmed that war crimes had been committed by the Russian army in Ukraine. This was announced by Head Commission Eric Moose. The Commission considered the events that took place in February-March 2022 in Kyiv, Chernihiv, Kharkiv and Sumy oblasts. In total, the commission members visited 27 towns and settlements. More than 150 victims and witnesses of these horrific events were interviewed. The age of victims of sexual and gender-based violence ranged from four to 82 years.

 Ukrainian soldiers who have been released from captivity have major health problems. This was announced by Head of the Azov patronage service Olena Tolkachova.  Almost all 215 people have an extreme degree of anorexia. “Our guys are exhausted, contused, there are a lot of hidden fractures and exacerbations of varying degrees of chronic diseases,” she said. She also added that all doctors act in concert and carefully so as not to miss a single bruise, not a single scratch. Soon, some of the defenders will be sent by the patronage service in cooperation with the state for treatment and restoration abroad.


Eastern regions

Kharkiv oblast

Seven months after the start of the full-scale Russian military invasion, the enemy does not stop terrorizing civilians in Kharkiv oblast. 

According to the General Staff of the Armed Forces of Ukraine, the invaders shelled at least seven settlements: Dvorichna, Ivashky, Kolodiazne, Oleksandrivka, Pechenihy, Pivdenne and Strilecha. The Defence Forces of Ukraine repelled attacks by Russians near Novomykhailivka, Odradivka and Petropavlivka settlements.

Based on the information provided by Chief of the Investigation Police Department, Serhii Bolvinov, out of 447 exhumed at the cemetery in Izium, where a mass grave from the time of the Russian occupation was discovered, 22 servicemen were found. Also in the mass grave were found: 194 – men; 215 – women; 5 – children; 11 – bodies of unidentified sex.

Only during the last day, the pyrotechnicians of the State Emergency Service of Ukraine defused 578 explosive objects in the region.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that representatives of diplomatic institutions from more than 20 countries visited Kharkiv oblast. The delegates from Austria, Denmark, France, Lithuania, Slovenia, Spain, Turkey and other countries saw with their own eyes torture chambers and mass graves, where the exhumation of the bodies is now in progress.

The russians shelled settlements close to the russian border and the contact line.

The Kupiansk district suffers the most from the shelling. As a result, 5 people were injured, including two children – sisters aged 10 and 17.

A 45-year-old man was injured in the Chuhuiv district. He blew up on a mine while gathering mushrooms. A similar accident happened to a 24-year-old resident of the Izium district, who was also picking mushrooms.

Donetsk oblast

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 2 civilians: in Bakhmut and Krasnohorivka. Three more people were injured.

That night, the russians shelled communities in Bakhmut, Kramatorsk and Pokrovsk districts.

In the Pokrovsk district, the russians fired S-300 missile systems at Mykolaivka, the Novohrodivka community, damaging 2 two-storey buildings and 5 private houses. The Kurakhove community was also hit by MRLs. Hannivka and Uspenivka were hit by missiles – private houses were damaged. In addition,  the Karlivka filtration plant was de-energized as a result of the hostilities, leaving the Pokrovsk community without water. In the morning, Avdiivka was hit: the administrative building of the Avdiivka coke plant and residential buildings in the old part of the city were damaged. There were no casualties.

In the Kramatorsk district, Druzhkivka was hit – there were no casualties, but there were damaged residential buildings. 7 people were evacuated from the site of the shelling.

There was constant shelling in the Svitlodarsk community, without casualties.

Across the country, residents of Donetsk oblast displaced from their homes came out to rally in support of Ukraine’s territorial integrity. An absolute majority of people left the territories that the Russians occupied after February 24, and predominantly for the free regions of Ukraine.

According to the Donetsk Regional Police Press Service, Aira, a service dog from Mariupol, who serves in the police force, received a personal award at the Security and Defence Service Dogs of Ukraine Chotyrylapyi Zakhysnyk (Four-Paws Protector) Awards Ceremony. The awarding ceremony was held in Kyiv on September 21.

Luhansk oblast

The Defence Forces units repelled enemy attacks in Avdiivka, Bakhmut, Kamianka, Kurdiumivka, Maiorsk, Odradivka, Opytne, Soledar, Spirne and Zaitseve.

The Defence Forces’ aviation launched 25 strikes. 18 buildups of the enemy’s manpower and military equipment and 7 positions of anti-aircraft missile systems were hit. Air defense units destroyed one helicopter, one aircraft and eight enemy UAVs.

Rocket and artillery troops hit six control posts, more than 20 areas where enemy manpower and equipment were concentrated, 3 anti-aircraft defense positions and 4 ammunition depots.

The enemy shelled a number of settlements, in particular:

  • in Bakhmut direction – Bakhmut, Bakhmutske, Maiorsk, Odradivka, Soledar, Vesele Dolyna, Vyimka, Yakovlivka and Zaitseve;
  • in Kramatorsk direction – Bilohorivka, Bohorodychne, Dibrova, Kryva Luka, Maiaky, Mykolaivka, Ozerne, Pryshyb, Raihorodok, Rozdolivka, Shchurove, Siversk, Spirne, Staryi Karavan, Vesele and Yarova.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that the so-called referendum in Luhansk oblast is held at gunpoint. Along with the ballots, people are often forcibly given a Russian passport and an agenda to the military commissariat.

One of Ukraine’s best metallurgical plants, the Alchevsk Metallurgical Complex, shut down. There is nobody to work, but there is someone to vote. In order to increase the attendance, workers of the ‘electoral commissions’, accompanied by armed servicemen of the Russian Federation, are forcing residents to vote directly in their places of residence.

The specialists of the Luhansk Regional Center for Emergency Medical Care and Disaster Medicine once again received humanitarian aid from the Association of Psychological Counseling and Trauma Therapy – the AlphaTec 4000 chemical protection suits. This protection is designed for the first line emergency medical teams working in the area.

Northern regions

The UN Human Rights Council Commission of Inquiry has found evidence of war crimes committed in Ukraine. The work of the commission is focused on four regions: Kyiv, Kharkiv, Sumy, and Chernihiv. The UN investigators interviewed more than 150 victims and witnesses and visited 27 towns and villages to investigate mass graves, detention and torture centers.

The Commission has found that russian invaders bombed Ukrainian cities, making no difference between combatant and noncombatant persons, using, in particular, f “cluster munitions or multiple rocket launchers and air strikes”; electrocuted, stripped all the clothes off the prisoners; illegally imprisoned and raped them, including children. The age of the victims ranges from 4 to 82 years.

Kyiv oblast

IDPs from Mariupol took part in a nationwide campaign Mariupol is Ukraine in Kyiv. The participants gathered near the I – Mariupol center to support Mariupol Resistance and show that the city was, is and will be Ukrainian despite any fake russian referendums. Around 200K Mariupol residents have moved to non-occupied territories of Ukraine, but there are still many people left in the city who are waiting for de-occupation, but cannot take part in protests because of the danger to their lives.

The Kyiv City State Administration announced that Kyiv and Barcelona have become sister cities. Barcelona donated fire trucks and humanitarian aid to Ukraine and provided temporary shelter to Ukrainians escaping the war. Ada Colou, Mayor of Barcelona, noted that her city will continue to help and support Kyiv and Ukraine.

According to the Kyiv Regional Military Administration, a shelter is being arranged in the Znayko kindergarten in Irpin with the support of the UNICEF. Prior to the full-scale war, 120 children attended the kindergarten.

EOD teams have disposed of 68,464 explosive items in Kyiv oblast as reported by the State Emergency Service. Almost 21 K hectares have been surveyed, 1,267 facilities and 1,999 households, more than 1,800 km of roads, 1,400 km of power lines, and 11.5 km of gas pipelines have been inspected.

The repair of the bridge over the Irpin river continues. According to Head of the Kyiv Regional Military Administration, Oleksii Kuleba, another temporary crossing is planned to be opened by October 10. The temporary crossing was opened instead of the bridge destroyed in the first days of the full-scale invasion but this crossing cannot currently cope with increased traffic.

30 orphans aged from 8 to 11 years return from rehabilitation and vacation in Spain. Five of them are children from Velyka Dymyrivka and Bucha communities who lost their parents. During a month, young Ukrainians rested, went on trips, did sports and art therapy, and had psychologists working with them.

Zhytomyr oblast

According to Mayor Oleksii Sytailo, more than 100 million hryvnias and six to nine months of work will be needed to restore the bridge in Malyn destroyed in March as a result of the shelling by russian troops. As of now, public procurement conducted by the Zhytomyr Regional Military Administration is being carried out.

Since the first days of the war, Zhytomyr oblast has been providing shelter and support to people with disabilities. According to the Zhytomyr Regional Military Administration, due to the military aggression of the russian federation against Ukraine, Zhytomyr oblast received more than 100K people who changed their place of residence. Among them, there are 525 people with disabilities from Donetsk, Luhansk, and Kyiv oblasts who were placed in 9 residential institutions of social protection.

During the summer season, over 200 cubic meters of firewood were prepared on the territory of the Shvaikivka community. According to Head of the community, Habriel Mkrtchian, half a thousand hazardous trees, as well as trees that had sprouted on the communal land, were cut down. Firewood will be used for heating educational institutions.

Sumy oblast

According to the Sumy Regional Military Administration, Dmytro Zhyvytskyi, over the past day, russian military shelled Krasnopillia, Bilopillia, Seredyno-Buda, and Yunakivka communities. There were around 140 incoming shells. According to the State Border Guard Service of Ukraine, the enemy launched attacks from the territory of russia on the border areas using drones, heavy machine guns, mortars and barrel artillery. Power supply infrastructure was damaged as a result of an attack on the Seredyno-Buda community.

According to the Sumy City Council, a grid solar power plant is planned to be installed in Sumy. To do this, the German Society for International Cooperation GIZ will provide a grant of 100K euros. The request for grid solar power plant installation states that the power plant is going to be installed to ensure uninterrupted hot water supply to the building of the St. Zinaida Children’s Clinical Hospital.

The final competitions were conducted among football teams of military units performing tasks in the area of responsibility of the ‘Sumy’ operational and tactical group. Teams from Poltava and Sumy oblasts who won the tournaments last week took part in the competition. The team from the Hero city of Okhtyrka has won.

Representatives of the civil-military cooperation of the command of the ‘Sumy’ operational and tactical group handed over humanitarian aid to the Myropillia volunteer military formations of territorial communities, which have been guarding the country borders since the first days of the full-scale war.

Chernihiv oblast

the State Border Guard Service of Ukraine reported that once again, communities of Chernihiv oblast came under enemy fire. The enemy fired at the Snovsk community with 120 mm mortars, there were 4 explosions. The Semenivka community was shelled with 82 mm mortars. There were 15 explosions.

The delegation of the International Organization for Migration led by Senior Program Coordinator Rafaelle Robelin has visited Chernihiv oblast. During the meeting with representatives of the Regional Military Administration, they discussed cooperation regarding restoration of infrastructure, namely the most affected neighborhoods of the regional center and settlements of Chernihiv Oblast.

UAH 250 million have been allocated from the reserve fund of the state budget to restore damaged facilities in the communities of Chernihiv Oblast. According to Head of the Chernihiv Regional Military Administration, Viacheslav Chaus, restoration works have been completed at 22 sites, and are still underway at 57 sites. A significant amount of money from the state budget is allocated for construction material procurement necessary for priority emergency repair works in the communities of the oblast affected by the hostilities.

Dozens of houses in different settlements of the oblast and neighborhoods of the regional center have been restored. Currently, two streets in the village of Yahidne have been rebuilt – 22 residential buildings have been restored there. UAH 12.6 million was allocated from the regional budget for building materials procurement.

International humanitarian organizations are involved in restoration of the oblast. Over the past months, the Regional Military Administration has conducted negotiations with 15 diplomatic delegations. Communication with almost 50 international organizations and foundations has been established.

The city government plans to open six heating stations in the regional center for the winter period. In order to do so, the tents will be set up, stoves and firewood for their operation will be purchased. This year, due to the military situation in the country, heating stations are planned to be deployed not at such low temperatures as usual.

The ‘Be Happy Again’ training session was held in Chernihiv for women who were affected by the hostilities. They discussed how to provide psychological help to themselves and their children. The training was organized by the Ukrainian Women Foundation.

Despite the Russian military aggression, Chernihiv Song Theater ZABAVA continues to promote traditional Ukrainian songs and the Ukrainian language. According to Head of the Theatre Maryna Kharchuk, young people organize concerts in France in support of Ukraine. The song “When the soul folds its wings” won the Grand Prix of the patriotic song contest. The singer, who performed this song, is now in Germany.

Central regions

Dnipropetrovsk oblast

The occupying troops of the russian federation again hit Nikopol. In the morning, Marganets came under enemy fire. Grad missiles hit the territory of the bread factory. Two people were injured. The woman is in serious condition. Both victims were hospitalized. A fire broke out as a result of the shelling. Several cars burned, the administration building was damaged. In the city, two dozen private houses, five high-rise buildings, cars, and power grids were also affected.

In addition, the occupiers shelled the Chervonohryhorivka community from Hurricanes. Previously, no one was injured. This was announced by Head of the regional council Mykola Lukashuk.

In Dnipro, the people of Mariupol protested against the fictitious referendum in their hometown organized by the occupiers near the I – Mariupol center.

Vinnytsia oblast

In Vinnytsia, as well as in most cities of Ukraine, a peaceful protest was held against the ‘referendums’ regarding the inclusion of Ukrainian occupied territories in the russian federation. According to estimates, about 100  participants of the action held placards with the inscriptions: “Everything will be Ukraine”, “No fake referendum”, and “Mariupol – Ukraine”.

 

The exhibition Kherson inside/outside opened in Vinnytsia. The works of Kherson artists who are under occupation and those who currently live in other cities of Ukraine and abroad were presented there. Curator Olena Afanasyeva explained that this exhibition depicts a creative dialogue.

Kirovohrad oblast

In Kropyvnytskyi, residents of Mariupol staged a protest against the pseudo-referendum in their city. “Mariupol was, is and will be a Ukrainian city,” said Olena Shvydka, co-organizer of the action. There are 1,500 Mariupol residents living in Kropyvnytskyi, and 1K in Kirovohrad Oblast.

The residents of Kropyvnytskyi collected 200 kilograms of coins to help the Armed Forces of Ukraine as part of the Brave Hryvnia charity campaign initiated by the National Bank. According to Serhii Yakunin, Head of the press service of the city council, on the City Day, they were handed over to Oschadbank. The money will be counted and deposited into the AFU account.

 

Poltava oblast

Sviatoslav Stehnii, a 13-year-old karate fighter with hearing impairment, decided to sell his awards. To do this, volunteers will organize an auction, and the collected money will be spent on the needs of the Ukrainian military. According to Sviatoslav, he does not regret giving medals for this purpose.

Cherkasy oblast

In Cherkasy, forced IDPs joined the national action Mariupol is Ukraine. About half a hundred people took part in the event.

Southern regions

Zaporizhzhia oblast

During the day, the occupiers shelled populated areas of the Polohy district. Homes of residents in Orikhiv, Huliaipole and nearby villages suffered significant damage. In total, the police registered 73 reports of destroyed infrastructure in Zaporizhzhia oblast.

At night, the occupiers fired missiles at the residential infrastructure in Zaporizhzhia. One enemy rocket hit the residential sector and caused a fire in a multi-storey building. One person was killed, and 7 more injured. Also, windows and doors were blown out, roof coverings and building facades were damaged  in private houses located near the epicenter of the tragic event due to the explosion of shells.

The pseudo-referendum, conducted by the occupiers in the temporarily occupied territories of Zaporizhia oblast, will not have any legal force. Oleksandr Starukh, Head of the Zaporizhia Regional Military Administration, announced this. He emphasized that the so-called ‘referendum’ of russian occupiers is a special information operation, which should legalize the seizure of Ukrainian territories by russian troops.

In Melitopol, the occupiers force local residents to ‘vote’ just on the street in their so-called ‘referendum’. This was reported by Mayor Ivan Fedorov. The official noted that the local population does not support the ‘referendum’.

During the past day, 1,065 people, including 218 children were evacuated from the temporarily occupied territory. 

Mykolaiv oblast

The enemy continues its attempts to attack the port infrastructure of Ochakiv. 2 Kh-31 missiles launched from the Su-30 fighter jet were directed at the water area. People were not injured.

The enemy again shelled Mykolaiv and the Mykolaiv region from the S-300 anti-aircraft missile system. The park was shelled. Residential buildings, a gas pipeline were damaged, and a fire broke out. The water area of the South Buh River was hit. There are no casualties.

The enemy launched Kh-31 missiles from Su-30 tactical aircraft at the Kutsurub community. No human losses were reported.

In the evening, the Shahid-136 drone attacked the positions of Ukrainian defenders on the contact line in the Berezneрuvate community.

The shelling of Bashtanka, Inhulka and Shyroke communities continues. The destruction of buildings and the burning of a car were recorded. There are no casualties.

During the day, russian aggressors destroyed 16 homes of civilians in Mykolayiv oblast. After yesterday’s rocket attacks on Mykolaiv, the police documented five damaged private and 10 apartment buildings, as well as destruction of the infrastructure. A private residential building and an outbuilding were damaged on the territory of the Kutsurub community.

An enemy Mi-8 helicopter was destroyed in Mykolaiv district, and a Tor anti-aircraft missile complex was destroyed in the Bashtanka region. This was reported by the ‘South’ Operational Command.

On September 23, a meeting with the artist Yulia Polishchuk took place in the Mykolaiv library named after Shura Kober and Vita Khomenko. The author presented 12 postcards on a patriotic theme.

Odesa oblast

The enemy attacked Odesa twice with kamikaze drones from the direction of the Black Sea. Two drones hit the port area. The administration building was destroyed, several nearby buildings were damaged by the blast wave. One civilian was killed. Another Shahid-136 drone was shot down over the sea.

During the second air attack on Odessa, 4 kamikaze drones were destroyed by air defense forces over the sea. For the first time in Ukraine, there was detected a multi-purpose strike UAV, Mohajer-6, made by Iran, which is designed for reconnaissance, surveillance, reconnaissance and fire damage.

During an attempt to attack towards the South port, the regular Shahid-136 drone was also shot down.

The enemy fleet in the Black Sea consists of 15 ships and boats. Their maneuvering zone is unchanged – hiding from possible damage along the southeastern coast of the Crimean Peninsula. The composition, tasks and threats are also unchanged – 3 surface and 1 underwater carriers of 28 Kalibr missiles are ready to strike across the entire territory of Ukraine.

On September 24, eight ships will be sent from the ports of Odesa and Chornomorsk to the countries of Africa, Asia and Europe with 131.3 K tonnes of agricultural products.

In the center of assistance to displaced people from Mariupol in Odesa, an action was held against the ‘referendum’ on the annexation of the occupied territories of Ukraine to russia.

Kherson oblast

The enemy is concentrating its efforts on organizing a pseudo-referendum in the temporarily occupied territories of Kherson Oblast. Mobile election commissions have been established in several areas. The polling stations are carefully guarded by reinforced patrols. At the same time, yard patrols are carried out, forcing local residents to participate in voting. According to Yurii Sobolevskyi, Deputy Head of the regional council, some people had to vote twice – on the first and second day, and some also had to vote for their family members.

The enemy continues attempts to raise reserves, tries to rotate units, redeploy forces and means in different directions.

During the night, the enemy launched 2 air strikes and 2 missile strikes on our positions and settlements with civilian population.

The ‘South’ Operational Command reports that preparation was carried out to identify control points, buildups of enemy weapons and equipment, and places for pulling up reserves, including by rail from the direction of the temporarily occupied Crimea. Fire control is established over these objects.

The Ukrainian aviation launched 3 air strikes against the enemy, and missile and artillery units fired 180 fire missions. The Kakhovsky Bridge and reserves of enemy equipment, which were being prepared to cross in the area of the Antonivskyi Bridge, were struck again. The enemy weapons and equipment buildup was attacked in Kherson, an artillery battery and a command post of enemy units were hit  in the Beryslav district. Another control point was affected in the Henichesk district.

Air defense shot down a russian Su-25 attack aircraft in the Berislav district. Missile and artillery units hit a pontoon crossing in Nova Kakhovka, two weapons and equipment buildups in Berislav district, 3 buildups of manpower and equipment in Kakhovka and Kherson districts, a radio-electronic warfare station near Krutyi Yar, a column of weapons and equipment in Kakhovka.

In Zaporizhzhia and Kherson oblasts, the occupation authorities began serving mobilization summonses to men of conscription age who renounced Ukrainian citizenship and received passports of the russian federation.

The Security Service of Ukraine has established the identity of the commander of the russian federation, who gives orders for the detention and torture of Kherson citizens. According to the investigation, since March 2022, Head of the National Guard of russia Department in Kherson oblast, Oleksandr Naumenko, has been in charge of guardsmen and representatives of the illegal armed formations of the russian federation the in occupied Kherson.

Police officers of Kherson oblast patrol the streets in the liberated Visokopillia together with special forces of the State Police of Kherson oblast. This is reported by the police of Kherson oblast.

Over the past day, police officers opened 29 criminal proceedings on the facts of war crimes committed by the russian army in Kherson oblast. Murders of civilians, abduction and torture of people, seizure of institutions, looting – this is what russian military personnel do in the temporarily occupied territories.

Western regions

Volyn oblast

In Lutsk, while preparing for the heating season, 76 individual heating points  will be installed in high-rise buildings and 5 boiler rooms modernized.

Four students and their parents from Kamen-Kashirsky sell homemade baked cakes, and the proceeds are donated to the needs of the military, in particular, to buy a drone. In three days, they collected over UAH 33K.

Zakarpattia oblast

A serviceman of the Zakarpattia 128th Brigade, Oleksandr Kravtsov, returned home from russian captivity.

Zakarpattia was visited by Deputy Head of the Office of the President of Ukraine Kyryl Tymoshenko. He visited four regions and got acquainted with the projects initiated by the region which are being implemented under martial law.

In the RMA, a meeting with representatives of the international company Metrica Inc.was held. They discussed strengthening cooperation in provision of the needs of forcibly displaced people.

In the Uzhhorod City Council, a meeting with heads of neighboring territorial communities (Kholmkivska, Baranynska and Onokivska) was held. They discussed co-financing the stay of children from the surrounding villages in kindergartens in Uzhgorod.

Ivano-Frankivsk oblast

From September 17 to 22, nine doctors and three nurses from the USA operated on wounded Ukrainian servicemen at the Ivano-Frankivsk Regional Clinical Hospital. In total, medics provided assistance to 39 fighters with facial injuries.

In Ivano-Frankivsk, Ukrainians displaced from Mariupol took part in a peaceful protest against the ‘pseudo-referendum’. The organizer of the event, Olena Kalantay, said that in this way they wanted to support those remaining in the occupation.

A shelter for IDPs has opened in Kuty, the Kosiv region. The project was implemented by representatives of the Caritas Kolomyia organization with the support of donors.

Lviv oblast

In Lviv a round table on the issues of doing business in Ukraine during the war was held. They discussed restoration and support of Ukrainian business, which is an important source of filling the state budget and creating jobs.

Rivne oblast

Head of the Rivne RMA Vitalii Koval announced that with the support of the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, Rivne oblast received humanitarian aid. Folding beds,  bed linen, blankets, towels and more will be handed over to IDPs and centers of mass accommodation of displaced persons.

Ternopil oblast

Caring Ukrainians collected over UAH 5 million overnight for the treatment of a soldier of the marine infantry battalion of the 36th separate brigade, Mykhailo Dianov (call sign Mishania) from Ternopil, released from russian captivity.

Khmelnytskyi oblast

9 defenders from Khmelnytskyi oblast, who were in captivity, returned home.

In several areas of Khmelnytskyi, a protest action against holding the ‘referendum’ in the temporarily occupied territories of Ukraine was conducted. The rally was initiated by support centers for displaced persons.

Chernivtsi oblast

The RMA reported that in mid-October, they plan to open a 24-hour cargo checkpoint Krasnoilsk on the border with Romania.

At the Chernivtsi Regional Philharmonic, a charity concert was held to collect money for ammunition and a drone for the military in Kherson oblast.

International support

The German parliament voted for the decision to transfer tanks to Ukraine.

France’s National Anti-Terrorist Prosecutor’s Office is investigating seven cases related to crimes committed against the French during the full-scale russian invasion of Ukraine

In the coming days, Finland  will introduce entry restrictions for russians, referring to international damage caused by russian tourists.

Australian Foreign Minister Penny Wong believes that russia is violating the UN Charter with its illegal invasion of Ukraine.

Turkish President’s spokesman Ibrahim Kalin said that Ankara will not recognize the results of pseudo-referendums on the accession of Kherson, Zaporizhzhia, Donetsk and Luhansk oblast to russia.

The government commissioner for the security of the Polish information space Stanisław Zharyn said that Poland should not massively accept russians fleeing mobilization. The official emphasized that russians should not be accepted in Poland, as they can be dangerous for the state.

Head of the Ministry of Foreign Affairs of Lithuania, Gabrielius Landsbergis stated that Lithuania will not grant asylum to russians fleeing mobilization.

Australia called on China to force putin to end the war

Amsterdam will send 2K forgotten bicycles to Ukrainians. The bicycles will be given to doctors, social workers and volunteers who help people in the de-occupied territories. The first lots will be distributed among communities in Kyiv, Kharkiv, Dnipropetrovsk, and Chernihiv oblasts.
